DAR turned over P4.7 million post-harvest facility in Davao

Presidential Agrarian Reform Council (PARC) Convened


The new DAR rallied the support of President Rodrigo Roa Duterte to finally convene last
September 12after ten yearsthe PARC. The PARC is the highest policy- and decision-
making body for agrarian reform matters and disputes, with the President as chair and the
agrarian reform secretary as vice chair. It was never convened during the whole six-year term
of the previous administration.

said 35 farmer beneficiaries of the agrarian reform program received the certificate
of landownership award (CLOAs) and are now expecting a great improvement
in their economic lives.

No to Luisitas Tambiolo System
To ensure that farmer tenants rights
are protected, Mariano suspended
the disqualification of farmworker beneficiaries
under the tambiolo system of Hacienda Luisita,
pending a complete review and investigation
of land reform implementation. Mariano made
the suspension announcement during an
October 1 visit to Hacienda Luisita in Tarlac
province to meet with the haciendas farm
workers and agrarian reform beneficiaries.

Stop Aryendo Scheme Mariano also said that DAR is investigating the informal lease-back
arrangement otherwise known as the aryendo system in Hacienda Luisita which has been
employed to hinder the distribution of land to farmer beneficiaries in the sugar estate.
The aryendo is a practice of local government officials and former managers and supervisors
of Hacienda Luisita, Inc. (HLI) to lease tracts of land from farmers at a rate of P10,000 per hectare
each year, Mariano said.
He added that the illegal scheme has led to wide-ranging disenfranchisement of Luisita farm
worker beneficiaries.

Review of Corporative Scheme In Negros Occidental, Mariano promised to look into


the complaints of some 1,800 farmer beneficiaries in 11 haciendas owned by business tycoon
Eduardo Danding Cojuangco. The haciendas are located in the cities of La Carlota, Bago, and
Himamaylan, as well as in the towns of Pontevedra, Hinigaran, La Castellana, and Isabela.
DAR is reviewing a program in the Comprehensive Agrarian Reform Law that
allows landowners to skip the actual distribution of lands in exchange for a corporative
scheme that gives away shares of stocks to farmers instead of land. The scheme has been
adopted on the 4,300-hectare farms owned by Cojuangco in Negros Occidental and are
covered by the Comprehensive Agrarian Reform Program (CARP).

Pro-farmer Decisions, Investigations Mariano signed DARCO Resolution MS 1608-234,


ordering the distribution of eight parcels of land in Barangays Cutcut and Balete, inside
Hacienda Luisita. Totalling 358.22-hectares, the land is currently owned and managed by
Tarlac Development Corp. (TADECO). Mariano also ordered the filing of criminal charges
against officials of the Aurora Pacific Economic Zones (Apeco) for illegal conversion of some
2.5 hectares of agri-lands in Sitio Landing, Bgy. Esteves, Casiguran, Aurora.

CLOA Distribution During his first 100 days,


Mariano distributed certificates of land ownership
awards (CLOAs) to 175 Agrarian Reform
Beneficiaries (ARBs) in Mamburao, Occidental
Mindoro and 300 ARBs in Bukidnon and Lanao
del Norte. He also ordered the inventory of the
lands distributed and of farmer beneficiaries to
determine if these beneficiaries still own the
lands awarded to them. He added those who
would not be installed by December would be
installed within the first quarter of 2017.

Continuing Dialogue with Farmers Since the opening of the DAR gates to farmers and
other stakeholders, DAR has organized continuing dialogues with farmers, farmer groups,
civil society groups and NGOs. The DAR recently launched Kapihan kay Ka Paeng" to
inform the public through the media about the agencys policy directives, programs, and
projects.

Issued AO no. 08 s. 2016 that provides for the Guidelines Governing the Completion
of the Distribution and the Titling of Landed Estates including more than 10,000
hectares of land turned over by the Land Bank of the Philippines to the DAR.

Turned over P40.7 million rubber processing facility in Banisilan, North Cotabato
in the 3rd of August 2016.

