I. Situation Background
On 16 January 2017, torrential rains caused massive flooding in Cagayan
de Oro and nearby provinces of Misamis Oriental. The heavy rains due to a low-
pressure area (LPA) inundated the rivers and flooded 14 out of the 23 towns in
the province. In Cagayan de Oro, thousands were stranded for the night along
the streets, in schools, offices and thousands of families near the coastal areas
were evacuated. Power outages occurred in several areas. In the aftermath, the
floods claimed a total of seven lives, three were from Cagayan de Oro. The
whole of Misamis Oriental suffered extensive damage to infrastructure,
agricultural losses, and damage to private property because of the flooding and
landslides according to the Provincial Disaster Risk Reduction and
Management Office. Damage to infrastructure was estimated at Php103 million
and damage to agriculture at Php 13 million.i
During the floods, the Cagayan de Oro City evacuated 1,345 families or
5,625 persons placed in 19 evacuation centers. Across the province, an
estimated 2,573 families or 11,852 people have been displaced as of 20
January 2017.ii CDO was declared under a state of calamity the day after the
flooding (17 January 2017) to provide assistance for those affected and
commence clearing operations of flooded areas. The Barangays reported
heavily affected by the flooding were: Kauswagan (highway part), Carmen
(particularly streets of Serina, Gumamela, Masterson Avenue, Macanhan,
Zayas), barangay 33 (Cogon), barangay Lapasan (CM Recto area),
Barangay Patag, Barangay Agusan, Barangay Balulang, Camaman-an, Gusa,

 Cugman, Puerto, Tumpagon, Pigsag-an, Tuburan, Taglimao, Pagalungan,
Lumbia, San Simon, Pagatpat, Canitoan, Iponan, and Bulua.iii
Along the CM Recto area in Cagayan de Oro City, flood waters reached
neck-level stranding hundreds near the malls of Limketkai, Ayala, SM and
surrounding buildings. The SSS Lapasan Branch Office was also surrounded
with water that left all employees stranded for the night. The CM Recto Avenue,
beside Barangay Lapasan, became a disaster area during the flooding due to
heavy rains which the drainage and the elevated bridge over Bitan-ag Creek
were unable to prevent. The Bitan-ag Creek, a major waterway in Cagayan de
Oro, cuts across major residential and business districts: Barangay Camaman-
an, Cogon Market, Limketkai Center, Agora Market, and Barangay
Lapasan. It is also the main drain of the drainage system of the Cogon Market
area, Osmena Street, Provincial Capitol Compound, Ramonal Village, Barangay
Nazareth, and a portion of Divisoria.iv Relief and assistance operations are still
underway in Cagayan de Oro City to this date.

II. Post Calamity Damage Assessment

Based on the DSWD consolidated disaster report three days after the
flooding, Barangay Lapasan was the hardest hit among all the barangays in
Cagayan de Oro. Of the total 17,322 affected families, 2,660 can be found in
Barangay Lapasan followed by Barangay Pueblo with 2,600 and Barangay
Puntod with 1,550 affected families (see: DWSD Consolidated Disaster Report).
However, in a more recent and detailed report from the Lapasan Punong
Barangay, there are 4,845 families affected by the flooding from 22 sitios of
Lapasan (see: Brgy Lapasan Report below).

III. Recommendation for Targeted Relief Operations

A. Place(s) the SSS Lapasan Branch proposes to distribute relief goods to

1,700 affected families on the 5 Sitios severely affected by the flooding:

As per interview with the Barangay Officials, the following Sitios were identified
severely affected as flood waters reached at most the neck level. Houses were
deeply submerged in waters as these are situated beside the creek and
seashores.

Sitio La Paz 1 for 500 families

Sitio Centro Kolambog for 200 families
Sitio La Paz 1 Extension for 100 families

Sitio Little Cebu Lapasan for 100 families

B. Type of assistance

The assistance is for the affected flooded members whose houses

were at least flooded at above waist to neck level and sustained
substantial damages due to entry of water in their houses.

Recommended bundle of relief goods worth Php500 consist of:

o 5 kilos Rice
o 4 cans Sardines; 4 cans Beef Loaf; 3 cans Corned Beef
o 9 packs Chicken Mami, Beef Mami and Pancit Canton
o 12 Sachets 3-in-1 Coffee and Milo Drink

C. Mechanics for execution of relief operations:

C.1 Membership verification

At least one member of the family is a contributing member of the SSS

or pensioner

 The member must provide means of verification (i.e. SSS ID, proof of
latest SSS payment contribution, etc.)

C.2 Ticket distribution

Coordinate with barangay leaders of the identified Sitios to gather the

affected SSS members in the Barangay Hall
Upon verification of proof of membership, tickets to claim relief goods
on appointed date will be given.

C.3 Actual distribution

Upon appointed time and venue, the members will be seated and
organized according to the number on the ticket stubs.
Only one (1) member of each family is allowed during the distribution.
Organized distribution will be based on batches, i.e. #s 1-20, 21-30,
31-40, and so on.
Failure to bring the ticket stubs will forfeit the right to receive the relief
goods.

IV. Recommended execution date

Based on the timeline above and plan of tasks/activities, the targeted
relief operations can be implemented after approximately 20 days from the
date of approval of proposal/budget to actual implementation. We however,
recommend that the relief operation will be held on March 16, 2017 as
allowance to unforeseen contingencies.
