Preface
Welcome to the first edition of the Lloyds Register (LR) guide to new construction in South Asia.

This guide provides an overview of the shipyards and ship designers in Bangladesh, India, Indonesia, Malaysia, Philippines,
Singapore, Sri Lanka, Thailand and Vietnam.

Over such a large geographical area a broad range of factors have shaped the development of shipbuilding in the region.
Experience, ambition, history, culture, economic and demand factors have shaped, and will continue to shape, the diverse
and growing shipbuilding capabilities in South Asia. While recently the big three countries of China, Japan and Korea
have experienced a decline in the number of ships ordered, many of the South Asian countries covered by this guide have
seen a growth in terms of numbers of ships, ship types and ship sizes during this same period.

With increased quality, competitive pricing and burgeoning capability, both local and international owners are increasingly
seeing the area as an attractive newbuilding option for future projects. Capability that was previously directed exclusively at
local demand in countries such as Indonesia and Vietnam is now at a competitive level in terms of the quality, facilities and
construction times of the worlds leading yards.

With South Asian yards looking to compete on a global scale, whether building VLCCs or smaller ships, technically
challenging naval vessels, offshore support vessels, specialised tugs or aluminium supply craft, Lloyds Register is well placed
to support this development.

Our recently released report, Global Marine Trends 2030, emphasised the growing importance of Asian economic growth
and its significance in shipbuilding and shipping as a whole. If economic growth continues at anticipated levels, the future
is extremely bright for the South Asia area in terms of shipbuilding demand, growing maritime trade, demand for energy
infrastructure and the growth of naval power and ambition.

We have developed this guide for the industry and for investors as part of our efforts to foster co-operation and mutual
support between local and international owners, suppliers, designers and South Asian shipyards. The useful information
section, which details the major shipyards and design institutes, was up-to-date at the time of publication and we hope
you find it informative and easy to use.

Development will continue. Understanding the capabilities, facilities and experience of the areas yards and designers is vital
to making informed choices in any newbuild project. Whatever the pace or direction of development, Lloyds Registers

1. Shipbuilding in South Asia
Current analysis suggests that the turbulent market conditions within the marine industry may be about to turn around
following the past few years decline in vessel ordering. While it is fair to say it has been a difficult period for the industry
and shipbuilders as a whole, the South Asia area has seen an expansion in facilities, capability and ship numbers during this
same period.

Initially led by the servicing and development of respective countries domestic fleets, South Asias shipbuilding expansion
has been driven by increases in both domestic and international trade between neighbouring countries. In addition,
changes in global trade routes and the exploration and development of natural resources in areas such as Indonesia and
Malaysia have required an expansion in fleet size and complexity.

Further, the area now boasts an increasing number of world class shipbuilding centres, established as joint ventures and
combining the design and management of Korean or Japanese industry heavyweights with local workforces. This has
happened in places like Indonesia, Vietnam and Philippines. In fact, so successful has this model been that the Philippines
now ranks as the 4th largest shipbuilder in the World.

In addition to international entrants to the market, the South Asia area has also seen a significant number of domestic
public and private sector enterprises establishing shipbuilding centres. Nowhere more so than in India where, despite the
global recession, the Indian government continues to maintain its goal of growing its global shipbuilding market share
from 1% to 5% by 2020, leading to investment and expansion in both the naval and commercial sector yards within the
country.

With so many ship yards to choose from, historically Lloyds Register has focused its South Asia activities on yards that
have the facilities and the experience to combine sustainable long-term operations with a desire to produce quality
products. You will find these in this guide. Some of these yards are the biggest and most experienced shipyards in South
Asia, capable of building LNG and LPG carriers, VLCCs or Capesize bulk carriers, while others are much smaller operations
focusing on building tugs, aluminium support craft or barges.

In addition we have included a number of new entrants looking to capitalise on both domestic and international demand
for the smaller, more niche vessels.

In short, while the global economy has changed dramatically in the past few years, Lloyds Registers commitment to
innovation and development in emerging areas, technologies and industry practices has not. It is for these reasons that we
look to expand our network in South Asia as we aim to continue to be an integral part of the development of shipbuilding
within this exciting and diverse area.

With such a diverse range of facilities in South Asia, most owners have very specific questions about their shipbuilding
project in the area. Whether those questions centre on the prospective yard, the required technologies, the ships
specification and their associated regulations or even on finding information about the builders key suppliers Lloyds
Register can help.

Whatever type of ship you are looking for from large bulk carriers to tankers, or from specialist offshore support vessels
to naval ships we can help.

This guide will help you identify the South Asian shipyards with the potential to build the vessels you need. It details where
yards are located, their capabilities, and their past experience and aspirations. As your ship procurement process continues,

is often a negotiating variable and that reaching for the highest standards can present challenges for the builders. It is,
however, a challenge the best yards can overcome.

