The Russian Federation

Recognize the importance of prioritizing the health and wellbeing of people against the recent
rising trends within non-communicable diseases that is triggered by unbalanced lifestyle,

Acknowledging the statement created by World Health Organization that changes in dietary and
physical activity patterns are often the result of environmental and societal changes associated
with development and lack of supportive policies in sectors such as health, agriculture, transport,
urban planning, environment, food processing, distribution, marketing, education.

Stressing the urgent need to prevent excess weight and obesity as these non-communicable
disease are largely preventable through modification of risk factors.

Recalling the Global Strategy on Diet, Physical Activity and Health of the World Health
Organisation (WHO) as the guiding framework for member states to implement,

Alarmed by the recent rising trends of noncommunicable diseases, including cardiovascular


disease, type 2 diabetes, and certain type of cancer due to unhealthy diets and physical inactivity
that can contribute to disease, disability, and death,

Reaffirming the roles and responsibilities of the World Health Organization (WHO) for providing
leadership on global health matters, shaping the health research agenda, setting norms and
standards, articulating evidence-based policy options, providing technical support to countries,
as well as monitoring and assessing health trends,

1. Recommends member states to ensure early proper education to its youth citizens on making
healthy lifestyle and nutritional habits through the use of formal education;
a. Providing appropriate study material on foods and nutrition for elementary students such as but
not limited to the food pyramids,
b. Providing information and guidance on for elementary students making healthy habits such as
but not limited to adequate sleep duration, frequency of physical activities and the
characteristics of healthy and unhealthy lifestyle.
c. Providing knowledge upon healthy methods of stress, mental, and emotional management to
provide binge eating,
d. Including Physical Education in the curriculum for all levels of education (Pre-School to High
School) complemented with adequate staffs and facilities,

2. Encourages member states to sustain on-set proper education outside of formal education with
the objective of improving consumers decision making process to guide them within the
creation of healthier lifestyle through the following;
a. Increasing nutrition literacy through
i. Providing informational posters and brochures regarding health and nutritions in places where
majority of the citizens obtain foods and staples such as but not limited to markets, supermarkets,
restaurants.
ii. Developing policies for producers to include adequate and clear information on the product
packaging regarding the composition and the nutritional values of the product.
iii. Developing strict policies for producers of unhealthy products to include pictures on the
packaging of the product that shows the result of poor nutrition choices (such as a picture of an
obese cadaver) like that used in tobacco packaging.
iv. Unhealthy products include soft drinks, junk foods, products with high content of saturated fats,
sugar, and salt,
b. Utilizing the mass media to channel campaigns in educating the masses to;
i. Inform the risk associated with poor lifestyle of physical inactivity,
ii. Countering unhealthy lifestyle associated with culture,
iii. Influencing consumers to make healthy life choices through advertisements and informational
materials,
c. Providing facilities to educate parents to ensure the nutrition of children, which consists of the
following;
i. Importance of breastfeeding since infancy of six months old,
ii. Importance of building hobbies and passion around physical activity to prevent day to day
inactivity,
iii. Prevention in the consumption of fast food,
iv. Importance of hydration to prevent overeating,

3. Recommends that member states regulates the control upon the quality of food content that is
given to potential consumers, which is not limited to;
a. Ensuring healthier food processing,
b. Regulation upon synthetic trans-fats, preservation additives, and other chemicals,
c. Improvement of school meals within cafeterias,

4. Recommends that member states utilizes taxes to reduce the purchase of foods and products that
contributes risk to diabetes and obesity;
a. A reasonable tax, under 20%, on specific products which include,
i. Sweetened drinks and sodas,
ii. Junk foods,
iii. Any product with significantly high amount of unsaturated fats, salts, sugar, and caffeine,
b. Income generated from taxes, shall be used to subsidize healthy foods and products
c. Income generated from taxes shall also be used to assist public health sectors in promoting
healthy lifestyle such as in campaigns
5. Recommends that member states subsidizes healthy foods to ensure accessibility and availability
of healthier foods to people of lower socio-economic status,
a. Funds can be generated from taxes on unhealthy foods
b. Subsidies shall be prioritized but not limited to;
i. Staple carbohydrates such as rice, pasta, and potatoes
ii. Fresh, unprocessed source of protein, such as meats and poultires
iii. Fresh, unprocessed vegetables and fruits

6.Urges that member states promotes a healthy environment through supporting a health-
promoting natural and built environment;
a. Taking specific measures to improve urban mobility,
i. Promoting the use of cycling and walking,
ii. Urban design and transport policies,

7. Urges that member states provide the proper facilities;


a. Prevention of physical inactivity;
b. Facilities for people yang miskin dan sakit

8. Calls upon the cooperation with civil society alongside with public and private stakeholders
committed to reducing the risks of non-communicable diseases, such as the following:
a. Promotion of healthy diet and physical activity, such as car free day,
b. Bearing in mind to ensure avoidance of potential conflicts of interest,

9. Encourages increasing the capacity of member states to undertake research and find solutions to
the prevalent problems, including by improving the ability of data collection and analysis,
a. Calls upon collaboration with specialized international organizations to support research
initiatives aimed at reversing the development of obesity and type 2 diabetes epidemics,
b. Calls upon collaboration with organizations of the United Nations (FAO, UNICEF, UNESCO) to
promote and support research in priority areas to facilitate programme implementation and
evaluation in order to assist the decision making process of member states, which is not limited
to the actions of;
i. Researching data of consumers,
ii. Conducting analysis,
iii. Holding technical meetings on practical research topics,

10. Remains to be actively seized in the matter.
