1. INTRODCUTION
The Community Initiatives
for Development and
Action Research (CIDAR)
Uganda was established in
2005 as a non-partisan,
independent and not-for-
profit Community Based
Organization, whose
mission is to: contribute to poverty reduction and sustainable
development of the disadvantaged and vulnerable communities in
Uganda through community-led action programs and interventions.

Registered (Reg. No. 122293) as a Community Based Organization


(CBO), CIDAR is part of the eastern region community development
network.

In 2008, CIDAR started a partnership with Wheel4life Foundation


through which the poorest and most needy people in the
communities would receive bikes as a means of transport. Over 350
recipients, largely students and vulnerable youths have so far
benefited from the partnership across many communities in rural, hilly
and mountainous areas.
2. THE DEUTER PROJECT PHASE 2, 2016
In June 2016, Deuter
Gmbh, through
Wheel4life supported
CIDAR Uganda with a
total of 5,000 USD to
purchase and distribute
bikes mainly to the
needy students in the
communities in Eastern Uganda. This was part of the total support (USD
12,000) that Deuter committed towards the above cause in 2016.

Phase 1 of the 2016 Deuter-supported project received USD 7,000


through which a total of 75 bikes were purchased and distributed to
the needy beneficiaries as agreed.

2.1 Procurement and Distribution of Bikes for Phase 2


In May 2016, Carmen
(Wheels4life) transferred a total
of 5,000 USD to the CIDAR
Uganda account for
implementation of phase 2 of
Deuters project. On 30th May
2016, CIDAR confirmed the
funds had reached the
organization account and on 1st June 2016, a total of 55 units of fully
fitted bikes were purchased and each labelled with independent
serial numbers. On 7th and 8th June 2016, the bikes were distributed to
the selected beneficiaries who largely comprised of primary and
secondary school-going children.

3. WHY PEOPLE NEED BIKES

In Uganda, people have an insatiable need for bikes and these range
from accessing basic services to recreational purposes.
Bikes are a necessary asset for many poor and vulnerable households
in rural Uganda. They are a critical source of livelihood to many as well
as a recreational asset. Many people where Cidar Uganda operates
need bikes largely to ease their movement from place to place
(transport means). Provision of bicycles to such people facilitates their
access to safe water sources, better schools, better health facilities,
and better local markets which are geographically distant from their
areas of abode.

4. HOW THE BENEFICIARIES WILL USE THE BIKES

A total of 55 bikes were distributed to the identified recipients in


Buwenda, Nawangoma and Bugembe sub counties.
The bikes are to be utilised as follows:
a) Bikes for transport to schools in hilly and mountainous areas:
The largest portion of the bikes were distributed to very needy
school-going children in Buwenda, Nawangoma and Bugembe
sub counties. Out of the 55 bikes purchased for Phase 2, 42 bikes
were distributed among the critically needy school-going children
(in primary and secondary schools). The bikes are to ease their
transport to and from
school. The recipients
previously moved very
long distances to
access basic
education in available
schools which are in
hilly and mountainous
areas.

b) Bikes for medical personnel to provide medical services in


distant and hilly areas (4 bikes distributed).
A total of 4 bikes were given to medical personnel who were in
critical need for bikes to transport them to distant, hilly and
mountainous areas to provide medical services to expecting
mothers, sick children, orphans, HIV/Aids patients as well as home-
based care services for old people. The beneficiaries had been
moving very long distances and in hilly and mountainous areas to
provide basic medical services to people in nearby communities
but can now easily move to provide such services. In fact, one of
the beneficiaries lamented that:

God has finally come to my rescue. I now have a bike to


enable me serve my community effectively. Thank you
Carmen and Deuter for your generosity. May the good Lord
bless your hands abundantly.

c) Bikes for needy teachers (5 bikes distributed):