Lloyds Registers presence in South Asia
Lloyds Register employs over 100 exclusive surveyors in South Asia, including local and expatriate technical staff. These
experts are supported by a team of experienced technical performance, business development and support staff. We
have over 20 offices across South Asia, including site offices in each of the major shipyards where Lloyds Register ships
are under construction.

Our Singapore Design Support Office (DSO), which deals primarily with projects from within the area, has recently
expanded to incorporate all plan approval disciplines: hull, machinery, electrical/control, type approval and statutory
design approval.

Thanks to this expansion we have been able to leverage the local knowledge and experience to reduce the turnaround
time of plans for newbuild projects within South Asia.

increasing your confidence in your ships performance in the future. Through design appraisal, we identify the critical
areas for construction and lifecycle maintenance.

Our Singapore design appraisal teams location within the heart of the area has led to a deep understanding of the
specific country, design and ship yard challenges that can come with building a ship within South Asia.

Thanks to this local knowledge and years of experience with both local and international owners, we have successfully
realised a number of industry firsts within the area and rationalised our processes and approach to reduce plan approval
turnaround times.

We also offer far more than just compliance, using state of the art analysis tools such as:

RulesCalc, our leading design compliance assessment software which automates the Rules calculation process,
integrating with design software to allow real-time Rule verification as designs are developed and incorporating
Lloyds Register approval at the earliest stages of your design.

ShipRight SDA, our finite element model (FEM)-based software package which provides complete end-to-end
assessment of ship structures against the Lloyds Register SDA (Structural Design Assessment) procedures for oil
tankers, bulk carriers and container ships.

6.1.1. Ananda Shipyard & Slipways Ltd

Ananda Shipyard and Slipways Limited (ASSL), formerly Ananda Builders Limited (ABL), was established as an
engineering company in 1983 by Naval Architect Dr. Abdullahel Bari and his wife on the banks of the river Buriganga
on the periphery of Dhaka. In 1986, the shipyard acquired its present location on the Meghna in a bid to grow the
company and facilities. Since then, ASSL has achieved many firsts in Bangladesh shipbuilding.

In 2005, ASSL received the first ever direct ship export order from Denmark, Stella Maris, completed on 15 May, 2008.
Since its inception, the yard has undertaken various new construction projects for both government and commercial
owners, specialising in inland and coastal vessels.

Khulna Shipyard Limited (KSY) is located in Khulna on the Western bank of the river Rupsha. This is the only shipyard
located in the southern part of the country, making it a strategically important shipyard for ensuring the operability
of ships and craft of various maritime agencies including the Bangladesh Navy and Coast Guard. Presently KSY is a
commercial enterprise managed and operated by the Bangladesh Navy.

KSYs services include shipbuilding, repair and maintenance services to customers.

KSY is the first and only builder of naval ships in Bangladesh. So far, the yard has built and renovated around 690 vessels
and repaired over 3,000 vessels. KSY is an ISO 9001:2008 certified company and has built ships under a number of

6.1.3. Western Marine Shipyard Ltd.

Western Marine Shipyard in Bangladesh stands on over 165,000 m2 of land on the eastern banks of the river Karnaphuli
in Chittagong. Established in 2000, the yard employs 3,500 workers and more than 500 professionals, including
engineers and technologists.

Western Marine Shipyard has built a variety of vessels for both local and international owners. They have built more
than 60 ships for coastal and inland use in Bangladesh, including ferries, tankers, cargo ships, dredgers, pilot boats,
tugs, fishing vessels and passenger ships. Western Marine Shipyard has recently received OHSAS 18000 certification for
health and safety and ISO 14000 certification, in addition to ISO 9001 certification for quality. This has made them the
only IMS (Integrated Management System) certified company in Bangladesh.

6.2.1. ABG Shipyard Ltd.

ABG Shipyard Ltd. is the flagship company of the ABG Group. It was incorporated in 1989 with the objective of
carrying out shipbuilding and ship repair business. Over 20 years, the company has achieved the status of the largest
private sector shipbuilding yard in India.

It has built more than 161 ships to date for domestic and international clients and has established itself as a key

6.2.3. Chowgule and Company Private Limited Shipbuilding Division

Established in 1951 to exploit the inland waterways of Goa, the Shipbuilding Division of Chowgule and Company
Private Limited operates as a builder, operator and repairer of large river fleets and has the experience and expertise
to build maritime vessels, including ore-carrying barges, grab and suction dredgers, deep-sea fishing trawlers, tugs,
pontoons, launches, hopper barges and coastal vessels. The yard has pioneered construction of all types of ocean-going
vessels up to 7,000 dwt.

Chowgule has shipyards in two locations Loutulim and Rassaim located seven kilometres apart. The company also
has a plate and pipe preparation plant at Gadegally which supplies the two yards.

Chowgule has constructed over 100 vessels for both local and international clients, and recently completed the build of
24 multi-purpose vessels for European clients.

Established in 1972, this is a leading shipbuilding and ship repair yard, located in Cochin on the west cost of India.

