French subsidiary of Eurofinsa group based in Paris, Ellipse Projects is an engineering


and project management specializing in the promotion, development and
implementation of infrastructure turnkey projects.

Actively and strongly supported by its shareholders both financially and operationally,
Ellipse Projects develops its activities on high-growth markets in the following five
sectors: Communication Systems, Energy, Environment, Health infrastructures and

Fomento Territorial is a project management consultancy company specialized in


structural projects linked to territorial facilities.

Working alongside national, regional and local entities, Fomento Territorial defines,
manages and develops outstanding projects of general interest on behalf of public
governments, administrations, overseeing operational process.

In an urban environment, the company is in a position to design and develop both


restoration and exploitation of operations affecting large sections of towns. It usually
includes: essential utilities, implementation of public facilities and important housing
projects.

Fomento Territorial develops and implements the most appropriate financial


arrangements to ensure the flow of resources as well as optimal and visible results for
the public.

OUR SCOPE OF OPERATIONS IN URBAN DEVELOPMENT
Integral Urban Project Management for:

Relocation of public administrations, industrial relocation or radical transformation of a


basic infrastructure (rail, ports, airports, highways, etc.) with strong urban impact.

Conversion of a given sector of the city with a significant public role in terms of
equipment that will be located there and to attract private investment.

Integral Project Management on Specific Issues such as:

Communication City, Energy City, City of Science and Technology, Games Venues, Youth
Park, with equipment linked to research, development, sustainability and energy
efficiency. This type of project is compatible with previous projects.

Housing programs of social interest:

Turnkey delivery of an established number of homes on public land which would be


subsequently allocated to users.

of the legal framework. Programs for decontamination and regeneration of green areas.

Environment, sustainability and energy efficiency:

We propose our support in obtaining LEED certification system (Leadership in Energy


and Environmental Design), a well adapted tool to measure the impact of a development
or building throughout its life.

II. Restructuring of the mining city of Ponferrada Spain: 180 HA of coal
waste reconverted into a town center. The project includes hotels, shopping
center, administrative office buildings, town parks, university, 5.000 houses
(25% of them social) as well as additional facilities.
