ith at least 15 years of active service in the EPF, 6.9% in the FPT and 66.1% of
the FPH.

As in 2007, men and women are generally much affected by the bonus. It was among
the officers and men Class B Class A that the proportion of pensions with overs
ubscription is greater. Because of the requirement date of services included in
calculating the bonus, which must be after 1 January 2004, the number of quarter
s of overvaluation increases gradually. The average profit from the bonus increa
ses accordingly: it was 37 euros a month in 2004, from 77 euros in 2006 and reac
hed EUR 103 in 2008. In 2008, 16% of new retirees will see their pension reduced
civilians by the discount. This figure does not include pensions tilted below t
he guaranteed minimum because of the discount. The average monthly loss of pensi
on is around 34 euros for the pensioners concerned. The discount key categories
significantly active (28%) than the sedentary (12%) and relates generally more f
requently Category A agents (nearly one quarter is concerned).

In CNRACL, the main changes relate to early retirement for long career and early
departures for reasons familiaux15
In functions and territorial public hospital, the number of retirements of direc
t right grew steadily until 2002. 2003 was an atypical year with a break in tren
d in the evolution observed previously. Indeed, the 42% increase compared to 200
2 due to a phenomenon of anticipation before the coming into force on 1 January
2004 of Law No. 2003-775 of 21 August 2003 on pension reform. This anticipation
is particularly sensitive for early departures of parents with 15 years of servi
ce and three children or a disabled child. Representing about a starting five pr
evious years, this type of departure is, in 2003, starting a four.

In 2005, the first departures appear under the scheme long careers, their share
remains limited to 1.3% of the flow of new old age pensioners live right. In 200
6, the scalability of this device is very clear with over 13% of new retirees re
ceiving the device. Now, following the new provisions in force since 1 January 2
008, their share in the year 2008 reached almost 17% of the flow (almost one in
four new retiree TPF). In direct rights to seniority, early departures of parent
s with 15 years service and three children or a disabled child also see a trend
change in their average age at liquidation since the 2003 reform. Almost stable
between 2000 to 2003, about 49 years, the average age has increased steadily sin
ce reaching 52 years in 2008. Other types of departure does not show any signifi
cant change in trend demonstrates that the impact of pension reform on the age a
t liquidation.

The 2003 reform introduced a mechanism discount / oversize directly impacting th
e amount of the pension. The bonus, which came into force in 2004, and the imple
menting rules have changed on January 1, 2009, provides an average gain of just
over 57 euros for new pensioners in 2008

In 2008, 9,372 pensions were granted to officials of La Poste, and 6145 to offi