6.2.5. Goa Shipyard Limited

Goa Shipyard Ltd. (GSL), an ISO 9001:2008 certified company, established in 1957, is located on the West coast of India
and functions under the Ministry of Defence, Government of India. GSL is strategically located on the banks of the river
Zuari in Goa. The shipyard now designs and builds both naval ships and a wide range of vessels for the commercial
sectors. GSL has expertise in designing and building modern patrol vessels with steel and aluminium hulls.

GSL can offer a variety of ships and services to clients all over the world, including ship new construction and design,
ship simulator training and ship repair.

GSLs product range includes patrol vessels, special purpose warships, survey vessels, fast attack craft, sail training ships,
offshore supply vessels, ferries, tugs and GRP boats.

6.2.6. Hindustan Shipyard Ltd (HSL)

Originally founded as the Scindia Shipyard, this yard was built by industrialist Walchand Hirachand as part of The Scindia
Steam Navigation Company Ltd, and is located on the east coast of the Indian Peninsula. The shipyard was nationalised
in 1961 and renamed Hindustan Shipyard Limited. In 2009, HSL was transferred from the Ministry of Shipping to the
Ministry of Defence. The yard played a critical role in the development of the nuclear-powered, Arihant-class submarine.

Hindustan Shipyard Ltd specialises in shipbuilding, ship repair, submarine retrofits and construction of offshore and
onshore structures.

To date, Hindustan has built over 170 vessels and repaired over 2,000 for both commercial and naval clients. The yard

Larsen & Toubro Limited (L&T) is a technology, engineering, construction and manufacturing company. It is one of the
largest companies in Indias private sector. L&T Shipbuilding owns and operates two shipyards one on the west coast
of India at Hazira, near the city of Surat in Gujarat and the other on the east coast at Kattupalli, near the metropolitan
city of Chennai, the capital of the state of Tamil Nadu.

The corporate headquarters of L&T Shipbuilding and the companys Marine Design Center are located in Chennai, India.

The Hazira shipyard is located within the L&T Hazira Manufacturing Complex. The yard has the capability to build mid-
size ships up to 20,000 deadweight capacity and 160 meters in length. The shipyard is equipped with a plate stockyard,

6.2.8. Mazagon Dock Ltd

Mazagon Dock Limited, Mumbai, was established in the 18th century. After its takeover by the Indian Government in
1960, Mazagon Dock grew rapidly to become a key warship building yard in India, producing warships for the Navy and
offshore structures for the ONGC. During its varied history, MDL passed through different owners including P&O lines
and the British India Steam Navigation Company.

It was incorporated as a Public Limited Company in 1934. It has grown from a single-unit, small ship repair company
into a multi-unit and multi-product company, with a significant rise in production through the use of technology. The
companys current portfolio of designs spans a wide range of products for both domestic and overseas clients.

Mazagon Dock Limiteds main activities are shipbuilding, ship repair and fabrication of offshore structures, with facilities
situated at Mumbai and Nhava. Mazagon has experience in building warships, submarines and merchant ships up to
30,000 dwt and in fabricating well head platforms, process and production platforms and jack-up rigs. Repair work is
also undertaken using the available facilities.

The company has its own in-house design capability which provides conceptual and production support for the yard.

6.2.9 Modest Infrastructure Limited

This shipyard has a 220 metre waterfront and sufficient land for constructing vessels up to 100 metres in length and 20
metres in breadth with a launching draft of 4.5 metres. Ten vessels can be constructed at one time depending on the
order.

The facility is equipped to build vessels up to 6,000 dwt. To make the most of the available space, and because of the
restricted width of the waterfront, the yard has adopted a side launching facility.

The yards other facilities include: a steel stock yard, a surface treatment area, PVGL / Captive Power, a machinery shop,
two CNC shops, a bonded warehouse, a general warehouse, office blocks, a canteen for workmen, toilet blocks, and a
container store/contractors offices.

The yard has the capability to build sophisticated vessels and has constructed many vessels for the European market,
with owners coming back to place repeat orders.

Pipavav Defence and Offshore Engineering Company Limited (PDOC), is Indias largest integrated shipyard. It has one of
the largest dry docks in the world, which measures 662 m x 65 m. Its massive scale of operations is illustrated by: a dock
craneage capacity of 1,200 tonnes; steel fabrication capabilities up to 144,000 tonnes per year; and a covered area (for
fabrication, storage and utilities) of around 2 million square feet. PDOC commenced its vessel deliveries in November

6.2.13. Tebma Shipyards Limited.

Tebma Shipyards Ltd, a subsidiary of Bharati Shipyard Ltd (Indias Second Largest Private Sector Shipbuilding Company),
was incorporated in 1984 and is engaged in the design and construction of offshore vessels (PSVs, MPSVs and AHTS).

