BRIEF HISTORY OF BARANGAY DUNGON B

HISTORICAL PROFILE

Barangay Dungon B is now what used to be the center of the original Barangay
Dungon known as early as the Spanish colonial era. The original Barangay Dungon
encompassed the areas now occupied by Barangay Dungon A in the East, Barangay
Sta. Rosa in the South, Barangay Dungon C in the Southwest and Barangay Sambag
in the Northeast,

Barangay Dungon A was once known as GINSANG-AN, Sta. Rosa and Dungon C
was better known as BUHANG, A PART OF Sambag adjacent to Dungon B was
better known as SIAO the area where Dungon Creek originates from two different
sites upstream, and meets downstream in GINSANG-AN.

The old folk say that Barangay Dungon got its name from a giant Dungon Tree
situated near Ginsang-an and what is now the approximate center of Barangay
Dungon B. The original Barangay Dungon had important sub sites, namely: pang-
pang which referred to the area on the north with its own cluster of houses;
Hacienda, which referred to the undulating portion or the land at the eastern
portion where carabao-driven muscovado sugar mill was located at the turn of the
century; Buhang a sloppy strip of land in the west where are then made ideal for
growing of cogon grass used by kutchers to feed their houses drawn kalesas in Iloilo
City.

When sugarcane was introduced by the British carpetbagger Nicholas Loney in


Panay and Negros, Dungon was among the suburban areas of Iloilo City to first wide
scale of the crop.

POLITICAL HISTORY

The earliest known head of Barangay was Jose Oling Taclino, who served as
Cabeza del Barrio during Spanish time, the equivalent of the present Punong
Barangay except for the fact that the former were appointed but the Spanish
authorities. Oling or charcoal got his nickname from the color of his skin, which
both the Spanish masters and his constituents would call as black as the charcoal.
Later, and even during the American colonial regime, Cabeza Oling was succeeded
by his son Crispulo Puroy Taclino who served as Tenyente Del Bario of Barangay
Dungon. Puroy was then succeeded by his nephew Clemente Tay Mente
Terrania. Other Tenyentes del Bario included the following: Pedro Torralba, under
whose incumbency Barrio Dungon was subdivided into several barrios under then
Iloilo City Rodolfo Ganzon, Lorenzo Calinawagan Jr., was the first elected barrio
official of Dungon B. Calinawagan was later promoted to Kapitan del Baryo, the
new official name of the head of the barrios in the Philippines. It was also during his
term when Kapitan del Baryo was changed to Barangay Captain during the
incumbency of the President Ferdinand Marcos. Calinawagan, Jr. was succeeded by
Barangay Captain Alton Braa, who was in turn succeeded by Barangay Captain
Renato Grecia who resigned and was succeeded by Pepito Ortega. During 1994
Barangay Election, Punong Barangay Angel Ombol Ordinal Jr. won the election
and continue to serve his constituent until 2007, a three full terms for barangay
captains as mandated by R.A. 8524, a first in the political history of Barangay
Dungon B. During 2007 Barangay Election, Punong Barangay Apolonio Pol
Dadison, Jr. won the election and served until 2010. During 2010 Barangay Election,
former Punong Barangay Angel Ombol Ordinal Jr. emphatically won the election
and majority of his Barangay Kagawads. But due to fragility of life, Kapitan Ombol
died last December 1, 2011. He did not finish his tenure, so, first Kagawad Irene C.
Sumindol takes over his duties as rule of succession according to section 44 of R.A.
7160. During 2013 Barangay Election, Punong Barangay Irene C. Sumindol won the
election. But because of some personal reasons, she applied for Leave of Absence
last October 15, 2014 October 15, 2015, so first Kagawad Estelita V. Ordinal now
serves as Acting Punong Barangay. When October 15, 2015 arrived, Punong
Barangay Irene C. Sumindol rendered her resignation to Iloilo City Mayor Jed Patrick
Mabilog. It was granted so as a rule of succession first Kagawad Estelita V. Ordinal
took over her place, and current Barangay Book Keeper Karen V. Barcoma was
appointed as Barangay Kagawad.

