City Ordinance 2234, Creation of CCENRO: to make the City of Cebu one
of the most environmentally attuned local government units in the country.
City Ordinance 2243, Sustainable Development Ordinance: to preserve
& protect the sources of life, the trees, soil and water and to focus on
sustainable development in the fullfillment of human needs while
maintaining the quality of the natural environment for the current generation
and for the generations yet to come. Mandating the submission of an
Environmental Sustainability Action Plan (ESAP) by any business
establishment applying for business or Mayors permit/license.
(City Ordinance 2031, Solid Waste Segregation at Source): to adopt a
systematic, comprehensive & ecological solid waste management
system.

1. Waste Classification - All solid wastes shall be classified into 5 major groups:
Biodegradable / compostable wastes - waste materials that can be easily decomposed.
(These are mostly materials coming from the plants, trees, people or animals. Ex. food left
over, dirty paper, dirty newspaper, tissue paper, overripe fruits, vegetables, fruit peelings,
leaves, grasses)
Non-biodegradable waste wastes that cannot be easily decomposed. (These are mostly
materials made from chemicals or minerals. Ex. plastic bags, icewater plastic, plastic
wrappers, diaper, napkin, clothes, rags, styropor, junk food wrappers, candy wrappers,
cigarette butts
Reusable / recyclable waste wastes that can be used again or can be easily converted into
something useful. (These are materials that can be sold to recyclers. Ex. clean paper,
newspaper, cartons/boxes, plastic cups, bottle caps, plastic containers, metals, hard plastics,
juice packs.
Hazardous or special waste wastes that are harmful/toxic/infectious (ex. dry cell battery,
paint cans, empty insecticide containers, expired medicines, busted fluorescent bulb)
Bulky wastes and white goods wastes that are bulky in size, shape or other attributes. (ex.
old appliances, tree branches/trunks)

2. Hierarchy of Solid Waste Management in managing solid wastes,
generators must consider the following options in this order of
priority:
Source reduction Try to reduce wastes by using products with less
packaging, use products with reusable materials,
Re-use Reduce wastes by reusing materials like plastic bags, paper,
glass, metals and other materials; Giving food leftover to hog raisers
Recycle Reduce wastes by selling / giving away recyclables
Composting Reduce wastes by converting food leftover, kitchen
wastes, overripe fruits, vegetables, fruit peelings into compost
Disposal This should be the last option. Wastes that cannot be reused,
recycled or composted must be disposed properly.

3. Management Scheme the following must be strictly followed to
ensure efficient and effective solid waste management:
a. Segregation wastes must be segregated according to the
classifications mentioned: biodegradable, non-biodegradable,
recyclables, hazardous and bulky
Public-Private Partnership
Adoption of new environmentally compliant technologies
Formulation of additional management schemes, such as the
management & disposal of household hazardous wastes.
Integrating SWM laws & policies with other environmental
laws through the formulation of the Environment Code.