The company is based in Chennai and has facilities in Malpe in Karnataka, Kochi in Kerala, and Chengalpet in Tamil
Nadu. The Malpe facility has a slipway complex consisting of 14 bays with the capacity to build 10 offshore vessels per
year and repair up to four vessels at a time.

Tebma has entered into a partnership with CIG Netherlands for computerised plate nesting and cutting at Malpe. This yard,
which occupies 40,000 m2 of waterfront land, has been acquired from the Government of Karnataka on a 30-year lease.

The Kochi yard can produce up to six platform supply vessels or their equivalent per year. Production at the facility
commenced in 2006 and eight Rolls Royce UT 755L-type PSVs have been delivered so far with another four AHTS under
construction. Currently, the Kochi facility is manufacturing 120-tonne bollard pull anchor handling towing cum supply
vessels.

The Chengalpet facility is a structural block fabrication and component fabrication facility with a plate press, plate rolling
machines and a machine shop. Tebma has a number of proven designs which have been developed in-house, for tugs
with bollard pulls ranging from 25 to 60 tonnes with a variety of propeller options such as Voith Schneider, Steerable
Rudder and Conventional. Tebma has a technical co-operation with Damen Shipyards for design of tugs and technical
support in their construction, as well as designs from Vik Sandvik and an exclusive memorandum of understanding with
Cochin Shipyards Ltd.

Overall, Tebma employs over 1,350 personnel, including contractors. The company has built over 114 vessels in the last
20 years for various domestic and international clients.

Timblo Drydocks Private Limited is a privately owned shipbuilding company based in Goa, India. It was established in
the early 1970s and has a 100,000 m2 shipyard located on the banks of the River Zuari. The yard is equipped with two

PT. Marcopolo Shipyard is a wholly owned subsidiary of Marco Polo Marine Ltd (a public listed company in the Stock
Exchange of Singapore). Located in Batam, Indonesia, PT. Marcopolo Shipyard is one of the larger shipyards on the

6.3.11. PT. Daya Radar Utama (DRU), Jakarta

PT. Daya Radar Utama was established more than 40 years ago and has become a leading shipyard in Indonesia.

Established in 1972, the company has built and repaired various types of vessels including steel, aluminium, and
fiberglass reinforced plastic. The new building division is capable of building vessels up to 6,500 dwt, while the refit and
repair division can accommodate vessels up to 8,000 dwt.

The companys new-building experience includes: Ro-Ro ferries up to 1,500 gt, passenger and cargo vessels up to 1,200
gt, various tug boats including azimuth driven and thrusters, patrol boats, various FRP Boats, floating jetties and buoys.

PT. Daya Radar Utamas refit and repair division has served various tankers, passenger ferries, dredgers, Z-drive tug
boats, bulk carriers and high-speed ferries, and undertaken the conversion of a containership into an accommodation
offshore support vessel for 200 crew with a heli-deck.

The company is currently building two new yards in Lampung and Lamongan, in addition to its existing yard in Jakarta.

PT. Dok & Perkapalan Surabaya (DPS) started life in September 1910 when the company N.V Droogdok Maatschappij
Soerabaia was established by the colonial Dutch government. The company was nationalised on January 1,1961, and

6.3.16. PT. Pal Indonesia, Surabaya

PT. Pal Indonesia is the biggest state owned ship building company in Indonesia and was established in 1980. As a
shipyard with more than 30 years of experience, PT. Pal Indonesia designs and produces a wide range of commercial
vessel and naval vessels.

The companys annual production rate has now reached three 50,000 dwt ships and two 20,000 dwt ships. The
shipyard has built vessels such as bulk carriers of up to 50,000 dwt, tankers up to 30,000 dwt, chemical tankers up to
24,000 dwt, container vessels up to 1,600 teu, and passenger vessels for up to 500 passengers.

PT. Pal Indonesia also has experience and expertise in designing and producing naval vessels of various types and
purposes. The company has delivered 40 fast patrol boats of 28 and 57 metres and two landing platform docks of 125
metres, and is now preparing to construct a guided missile escort of 105 metres. It is also investing in improving capacity
to build submarines of 61 metres.

6.4.3. Boustead Naval Shipyard Sdn. Bhd.

Boustead Naval Shipyard, originally known as the Royal Malaysia Navy Dockyard, became fully operational in 1984. The
company was corporatised in 1991 and subsequently privatised in 1995 as PSC Naval Dockyard Sdn Bhd.

In 2005, the company was taken over by Boustead Holdings, a diversified Malaysian business conglomerate belonging
to the Armed Forces Provident Fund, and its name was changed in August of the same year to Boustead Naval Shipyard
Sdn. Bhd.

Located within the main base of the Royal Malaysian Navy, Lumut, Perak, Boustead Naval Shipyard is part of the
Boustead Heavy Industries Corporation or BHIC, a public listed company on the mainboard of the Kuala Lumpur Stock
Exchange, along with its other associated companies, Boustead Penang Shipyard and Boustead Langkawi Shipyard.