Assisted 5,586 ARB Organizations (capacity development, facilitating access


to needed services to its members, and enterprise development).

2,865 Common Service Facilities or CSFs have been procured and the same have
already been distributed to farmers.

P1.919 billion have been released to 516 organizations. These loans have so far
benefited a total of 30,560 farmers and are vital in aiding farmers to sustain their crop/
commodities production

the Christmas Market situated in front of the DA
compound in Quezon City on December 1, 2016.

The mini-market provides a steady space for food


producers from nearby provinces.

The initiative clearly states the governments stand


against middlepersons. The DA will come up with
innovative ideas to protect the interests of farmers.

Color-coded Agri Map


A national color-coded agriculture map for investments, determining what crops can best be
grown in a particular area considering the soil properties, elevation, water availability, rainfall
pattern, multi-hazard risks, as well as vulnerability to climate change, was launched by the
Department of Agriculture on December 1, 2016. The maps come with data sets on crop
production potential, natural hazard risks, climate change risks and poverty incidence at the
national, watershed, river basin, regional, municipal and barangay levels.
The national survey was completed one month ahead of the 6-month period that President
Duterte promised to deliver it to the Filipino farmers and fishersolk.

DA turned over a total of 10.67 million worth of agri-fishery


assistance to the province of Zamboanga on September 12, 2016.

As of December 15, 2016, Sec. Piol has visited 26 provinces and cities in 13 regions in his
Biyaheng Bukid. Assistance delivered (actual distribution) during these engagements benefited
thousands of farmers and fisherfolk nationwide, amounting to about P871.47 million worth of
various machineries, farm inputs, and other assistance which include: 31 units of four-wheel
tractors; 20 units of hand tractors with accessories; 728 units of motorized fiberglass-reinforced
plastic (FRP) boats (from 12-footer to 30-footer units); 9,918 bags of palay and corn seeds as
well as 5,388 bags of fertilizer; and provision of livelihood projects worth P86.153 million.

Agriculture posted a 2.98% growth in the third quarter of 2016. This is a huge increase
from the -0.6% in the same period in 2015. At current prices, gross value of agricultural
production amounted to P360.9 billion, higher by 7.33 percent than last years record.

DA turned over 45 fiberglass fishing boats to the fisher folks


from Surigao del Sur last December 8, 2016.

On Distribution of fishing boats and nets for the fisherfolk


Since July, BFAR has distributed to 10,632 beneficiaries a total of 5,581 gill nets and 10,271 other
fishing gears/paraphernalia nationwide. BFAR also awarded 50 units of non-motorized fishing boats
and 751 units of motorized fiberglass reinforced plastic (FRP) boats to fishers. FRP boats
are sturdier and can withstand harsh marine environment unlike its wooden counterparts.
A total of 1,007 units are due for completion until the 4th quarter of 2016.
Fish/seaweed farmers, meanwhile, were also provided with support in terms of technical assistance
and farm inputs. From July to November 9, 2016, a total of 53.15 million pieces of fingerlings,
341,388 kg seaweed propagules, and 3,155 sets of seaweed farm implements have already been
given out to 12,484 beneficiaries.

Based on initial assessments as of


November 4, damage inflicted by Typhoon
Karen and Super Typhoon Lawin on the
agriculture and fisheries sector has already
reached P11.34 billion, with rice, corn and
vegetable suffering the greatest losses.

Piol disclosed that there are about 246,240 bags


of rice seeds and 9,628 bags of corn seeds
as buffer stock. As of September 30, 2016, the
national government has prepositioned stocks for
distribution, for both rice and corn, to immediately
enable the farmers to replant and continue with
their farming amidst climate change events,
including typhoon and drought.

