The ACCESS TO NEW OPPORTUNITIES: A CONTRIBUTION TO REFLECT The

RVCC The importance of qualifications of the adult population and guidance for a
path of lifelong learning becomes ever more urgent when we realize that adults
with high qualifications indicies motivate youth to achieve academic success. In
the current political-economic framework, it is necessary to ensure opportuniti
es for adults to get diplomas
students who have not obtained previously. This can be done through the Process
of Recognition, Validation and Certification of Competencies (RVCC) or the const
ruction of pathways
different classification in which adults succeed. The network of the New Opportu
nities Centres (NOCs), managed by the National Agency for Qualification, has def
ined its role: to ensure all older than 18 years an opportunity to qualify (in t
he Charter of Mission CNO, 2007). The RVCC system should also work at a later st
age: go as far as possible training courses for adults differentiated, taking in
to account their personal and professional projects. It is understood that the R
VCC process may not be limited to the exclusive remedy, the work done by teams o
f CNO is primarily a work of developing the potential of each adult.
The process of RVCC, to focus on construction and reconstruction of personal and
professional itineraries, promotes autonomy and self-confidence of adults motiv
ating them for learning throughout life. Away from the school model and valuing
the experiences of adults, it is a work of great complexity that run, however, t
he risk of going the easy way out: the fashion school, where there is a master t
hat carries with it the his group of students, deciding phases and objectives. R
ather, the path in the RVCC is a journey
accompanied, where the driver is the individual himself: his experiential journe
y to reach the CNO is the starting point for the work being developed with the t
eam. In Central New Opportunities Gustave Eiffel can not be easy to obtain certi
fication, but it is certainly recognized the value of the standards by which it
governs. There is increasing the dangers and pressures to which the work of the
Centers to "simplify" to respond "uniform", existing in some cases the abandonme
nt of the methodologies
autobiographical, creating centers in institutions do not expect to adult traini
ng with professionals in employment marginal. As Director of New Center
Opportunities Gustave Eiffel, which last year exceeded the required targets, I k
now that teams of multidisciplinary centers live an excessive preoccupation with
the goals, which must reconcile with the practice of enhancement of human poten
tial. Much
has said and written about the credibility of the Qualification System for RVCC,
I refer this problem, first, the teams: it's up to them hard work and difficult
, which is to ensure the quality of the process, respecting the ethical principl
es and moral, not reducing the mechanical completion of chips, but
accompanying adults in building their portfolios, and still meet the targets imp
osed, knowing beforehand that any Centre is contributing only a drop compared to
the ocean of people qualify. Secondly, the National Agency, having created mech
anisms to disseminate credible, did not raise false expectations among the adult
population, should ensure the training of the teams. Finally, it is the Board o
f each center, providing the conditions necessary for sharing experiences, foste
ring a climate trust among all
actors. We should all adopt the motto: In this system the certificates do not go
, do not sell, nor exchange, to validate competencies.