In the field of new construction, Boustead Naval Shipyard is capable of building various types of naval and commercial
vessels such as patrol vessels, fast troop carriers, anchor handling tugs, offshore supply vessels, luxury yacht hotels and

6.4.4. Boustead Penang Shipyard Sdn Bhd.

Boustead Penang Shipyard Sdn Bhd (BPS) was originally incorporated under the name IHC (Malaysia) Sdn Bhd in
1972 as a joint-venture company between IHC (Industriele Handels Combinatie) Holland (51% interest) and Penang
Development Corporation (PDC) (49% interest) to build dredgers / dredger components, split hopper barges and steel
fabrication work.

In 1976, BPS was taken over by local investors PDC being the major shareholder and the company changed its
name to Penang Shipbuilding Corporation Sdn Bhd. The company expanded its work activities to include fabrication of
sophisticated vessels, fast patrol crafts and marine structures.

BPS was fully privatised in 1992 and on 2 July, 2007, the company was taken over by Boustead Heavy Industries
Corporation Berhad.

With experience in shipbuilding, maintenance and repair, and oil and gas fabrication, this is a versatile yard which can
undertake shipbuilding activities and diversify into marine engineering structure fabrication.

6.4.6. Grade One Marine Shipyard Sdn Bhd

Grade One Marine Shipyard Sdn. Bhd. (GOMS) was incorporated in July 2004. The shipyard is located at Lumut Port
Ind Park Perak, Malaysia. The facilities have been designed to accommodate ship repair, shipbuilding and oil and gas
upstream construction activities.

There are three main hangers covering an area of 12,200 m2 in addition to the open fabrication space of 105,600 m2,
a hard stand parking bay of 15,481 m2 and two piers 70 metres in length. The shipyard is equipped with a Marine
Travelift boat hoist, overhead gantry cranes, two crawler cranes, two mobile cranes, a CNC plasma cutting machine and
mechanical and electrical machineries.

The shipyards primary business is shipbuilding, ship maintenance, port craneage and ship owning.

Grade One Marine Shipyard Sdn. Bhd. is accredited to ISO 9001:2008 and OHSAS 18001:2007. It has experience in

MMHE shipyard is part of the MHB Group, a subsidiary of the MISC Group, and is strategically located in Pasir Gudang,
Johor, the southernmost state of Malaysia. It has a strong track record of over 30 years and is the largest shipyard in
Malaysia and one of the largest in South Asia.

6.4.10. MSET Shipbuilding Corporation Sdn Bhd

MSET Shipbuilding Corporation Sdn Bhd (MSET) is a wholly owned Bumiputera company formed and structured through
the privatisation process of Majlis Amanah Rakyat MARA in 1997. The companys core business is the construction and
repair of tug boats, tug supply vessels and inflatable boats for government bodies such as MINDEF, APMM, KKDN and
private sector companies such as Tanjung Offshore, Syarikat Borcos Shipping, Inai Kiara and Damen Shipyards, Holland.

MSETs shipbuilding activity is undertaken in two yards: Pulau Kambing and Pulau Duyong. The Pulau Kambing yard is
designated for building steel, aluminium and wooden boats up to 40 metres in length in its two covered workshops.
MSET also has experience in the construction of patrol boats, crew boats, leisure boats and rescue boats.

The Pulau Duyong yard is designated for the construction of steel vessels up to 2,000 tonnes displacement, such as
anchor handling tugs, support supply vessels, survey vessels, coastal product tankers, tug boats and bunker barges.

In addition, MSET Shipbuilding Corporation Sdn. Bhd offers a wide range of repair and maintenance services at Pulau

Nam Cheong Dockyard is located in Miri and is a leading global offshore marine group specialising in building offshore
support vessels (OSVs).

The yard has evolved over four decades of growth and now operates one of the largest shipbuilding yards for OSVs in
Malaysia. Nam Cheong focuses on the construction and engineering of complex, sophisticated, environmentally friendly
OSVs that are equipped with the latest technology for use in the offshore oil and gas exploration and production, and
oil services industries. The yards vessels include platform supply vessels (PSVs), safety standby vessels (SSVs), anchor

6.4.15. Sarawak Slipways Sdn. Bhd.

Sarawak Slipways Sdn. Bhd., located in Miri, Sarawak, is one of the longest established shipbuilding and ship repair
yards in Malaysia. The company was founded in 1967 and delivered the first steel ship constructed in Malaysia in the
same year.

Sarawak Slipways is one of the busiest shipbuilding and ship repair yards in Malaysia. It has grown from a relatively
simple river tug and barge builder to one of the most experienced yards in the region in building and repairing offshore
support vessels, naval ships, harbour and ocean-going tugs, aluminium high-speed craft and other special services
vessels.

The company has so far delivered more than 300 vessels while at the same time consistently providing maintenance and
repair services to the shipping industry.