Drafting of the bill

DBM continues to provide budgetary support for the second tranche of the salary increase
of government civilian personnel under EO No. 201 (Modifying the Salary Schedule for Civilian
Government Personnel and Authorizing the Grant of Additional Benefits for Both Civilian
and Uniformed Personnel) s. 2015.
Executive Order No. 03 Increasing the Rates of Combat Duty Pay and Combat Incentive Pay
of the Armed Forces of the Philippines and Extending the same Allowances to the Uniformed
Personnel of the Philippines National Police, Amending Therefore Executive Order No. 38
(s. 2011) was signed on September 26, 2016.

The DBM has submitted a draft bill entitled, An Act Rightsizing the National
Government to Improve Public Service Delivery, providing for, among other, the
pursuit of a National Government Rightsizing Program, to the Office of the President on
July 25 and presented it to the President and members of the Cabinet last August 22.

The DBM, in collaboration with DILG, DOF, and NEDA have issued a Joint Memorandum
Circular No. 2016-1 dated November 18, regarding Updated Guidelines on the
Integration of Local Planning, Investment Programming, Resource Mobilization,
Budgeting, Expenditure Management, and Performance Monitoring and Coordination in
Fiscal Oversight, which seeks to provide a coordinated and cohesive technical assistance
for the continued strengthening of Local Government Units Public Financial Management
(LGU PFM).

Department of Education
Among the priorities of the new administration is the expansion of Alternative Learning
System (ALS) at regional, national, and international levels.

ALS seeks to reintegrate out-of-school youths or basic


education dropouts in the school system. About 600,000
young people passed the Accreditation and Equivalency
Program, certifying them as eligible for either high school
or higher education.
DepEd has also issued guidelines on the utilization of
funds for the Madrasah Education Program (MEP) by
providing the support mechanism necessary for its
continual adoption in public schools with Muslim learners,
out-of-school Muslim youths, and private madaris
implementing the refined standard madrasah curriculum.

Five days after the DepEd issued a memorandum instructing its field offices
to promptly prepare the payroll for the performance-based bonus (PBB), nine regions
have started to release the incentive as of December 27 at 3:00PM.

As of September 29, 2016: DOE exceeded by 3,224 the 10,000 targeted households for
electrification within 100 days through partnership with the National Housing Authority and
the private sector.

DOE completed the Philippine Energy Plan 2016-2030 Update which will roadmap the
strategic direction for the short, medium, and long term energy sub-sectors.

As of December 2016, DOE together with the private sector has energized 26,321
households out of which 2,661 were identified as priority for energization.

New Natural Gas (NatGas) plants to help secure energy

Committed to provide reliable and clean power supply towards industrialization,


the DOE welcomes the commercial operation of the two natural gas-fired power plants,
inaugurated on November 11 by the private sector in Batangas City. Considered the cleanest
among the known fossil fuels, the 414 megawatts (MW) San Gabriel and 97 MW Avion Natural
Gas Power Plants support the increasing economic growth trajectory target of 7-8%, while also
balancing the energy mix. Energy Secretary Alfonso G. Cusi said, San Gabriel and Avions
combined capacity of 511 megawatts will help secure our energy supply for the years ahead.

The DOE endorsed to the Department of Finance (DOF) and the Bureau of
Internal Revenue (BIR) the exemption of the Systems Loss Charge from VAT
because it is not actually used by the consumers and to attain the policy of true
cost under RA 9136 or EPIRA.

The DOE launched the DOE Rapid Response & Delivery (RRD-AC), with the on-
going transfer to the DOE Records Section and the development of the DOE
Citizen Action and Response Enhanced System.

Task Force Kapatid facilitating the repair or rehabilitation of lines and restoration
of electric service during disasters in coordination with the National Disaster Risk
Reduction Management Council (NDRRMC) is in place along with an Electric
Cooperatives Resiliency Program intended for the putting up of material buffer
stocks needed.

Effected moratorium on new mining projects and ordered the audit of all operating
mines through the issuance of Memorandum Order No. 2016-01 dated July 8, 2016
on the Subject Audit of All Operating Mines and Moratorium on New Mining Projects,
which is in line with the pronouncement on responsible mining by the President.

