Booklet 4:

The responsibilities of key personnel in the college, starting with the most important
role within the college’s chain of command, are as follows:

College principal:
The college principal is responsible for the safe functioning of all college activities;
this will include what choices the people choose within the college.
Other key roles the principal will monitor will be the monitoring of the effectiveness
off the policy and apprise the corporation of the college’s safety performance as
appropriate. This person is also responsible for ensuring the commitment and co-
operation of all staff to the policy, and ensuring that, all other key personnel within
the college understand their responsibilities and are given the time, the means and the
encouragement for the implementation of the policy. Meaning that every staff
member is given certain power within the college that allows them to do the things
they are responsible for. Since every staff member knows what they are supposed to
do, and there are no conflicts between teachers that I know of, I would say that the
principal is up keeping her responsibilities. Although there has been some problems at
the beginning of this year, specifically start of September, has been a bit of chaos as
there has been problems with the timetables and taking on too much students,
although this is not one of the principals responsibilities to issue timetables, she is
supposed to keep everyone up to date and inform, which in my mind she didn’t do so
well at the start of the year.

Executive Directors:
An executive director is the senior manager of the college, and will be responsible for
ensuring that his/her directorate is run according to the standards laid out in the
policy. Also ensuring that directorate staff are communicated too and understand the
practical aspects of the policy and the various legal requirements that applies to them
within their areas of responsibility. Thereafter ensuring that directorate and/or
Departmental Managers/staff including part time and visiting staff are aware of the
health and safety responsibilities. Finally ensuring that where appropriate they would
be provided with the time, resources, training and the encouragement for complying
with the policy. This means that executive directors can be compared to CEO of a
business, meaning he/she has a large role to play within the organisation and has more
responsibilities than anyone else. This person is responsible for the communication
between the staff so that there are no conflicts and problems that would affect the
performance and well being of the students. From the current status in the
performance within my class, I would say that this person is doing a good job
regarding his/her responsibilities, although if we look at other classes, we can see that
some teachers aren’t capable in keeping order in classes, which therefore means that
they don’t have enough experience or possibly training that would let them deal with
this effectively.

Directors:
The directors are responsible for implementing health and safety rules within their
department, meaning there would be a certain person responsible for health and safety
in the canteen, gym or IT rooms. They are also responsible for ensuring that adequate
time and resources are available for implementing the policy within the certain
department. Also that regular departmental inspection is carried out by competent
staff. Monitoring the effectiveness of the control measures and takes actions/review
accordingly. The health and safety within the departments, in this case business
department, is of a high standard, which tells me that this person is also doing a good
job, and has a lot experience in this area. Also because we do not see any hazards
around the campus and there are signs everywhere, it is pretty clear that Director’s
responsibilities are met.

Heads of Schools and other College Managers:


This is the member of staff responsible for the management of a school. They are
responsible for ensuring that their area of responsibility is run according to the
standards laid out in this policy under the instructions of their Director. Also he/she is
responsible for ensuring that the staff understands the practical aspects of this policy
and the various legal requirements that apply within their areas of responsibility. They
notify their Director or the health and safety advisor of any matters within this field,
which they feel, are beyond their competence to deal with. From my experience in the
college, I would say that every teacher is familiar with the policy and understands it
very well, for example, every teacher ensures that no student is left unattended by a
member of staff in a classroom alone, especially if it’s a work shop.

Health and Safety Advisor:


Person holding this role within the college will be required to give advice on issues
that affect health and safety within college, this will include any accidents involving
health and safety and possible problems it can cause to the college. He/she will also
be responsible for monitoring the effectiveness of the policy on a day-to-day basis and
reporting any concerns to the relevant director as and when necessary. Interpreting
and disseminating all relevant health and safety information to the college via the
normal management communication structure. And many more. In the past there have
been issues in the college that required this person’s advice, more specifically, the day
when the electricity was out, we can see the college was closed and everyone sent
home, this shows me that they worked very efficiency and dealt with the problem fast,
as we were able to return to college the next day. Although, this kind of thing has
happen previously as well, showing us that he/she was unable to advise the college to
prepare/prevent this kind of hazard.

Heads of Estates:
This person will be making sure that regular inspections are made to the actual
building, including the ensuring of fire safety of the buildings and implement fire safe
systems, including arranging for the fire risk assessments to be carried out and
reviewed by competent person. This person will also be planning and recording
practice fire drills at all campuses and making sure everyone knows where the fire
exits and equipment is. Also he/she will ensure that appropriate risk assessments are
completed, documented and sent to the Health and safety manager so that they can be
placed on the staff intranet. And many more. There are many fire exits within the
college and fire drills that would ensure the people safety within the campus in case of
an accident, also there are many things in place to prevent accidents from happening,
e.g. sprinklers in classrooms that would activate in case of a small fire that could
cause a lot of damage. Many signs are in place as well that would tell people what to
do in case of a accident. Also because everyone is aware of the health and safety risks,
teachers can efficiently organise the classroom to get everyone out of the building.
Because of this would say that this person is keeping his/her end of responsibilities.

Employees:
The actual staff that carry out the day to day assignments (teaching students), will be
responsible of observing all college and statuary safety rules and regulations and
conform to any safety systems of work that may be developed. Also reporting any
hazards and all accidents, near misses, incidents and damage to their immediate
superior and participate in the near-miss reporting arrangements. As we see the staff
everyday I would say that they meet their responsibilities in teaching us and keeping
us safe, also keeping the campus clean that could be welfare issue. Because of this I
would say that every employee meets his/her responsibilities most of the time.

Health and Safety representatives:


These people will represent the college, when they are making representation to
college management on general matters affecting the health, safety or welfare at work
of members of staff at the college. They will also carry out inspections of the
workplace provided they have given the college reasonable notice. Another
responsibility will be, investigating complaints by any members of staff they represent
relating to health, safety or welfare at work. I am not sure if this person is complying
with his/her responsibilities, as I have never encountered a need to contact this person
and I do not know anyone who has, therefore I cant give a explanation how this
person meets his/her responsibilities. But from the status within college, regarding the
welfare and order within the college, I would guess that he/she is keeping his/her end
of responsibilities.