6.4.16. Sealink Shipyard Sdn Bhd

Sealink was founded by Mr Yong Foh Choi in 1974. Initially, the company provided chartering services to the navy and
the fishing, dredging, logging and mining sectors, to companies inside and outside Malaysia. In 1994, Yong Foh Choi
ventured into chartering vessels to the offshore oil and gas industry. In 1997, Sealink started its shipbuilding business.
Over the years, Sealink has established a proven track record and reputation for both ship chartering and new
construction. Sealink has built vessels for both local and international companies.
The yard is located in Miri, Sarawak, and comprises a land area of 280,000 m2. It is equipped with the latest technology
in 3D modelling as well as other production enhancement tools and has experience in the construction of tugs, AHTS,

6.5.1. Austal Philippines Shipyard

Austal is an Australian company that specialises in the design and construction of aluminium vessels. Its main products
include passenger and freight ferries, luxury yachts and military vessels. Austal has three production facilities: one on the
Australian mainland in Henderson, Western Australia; one in Balamban, Cebu, in the Philippines; and one in Mobile,
Alabama, in the United States.

Austal acquired the Cebu shipyard located in the West Cebu Industrial Park in November 2011, as part of a strategy
to regionalise its manufacturing base for commercial vessels.

The $7 million acquisition of the former FBMA Marine shipyard has enabled Austal to establish shipbuilding operations
in the area. The company is currently making significant investments to further enhance the shipyards capabilities, and
construction of the first vessel is scheduled to commence in the first quarter of 2012.

6.5.2. Hanjin Heavy Industries And Construction Company Ltd.

HHIC-Phil Inc., a subsidiary of Hanjin Heavy Industries & Construction Co., Ltd. based in Korea, was incorporated in
February 2006 to undertake shipbuilding business in the Subic Bay Freeport Zone in the Philippines.

The company owns and operates the 3,000,000 m2 Hanjin Subic Shipyard. The state-of-the-art shipyard is equipped
with two super-sized dry docks that can accommodate construction of ultra-large vessels at any time and have a
combined area of 1,200,000 m2. It is complemented by four sets of goliath cranes with 600 tonnes lifting capacity
each and lifting capability of 1,000 tonnes, with synchronised movement and other support facilities. HHIC-Phils
product range includes container ships, bulk carriers, crude oil tankers and gas carriers. Aside from its core business of
shipbuilding, the company is looking at sophisticated offshore and onshore projects to broaden its business capabilities
in the coming years.

As of March 2013, Hanjin Subic Shipyard was employing more than 18,000 workers. To maintain its high-quality
workforce, HHIC-Phil runs a modern Skill Development Center (SDC) which has already mentored more than 30,000
local trainees who have also undergone certification tests accredited by reputable classification societies, including
Lloyds Register.

HHIC-Phil Inc.s forthcoming projects include the construction of high-value vessels such as LPG carriers and large
container ships of 9,000 teu class, which will make use of the companys most advanced technology accumulated over
its 70-year history.

6.5.3. Keppel Batangas Shipyard (KBS)

Keppel Batangas Shipyard (KBS) is located in the Keppel Philippines Marine-Special Economic Zone in Bauan,
Batatangas, along the main trading route in the South China Sea.

KBS has experience in ship repair, offshore rig fabrication and shipbuilding services to the shipping and offshore
markets.

KBS has operated for over 30 years, undertaking extensive repair works on a wide range of vessels including bulk
carriers, container ships, multi-purpose barges, dredgers, offshore support vessels, tugs, passenger ferries, pleasure
yachts, ocean research vessels, military and patrol craft, fishing vessels, oil tankers and LPG carriers.

Vessels coming in for repair are accommodated in the yards 50,000 dwt-capacity handymax graving dock, the 6,000
dwt-capacity ship lift system and eight dry berths capable of docking vessels up to 20,000 dwt.

Major conversion projects completed by KBS include the transformation of an oil tanker into an asphalt carrier and a
bulk supply vessel into a double hull tanker, the conversion of a general cargo vessel into a container ship and a dredger
into container vessel, and the jumboisation of a landing craft.

KBS has a track record of more than 90 newbuild deliveries to date, including offshore oil rig sections, tankers, barges,
tugs, landing craft and asphalt carriers, all classed to the standards of international classification societies.

On the offshore new construction front, KBS has delivered the lower hulls of several ultra-deepwater semi-submersible
oil rigs for international clients.

Significant industrial structures fabricated by KBS include a mechanical shiplift platform with 2,040 tonnes lifting
capacity rubber-tyred gantry transtainers.

6.6.1. ASL Marine Holdings Ltd

The ASL Marine Group started operations in 1974 under the sole ownership of Mr. Ang Sin Liu, trading in scrap steel
material under the name Ang Sin Liu Hardware.