Completed the audit of 41 metallic mines of which 10 were suspended, 20 were


recommended for suspension, and 11 were conferred a passing rate. The audit was
done with the assistance of technical experts, other government agencies, and
representatives from private groups.

Convergence program to stimulate bamboo development revealed


DENR is partnering with the Climate Change Commission and other government agencies
and stakeholders to ensure the success of a government program designed to promote bamboo
as an effective tool for climate change mitigation and poverty alleviation.

DENR bares new hotlines for landline and mobile users


The hotlines incorporate the agencys abbreviated name, DENR, for easier recall.
Those using landlines can dial #DENR or #3367, from anywhere within the
Philippines.
Meanwhile, mobile phone users can lodge inquiries through 0917-868-DENR
or 0917-885-DENR.

can effectively boost rehabilitation efforts
for degraded mining sites, as well as
provide alternative livelihood opportunities

National Anti-environmental Crimes Task Force has been tasked to run after large-scale
environmental offenders. A memorandum of agreement was signed by heads of DILG, DND,
DOTr, PNP, PCG, and AFP.

The economic team presented the 10-point Socio-economic Agenda to international and
local business groups, foreign institutions and governments, and other stakeholders for support.

On September 26, DOF submitted to Congress Package I of the Tax Reform Plan, dubbed the
Tax Reform for Acceleration and Inclusion Act, to exempt most Filipinos from paying taxes and
grow the middle class, while still collecting revenues from affluent taxpayers and corporations,
after consultations with various stakeholders.

In August 2016, the new ePassports with improved security features were issued.

In September 2016, Laos formally turned over the chairmanship of ASEAN to the Philippines.
In pursuit of an independent foreign policy, the Philippines continued to foster closer relations
with other states.
DFA intensified efforts to assist Filipinos in distress. In October 2016, the DFA was able to
secure the release of five Filipino seafarers who were among the 19-man crew of the Omani-
flagged FV Naham 3 that was hijacked in 2012 by Somali pirates.

DFA launches A Handbook on Philippine Public Diplomacy

The Office of Public Diplomacy (OPD) launched on November 29 its pioneering publication,
A Handbook on Philippine Public Diplomacy at the Bulwagang Apolinario Mabini, DFA Building
in Pasay City.

A Handbook on Philippine Public Diplomacy is a compilation of articles written by active public


diplomacy practitioners, stakeholders, and scholars in the field. As a pioneering work, the book
contains first-hand record of experiences in handling various issues in which Philippine diplomats
needed to apply public diplomacy skills learned on the ground, such as in nation branding, online
engagement, Filipino community relations abroad, and crisis management.

The first phase of the Mega Drug Abuse Treatment and Rehabilitation Center (DATRC) in Fort
Magsaysay, Nueva Ecija was inaugurated by President Rodrigo Duterte last 29 November 2016.

The DATRC sits on a 10-hectare lot inside the said military camp which houses four identical
sections of 2,500-patient capacity each.
"This initiative will not only benefit these drug victims whom we want to help and reach out to,
but also for the change towards better health outcomes for our country! All for health towards

Top executives of private telcos join forces in reducing


interconnection rates for voice services in the country

DICT, NTC and Telcos agree to lower interconnection rates of voice services to P2.50:
Top executives of private telcos with DICT Secretary Salalima and National
Telecommunications Commission (NTC) Commissioner Gamaliel Cordoba convened
on November 28 at the DICT Building, following a memorandum issued by the NTC to reduce
the interconnection rates of voice services in the country. Previously, voice call charges
from one service provider to another vary, creating a riff between users to avoid these extra
charges when connecting to another network. With the standardization of rates, the NTC
and the telecom companies aim to make voice rates more affordable to the public.

The Public Attorneys Office has added 170 new
lawyers to its human resource to manage the
increasing number of illegal drugs cases by
providing legal assistance.