In these communities were we work, a number of teachers face
challenges in accessing schools to teach due largely to lack of
transport. A total of 5 teachers (3 male and 2 female) in primary
and secondary schools were given bikes to ease their transport to
schools.
Most of the schools where they teach are located very far away
from their homes
and were located
in hilly and
mountainous
areas. These bikes
were a great relief
to them and they
promised to give
in more hours to teach their children since they problem of transport
had been addressed.
d) Bikes to support poor farmers (3 bikes distributed):
A total of 3 bikes were distributed and given to farmers in the areas
of Bugembe and Buwenda. CIDAR Uganda is known for supporting
farmers in the areas where we work. Through this project, 3 bikes
were given to 3 poor farmers in Bugembe Sub County who were in
critical need of bikes to transport their farm produce to distant but
more lucrative markets were they can get better prices for their
produce.

It is hoped that the farmers shall


improve their farm incomes as a
result and improve their family or
household welfare in future with
the help of bikes.

e) Bikes for monitoring project beneficiaries and delivery of
community services (1 bike distributed):
Out of the 55 bikes for Phase 2 of the Deuter project, one (1) bike was
distributed to the Local Council II Chairperson in Bugembe Sub County
Mr. Bakiga Wilberforce. The Chairperson is to help monitor the
project beneficiaries among others on behalf of Cidar Uganda. The
Chairperson has been collaborating with Cidar in identifying needy
beneficiaries and also locating their families and or households.

Cidar Uganda also reached an agreement with the Chairperson


where he will use the bike to monitor how the beneficiaries are
progressing with the bikes and report to CIDAR Uganda. The same
bike will also be used as a community bikes where needy community
members will hire it for use and cost share its maintenance in the event
the bike gets spoilt.

5. THE DIFFERENCE THE BIKES WILL MAKE TO THEIR LIVES

The bikes shall make a very big positive difference to the lives of the
beneficiaries. For instance, the students will be able to arrive at school
early (hence not miss out on any classes) and get back to their homes
earlier than before (so as to carry out their domestic chores in time);
the medical personnel shall be able to access distant areas which
were previously in-accessible; the farmers will be able to access better
but distant markets to sell their produce for better incomes and hence
better livelihoods; the teachers will now be able to arrive to schools
earlier than before thus be able to teach for longer hours and also
have more time with their students and pupils. Of course all the
beneficiaries will be monitored frequently and or periodically and
reports on the
performance of
the bikes will be
shared with
Wheels4life and
Deuter.

6. PROJECT ACHIEVEMENTS AND CHALLENGES

6.1 Achievements
Based on the total support (USD 12,000 for Phase 1 & 2) from
Wheels54life and Deuter for 2016, all the identified and targeted
beneficiaries received their bikes fully engraved with unique serial
numbers.

The beneficiaries promised to take good care of the bikes so as to


serve them for a longer time. They also promised and signed up to use
the bikes mainly for the intended purposes for which they received
the bikes.
6.2 Challenges
During the identification of beneficiaries for the Deuter project in 2016,
about 345 people were identified in need of transport means.
However, out of 345 people the project was only able to serve 130
beneficiaries (75 beneficiaries in phase 1 and 55 in phase 2).
Therefore, there is still a very high demand for bikes especially among
school-going children and other needy people particularly those who
live in hilly and mountainous areas.

Conclusion

On behalf of all the beneficiaries who received the bikes in Phase 1


and 2, CIDAR Uganda wishes to thank Wheels4Life and Deuter Gmbh
for donating the funds (USD 12,000) that were used to purchase the
130 bikes. The beneficiaries promised to use the bikes mainly for the
sole purpose for which they got them.

Lastly, in a special way, we wish to thank Ms. Carmen for trusting


CIDAR Uganda and for the continued partnership towards
transforming poor and local communities in Uganda through provision
of bikes as a means of transport.

Indeed, the beneficiaries now have all it takes to


RIDE INTO SAFER AND IMPROVED LIVELIHOODS.