DEMOGRAPHY

Barangay Dungon B is a highly accessible suburban area, located about 3


kilometres away from Jaro proper. It is directly linked to Iloilo City proper area
through the Ninoy Aquino Avenue, otherwise known as the Iloilo Jaro diversion road,
which cuts through Barangay Dungon B, Sambag, and Pavia Town. It has direct
access to the Iloilo International Airport in Sta. Barbara, and likewise connects
through concrete bridges and roads to the main Jaro north road (Lopez Jaena Street)
going to Municipality of Pavia, Iloilo.

Land area of Barangay Dungon B is about 40 hectares with total estimated


population of 3,999 as of 2014 census, where males numbered 1999 and females
2,000 in 896 households and 856 houses.

Following are the incumbent Barangay Officials of Barangay Dungon B, Jaro, Iloilo
City for Calendar Year 2015 until the next election.

In serving Barangay Dungon B residents, barangay officials divide the area into 8
puroks to keep a specific area of responsibility. Zone 1 comprises the part of
Miramar subdivision, and Carter Drive which is headed by Kagawad Roni Lacson.
Zone 2 meanwhile consist of Purok Dasok. Zone 3 is made up of back of Luis
Mirasol Memorial School and part of Diversion road. Zone 4 is located on the
stretches of Dungon Creek and along Diversion road across Barangay Covered Gym.
Zone 5 covers part of Bankers Village 6. Zone 6 is located from the entrance of
Bankers Village 6 until the Dungon Creek. Zone 7 is located at the back of Ceres
Liner Motor pool commonly known as Bunkhouse. Zone 8 is located in front of
Ceres Liner Motor pool until the Dungon Creek.

The successive flood occurred in 1994, 1995 and 2008 have hit hard the residents
of Dungon B, considering that it straddles along the Dungon Creek. This prompted
the cleaning and dredging of the creek by the city government, which in some
measures has mitigated the flooding. Another is the Iloilo Flood Control Project by
the national government which greatly helped the people not only by Barangay
Dungon B but the whole city of Iloilo.

Currently, Barangay Dungon B Jaro is enjoying a very decent Barangay Hall, fully
equip with 3 Personal Computers, Internet and Telephone Connection, having two
Day Care Centers, a Tanod Outpost, a Senior Citizens Office, a Covered Gym, and a
Rural Health Unit to fully serve our constituents. Our barangay is now on all set for
development as they hire more barangay personnel such as 10 Lupon
Tagapamayapa, 10 Barangay Tanods, Two Barangay Health Worker, a Barangay
Nutrition Scholar, a Barangay Service Point Officer, a Peer Counselor, a Bookkeeper,
an Admin Staff, and a Nurse. Our Rural Health Unit, is now on its full capacity
serving the City of Iloilo, providing minor surgery, immunization, circumcision, pre-
natal, dental check-up, and other health related concerns. One of the major
problems before was the absence of potable water provided by Metro Iloilo Water
District, few months later, this concerns was addressed. Now, all parts of the
barangay are accessible to MIWD water pipelines. On the matter of squatters along
diversion road, the city government and with the help of national government, these
once so-called eyesores are now properly given housing in various relocation sites
of the city government. Streetlights are now very evident because of proper
illumination project of our barangay. Yet, the barangay council is not satisfied for all
this progress as they continue to pursue a high quality type of living for all our
constituents. There are plenty of ideas being suggested by the council for the
betterment of the barangay, such as construction of multi-purpose center, and
many others.

Despite many calamities and adversaries may come before us, still we will be able
to withstand all of these if we are keeping our trust from above, be unified as a
country, helping each other as barangay and lastly trust in ourselves to be a better
community.
