PROPER WASTE MANAGEMENT BY USING THE MATERIAL RECOVERY FACILITIES IN DUMAGUETE CITY

What is Waste Management?


Waste management is the collection, transport, processing, recycling or disposal, and monitoring
of waste materials. The term usually relates to materials produced by human activity, and is generally
undertaken to reduce their effect on health, the environment or aesthetics. Waste management is also
carried out to recover resources from it. Waste management can involve solid, liquid, gaseous or radioactive
substances, with different methods and fields of expertise for each.
Waste management practices differ for developed and developing nations, for urban and rural areas, and
for residential and industrial producers. Management for non-hazardous waste residential and institutional
waste in metropolitan areas is usually the responsibility of local government authorities, while management
for non-hazardous commercial and industrial waste is usually the responsibility of the generator.

I. Problem in Dumaguete City in Environment.

The Garbage here in Dumaguete City is the main problem that until now it didnt have answer because
the dumpsite in candauay is already full of garbage that it cannot sustain the waste in the Dumaguete City and
some garbage are in streets in Dumaguete City because some people just throw their garbage everywhere and
that will cause of stock up in the canals when their will be a flooded and the dogs will just get the garbage and
leave it on the streets this is a violation on environmental law of throwing garbage everywhere.

The Department of Environment and Natural Resources in Negros Oriental and the Environment and
Natural Resources Office of Dumaguete are both seemingly helpless in finding the right answers to the city's
garbage disposal system as mandated by law. The DENR had ordered several years ago to have the open
dumpsites in the country closed under Republic Act 9003, or the Ecological Solid Waste Management Act of
2000. The law specifies that local government units must shift instead to sanitary landfill as a disposal site for
their garbage, one thing that has never been fully implemented due to a common problem of finding the
appropriate location for it. The implementation of the law that mandates the change to sanitary landfill from an
open dumpsite is to be gradually implemented to give enough time for LGUs to prepare for the shift
II. Action Plan for the Government on what to do on this Problem.

In this problem the sanitary plan for the landfill or to open another field for the disposing the waste in
Dumaguete City will not help, it will just be closed because 30 years from now and that time come it will be
a high tech already so there is no need to open another sanitary land. The government in Dumaguete City
they should do the MRF (A materials recovery facility, materials reclamation facility, materials recycling
facility or Multi re-use facility - is a specialized plant that receives, separates and prepares recyclable
materials for marketing to end-user manufacturers. Generally, there are two different
types: clean and dirty MRFs.) The barangays are urged to help collect, recover, recycle and reuse their own
garbage and bring to the dumpsite only the residual waste, this will help the people in Dumaguete City to be
more independent to each other, but the people in the Dumaguete City cannot do this without the help of
the City Officials they should be more hands on to this problem not just making a plan but they should do it.

III. Solution for this Problem.


This is the solution for the problem in the Dumaguete city just like in Quezon City on Manila they use
this for all the garbage. So I hope here also we should recover, recycling and to reuse it, I hope the City
Officials here in Dumaguete City will be hands on to this problem and I hope the City Officials will unite as
one in order our City will be more clean and peaceful.

The goal of this ordinance is the overall improvement of the environment and ecological conditions of the City.

Objectives
To ensure cleanliness all the time through orderly waste management
To eradicate unsightly, unrecovered and overflowing waste containers in streets, public places and open
spaces.
To optimize sanitary resource recovery for feeds, fuel materials, energy, etc.
To minimize pollution arising from harmful gases, particulates produce by burning and dumping of hazardous
substances.