Building construction works commenced in the 1980s. In 1986, Ang Sin Liu Hardware purchased the lease at No. 19
Pandan Road, Singapore 609271 of approximately 37,219 m2 of land with a waterfront of approximately 179 m, in
order to undertake ship-breaking activities. The company then ventured into shipbuilding and ship repair. On July 23,
1992, the shipbuilding and ship repair businesses were split off from Ang Sin Liu Construction into a new corporate
entity, Ang Sin Liu Shipyard Pte Ltd (ASL Shipyard).

ASL Marine Holdings Ltd is a fully integrated marine company which is focused on shipbuilding, ship repair, ship
conversion, ship chartering and other marine-related services. Furthermore, ASL also provides support services for
procurement, logistics and engineering services. The company has experience in building tugs, barges, offshore support
vessels, work vessels, azimuth stern drive tugs, emergency response and rescue vessels and commercial tankers. In
addition, ASL Shipyard undertakes conversions and repair of all types of vessels.

ASL Marine Holdings caters to customers mainly from Asia Pacific, South Asia, the Middle East and Europe. ASL Marine
owns and operates three shipyards in Singapore, Indonesia and China. Its head quarters are in Singapore. This group has

6.6.3. Jurong Shipyard Pte Ltd

Jurong Shipyard Pte Ltd (JSPL) is a wholly owned subsidiary of Sembcorp Marine Ltd, a company listed on the SGX
mainboard.

In 1963, Jurong Shipyard Ltd was established as a joint-venture between the Government of Singapore and
Ishikawajima Harima Heavy Industries Co Ltd (IHI) of Japan. Jurong Shipyard offers a comprehensive range of services in
ship repair, shipbuilding, ship conversion, rig building and offshore engineering.

Jurong Shipyard designs and builds specialised vessels. Its largest graving dock has a capacity of 500,000 dwt, and it has

Jurong SML Shipyard started in 1988 as a ship repair division of Sembawang Maritime Ltd. It later became part of
Sembcorp Marine Ltd, a public listed company, in May 1992.

Jurong SML is a medium-sized shipyard and also a fully owned subsidiary specialising in the repair of small and medium-
sized vessels, including afloat and anchorage repairs, and the construction of mid-sized vessels, including passenger
ships and yachts, dredgers, offshore equipment and barges, purseiners and fishing vessels, drillships, offshore supply
vessels and anchor handling tugs, product and chemical tankers, and LPG and LNG carriers.

Two shipyards operate from two different locations that cover an area of 120,000 m2. Jurong SML has two dry docks

Sembawang Shipyard was established on June 19, 1968, ushering in a new chapter in commercial ship repair in the
region. In 1997, Sembawang shipyard was admitted into the Singapore Quality Class for business excellence, conferred

The company has expertise in the tanker, bulk carrier and container/cargo vessel sectors and in niche markets such as

6.6.8. Strategic Marine (S) Pte Ltd

Strategic Marine is a Western Australian-owned shipbuilding and engineering company. Currently, the organisation
operates facilities in Australia, Singapore, Vietnam and Mexico.

The shipbuilding company offers maritime solutions to clients, including refit and repair, project and finance
management, and training and logistics services. The company is in the process of renovating its production facilities in
all yards to gain the capacity to meet increasing demand from the global shipping industry.

Strategic Marines 11,068 m2 yard at Tuas, Singapore, was leased in 2005 to complete the companys first two newly
designed 40 metre crew boats. The yard has a full-time management and shipbuilding team of over 80 employees.

The company implemented an infrastructure development plan that was completed in 2011 and included; a 2000
m2 covered workshop with 10 tonne overhead cranes, a 400 tonne travel lift (straddle carrier) with finger piers, fully
concreted hard standing areas, collection sumps for hazardous materials and an additional 400 m2 office space.

6.7.1. Colombo Dockyard PLC

Colombo Dockyard PLC (CDPLC) was established in 1974 and has since been dedicated to providing ship repair,
shipbuilding, heavy engineering and offshore engineering services. The yard is conveniently located inside the Port of
Colombo.

CDPLC operates graving dry-docks with a maximum capacity of 125,000 dwt and extensive repair berth facilities.

In the ship repair sector on average, CDPLC handles over 200 vessels annually with 100 accommodated in drydock and
the balance accommodated at an alongside repair berth.

Since 1993, CDPLC has been operating in joint collaboration with Onomichi Dockyard Company Limited, Japan.

The company has been successful in developing and implementing an integrated management system covering safety
and occupational health, environment, and development of managerial and technical skills. This has enabled CDPLC to
increase their ship repair and shipbuilding capacity.

The yard has focused on the implementation of their ISO 9001:2008 standard, placing strong emphasis on the
management of occupational health and safety and on the adoption of a state-of-the art information technology
system.

CDPLC is currently building four large-size, ocean-going multi-purpose platform supply vessels (MPSVs) for a Singapore
client. Two 400 passenger vessels are also under construction for the Government of India.

To respond to growing market demand, CDPLC converted one of its repair docks (dock no. 2) into a fully equipped
shipbuilding dock, enlarged the dock entrance significantly, added a new 160 tonne crane to service dock nos. 1 and 2,
and enhanced and upgraded the yards steel processing capacity.