For the past six months, inmates have come to the realization that they are convicts serving
their sentence in prison that implements a more stricter prison rules and authority. The improved
order and discipline in all Bureau of Corrections operating prisons and penal farms is now
conducive in reforming 41,528 national offenders.

services that are all relevant to OFWs, and is now

Gains in Counter Terrorism

Abu Sayyaf Group (ASG): In view of President Dutertes resolve to neutralize the Abu Sayyaf
Group (ASG), the AFP embarked on 579 massive focused military operations 426
of which were meant to end the atrocity and notoriety of these bandits and allied terrorist
groups. The operations led to 54 armed engagements resulting in the neutralization
of 94 ASG bandits with 56 killed, 21 surrendered, and 17 apprehended/captured. Key ASG
leaders Nelson Muktadil, Braun Muktadil, and sub-leader Mohammad Said were among
the terrorists killed and bodies recovered in intense combat and ensuing search and retrieval
operations.

Bangsamoro Islamic Freedom Fighters (BIFF): The AFP had launched a similar crackdown
against terrorist groups in Central Mindanao. Forty-four combat operations against the
Bangsamoro Islamic Freedom Fighters (BIFF) and other foreign and local terrorists particularly
the Maute Group resulted in the neutralization of a total of 50 personalities and the confiscation
of a large cache of high powered firearms, ammunition, and various other materials
and equipment for making Improvised Explosive Devices (IEDs).

State of Lawless Violence: With the declaration of State of National Emergency


on account of lawless violence, the AFP has committed a substantial number of soldiers,
sailors, marines, and airmen as principal and reserve components doing mobile check
points, visibility patrols, and other activities to ensure suppression of lawless violence and
prevent it from spreading in key cities of Davao, Cebu, Cagayan de Oro, General Santos,
Zamboanga, and cities in Metro Manila and other parts of the country.

amounting to P8.21 billion, exceeding the value of drug seizures in the last five years.

From June 30 to October 7, 2016: 73 government officials linked to the drug trade have been
arrested nationwide.

Some of the high-value targets, including mayors, vice mayors, city and municipal councilors,
local drug lords, and law enforcers voluntarily surrendered to the authorities.

On July 14, the Philippines-Indonesia-Malaysia Trilateral Cooperative Arrangement was signed


in Yogyakarta, Indonesia to enhance military cooperation in addressing piracy, kidnap-for-
ransom, transnational crimes, and terrorism in the common maritime areas.

Three Food Innovation Center (FICs) were established to serve
as a hub for innovations, research and development, support
services for value-adding of fresh produce, and development of
new food products.
The FICs were located at the DOST Regional Office No. VI in Iloilo
City inaugurated last 26 July 2016; Guimaras State College
inaugurated last 26 July 2016; and, Central Visayas Food
Innovation Center located at the Cebu Institute of Technology
launched last 28 July 2016. As of November 2016, a total of 17
FICs have been established nationwide. Nine are operational;
seven FICs are ready for equipment deployment; and the
remaining is at the preparatory phase of establishment.

July to September 2016: DOSTs Small Enterprise Technology Upgrading (SET-UP) Program
enabled 215 MSMEs to adopt technology interventions that would enhance their productivity
and make them more competitive. The program provides technical assistance, technological
innovations, upgrading of products and processes, and consultancy services. The total
assistance provided from July to September 2016 amounted to P169.6M.
August 15, 2016: Establishment of One Store Express which is an online business-to-
costumer (B2C) marketing strategy to intensify the promotion of SETUP products produced by
beneficiaries of the DOST Small Enterprise Technology Upgrading (SETUP) Program.

The impressive November investment registration figures led to the increase in the January to

recorded in the same period last year.

Inter-agency Council on Traffic (i-ACT)


For the first time, concerned government agencies agreed to come together to solve traffic woes
in Metro Manila. The Inter-Agency Council (i-ACT) on Traffic was formed to integrate a single
enforcement system under one chain of command. The Department of Transportation, through
the initiative of Sec. Arthur Tugade, took under its wing the Metro Manila Development Authority,
PNP-Highway Patrol Group, Land Transportation Office, and the Land Transportation
Franchising and Regulatory Board. The i-ACT is also working on harmonizing traffic laws,
ordinances, and penalties with Local Government Units.