CDPLC has also entered into the offshore markets, establishing itself as a repair centre for offshore support vessels
operating in the region and providing services for oil rigs, drill ships and LPG ships. CDPLC has serviced international
firms such as Tidewater-USA, Bourbon Offshore- France, Sanko Line-Japan, SBS Marine-UK,ONGC-India, Great offshore-
India and Greatship-India.

6.7.2. Neil Fernando & Company (Pvt) Ltd

Established in 1969, for over 40 years Neil Marine has established itself as one of South Asias largest fibreglass boat
builders. To date, Neil Marine has built and supplied over 40,000 vessels and exported more than 2,000 vessels to
markets in Europe, Africa, Asia and the Middle East.

The companys facilities are certified to ISO 9001:2008. Neil Marine is part of a larger Penthouse group of companies
that comprise twelve subsidiary companies engaged in a diverse portfolio of industries. Neil Marine has three yards
located at strategic coastal areas throughout the Southern and Western regions of the country. Their main yard is
located in Negombo which is approximately 35 km from Colombo. It covers an area of more than 42,000 m2 and
comprises four climate-controlled moulding shops, a carpentry shop, a metal work shop (stainless steel and aluminium)
and engineering and electrical engineering areas.

The Negombo yard is located next to a lagoon and is equipped with a slipway used for launching. The yard shops are
ISO certified. Neil Marine employs approximately 250 personnel at the yards who are engaged in building vessels for the
export and local markets, with many of the staff having received training in Germany, Netherlands, Norway, Japan and
the UK.

Neil Marine also has its own in-house design office which, in addition to producing in-house designs, also works with
international designers such as David Freeman and Douglas Hinge of the UK and Martin De Jager and Jaap van der Wiel
of the Netherlands. Through these joint ventures, designs for more than 20 vessels have been produced to date.

Italthai Marine Limited, a member of the Italthai Group of companies, was established in1978 when the Italian-Thai
Development Corporation and Italthai Holding Co Ltd. partnered with Oriental Marine and Laminates Co., Ltd. to create
an organisation to construct and repair small and medium-sized steel, fiberglass, and aluminium ships.

Over the years, the company has developed and won a number of large bids to build both naval and commercial
vessels. Italthai Marine Limited customers include: the Royal Thai Navy, the Marine Police and the Port Authorities of
Thailand, Myanmar, Hong Kong and Norway.

Today, Italthai Marines 112,000 m2 facility, located at the mouth of the Chao Phraya River in Taiban, Samutprakarn
province, features 350 m x 34 m and 300 m x 40 m building berths, three 50 tonne- and one 15 tonne-capacity gantry
cranes, and one floating dock with a capacity of 4,500 tonnes lift enabling the company to build and repair vessels up

Hyundai-Vinashin Shipyard Co., Ltd. (HVS) is a joint venture company. 70% of the company is owned by Koreas
Hyundai Group, represented by Hyundai Mipo Dockyard Co., Ltd. (HMD), and 30% by the Vietnam Shipbuilding
Industry Corporation (VINASHIN). The company was established in 1996.

Over the 15 years since it was established, HVS has performed all types of repair and conversion to the full satisfaction
of its clients. In 2008, HVS built on this experience and successfully entered the shipbuilding market.

In close co-operation with HMD in Korea, HVS has delivered a range of large vessels, including the biggest ship to be

6.9.10. Strategic Marine (Vietnam) Company Ltd. (SMV)

Strategic Marine (Vietnam) is part of the Western Australian-owned shipbuilding and engineering company of the same
name. Strategic Marines facility in the Dong Xuyen Industrial Zone in South Vietnam was established in 2007 and has to
date successfully delivered a variety of vessels ranging from 12 m patrol craft to 143 m DSVs.

The yard has 20,000 m2 of workshop and machinery shop space: five multi-purpose workshops covering an area of
11,000 m2; five specialist workshops covering 3000 m2, 2,400 m2 of stores; and a 2,000 m2 machinery area. There is
also a heavy fabrication area of 30,000 m2 served by 16 ten-tonne overhead cranes. There are four crawler cranes with
lift capacities ranging from 50 to 150 tonnes. There are two CNC cutting machines and an aluminium router machine.

The facility employs more than 500 staff and is fully equipped to deliver both steel and aluminium vessels up to 143
metre OSVs. The shipyard has installed three slipways, the biggest of which is 177 m long.

NaSDEC was established in 2006 as a joint project between Institut Teknologi Sepuluh Nopember (ITS) and the Ministry

TMD was founded in 2005 and has undertaken a number of ship design jobs for both local and international clients,
particularly for Japanese clients.

In 2011, TMD obtained ISO 9001:2008 certification. The company has FEM structure analysis, hull construction, system
and outfitting departments and uses MSC Patran Nastran, Evo System, Mates and Intergraph SM3D software. TMD