5-year validity of drivers licenses
As part of President Rodrigo Dutertes campaign promise, the Land
Transportation Office extended the validity of drivers licenses from
three years to five years. The measure was first implemented in NCR
starting October 17, and was subsequently carried out in other regions.
The extension in validity is seen to reduce queues in LTO offices
nationwide.

Distribution of Drivers Licenses


Drivers Licenses that were applied for between January to October 2016 can now be claimed
in 36 LTO licensing offices in Metro Manila. There are about 3,000,000 pending Drivers Licenses
nationwide700,000 of which are from Metro Manila. Printing and distribution of Drivers Licenses
for different Regions shall be completed between December first week of February.
The LTO also opened the printing and distribution of plastic license cards in four more regions
\last December 22.
Motorists who have pending applications can get their plastic license cards from the 71 offices
in Regions 3, 4-A, 7 and 11.

Since the start of this administration, no one has been reported to have missed a flight for having
a singular bullet in possession. No more luggages wrapped in plastic or masking tapes.

Night-rated airports
Upon the assumption of the new administration, four additional airports have been night-rated
such as Legazpi, Butuan, Dumaguete and Caticlan airports. There are now 17 airports capable
of night-landing. Roxas airport will follow before Christmas. Night landing capabilities will enable
airports to accommodate flights under sunset.
Solving airport congestion
By strictly following flight schedules and enforcing the five-minute rule, the on-time performance
(OTP) of airlines at the NAIA improved from 47% to 78%. Under the five-minute rule, pilots
who declare they are ready to take off must depart within the prescribed time or they would be put
back at the back of the queue. The rule did not only reduce flight delays but also instilled discipline
among airlines.

Komisyon sa Wikang Filipino

KWF launched last December 1, orthographies for the Ibaloy, Kankanay,and Kalanguya
languages during the Pambansang Kumperensiya sa Wika at Panitikang Cordillera in
cooperation with Sentro ng Wika at Kultura at the Benguet State University. These were
distributed for free through DepEd CAR..
To further promote Philippine languages, the KWF last December 10 also commenced its first
sign language (FSL) training for the public. KWF has decided to provide the FSL training for free.
FSL is a non-verbal language or communication system already used nationwide particularly by
the country's deaf community.
Five new literary translations were launched on August 23 as part of the month-long anniversary
of the commission. Authors translated were Shakespeare, Jules Verne, Guy de Maupassant,
J.M. Barrie, and Mary Shelley.

Film Development Council of the Philippines

This year showcases an array of independent,


non-mainstream Filipino films that passed the
standards of the Screening Committee.

This is the first time that the festival committee


required producers to submit picture lock versions
or finished films instead of screenplays in previous
editions.

Travel Assistance Program was introduced in September 2016 to provide


airfare and accommodation to filmmakers representing the Philippines in countries like Korea
and Japan.

Golden Statue Assistance Program worth 1 million pesos was introduced in October 2016
to provide financial assistance to Philippine film entry to the Oscars.

Festival Development Assistance Program was introduced in November 2016 to provide


emerging and sustainable festivals and/or film events. Financial and service assistance
is worth at least 250,000 pesos. FDCP will also be providing Festival Ambassadors
or Delegates to Filipino Film events abroad which spotlight our Filipino Films and our Heritage.

The President hit the ground running in the first six months and we expect much more will be done
in the succeeding months and years.

This year-end report highlights the most compelling results of the hard work, purpose,
and commitment of the Duterte government to give the people a safe and secure environment
vis-a-vis the top agenda: fight illegal drugs, corruption, criminality. Rest assured that the faces,
places, and accounts of experiences of engagement with communities give inspiration
to the President and his team, and strengthen every government worker's resolve to do public service.

Credibility matters. Leadership is better measured by actions than words.
