Andi Susanto, the owner of Utama Wholesale store in Jalan Dr. Cipto Malang,
claimed that he has been limiting the use of plastic bags since two years ago. "If there
is a request extra plastic bag, I refused to give for free. The plastic bag costs additional
IDR 500" said Andi. With the launch of this policy, it is expected that more stores

INTEGRATED MANAGEMENT ALA JOKOWI WILL MAKE VILLAGE CLIMATE

SURAKARTA - Taken place in the


City Hall Building Surakarta (18/01),
PAKLIM presented the results of the
mapping of environmental and climate
problems of Kampung Kandang Doro,
District Kestalan in front of the acting
Mayor of Surakarta, Budi Yulistiyanto
along with representatives of respective
SKPD. This village will be developed
as a model village for Climate Program
(PROKLIM) to strengthen the action of
climate change adaptation and
mitigation at the local level. According
to Moh. Nurhadi, Senior Advisor
PAKLIM, "climate change will even have the greatest impact in the crowded, poor and bad infrastructure
villages. Therefore, villages with these conditions require comprehensive treatment, not only the physical
aspects, but also social, economic and environmental. "

Acting Mayor of Surakarta Surakarta appreciates the BLH initiative and PAKLIM that can quickly map out
problems. The main source of the pollution of citizen wells is E. coli bacteria as found by the study. Therefore
the life chain of the bacteria should be stopped and make citizen more responsible for the clean water issue.
Although the budget is not yet available upon the need, with integrated management inherited from Jokowi,
Surakarta will continue implementing PROKLIM in Kampung Kandang Doro. "Budget is not yet 100%
allocated to the Climate Village Program (Proklim), but 90% can already be implemented. We will follow up
whatever agreed in the agreement. The programme requires high accuracy and commitment to avoid

On that occasion, the parties agreed on the allocation of the budget to support PROKLIM in the village of
Kandang Doro. Department of Public Works will allocate the development of communal wastewater treatment
plant (WWTP) while contaminated wells sterilization will be conducted by the City Health Office. PDAM
Surakarta will ensure low cost clean water provision with grouping system for the citizen. BLH will increase
productive open spaces as well as food security. The short coordination meeting has raised more than Rp. 2 M
to realize Climate Kampung Cage Doro in 2016. So what would PAKLIM contribute? (AA, RB, MN)

CONTROL GHG EMISSION OF TRANSPORTATION, CENTRAL JAVA COOPERATE


WITH POLICE

SURAKARTA Central Java Provincial Government is speeding up GHG emission reduction in the transport
sector. The GHG emissions reduction from transportation sector until 2015 is seen comparatively small. Based
on RAD GRK Monitoring, Evaluation and Reporting (MER), achievement of GHG reduction is only 3.84%
of the target set at 17.81% from GHG emissions scenario of 9.865 million tonnes of CO2e by 2020. To achieve
these targets, Central Java Province implements Eco Smart Driving, development of ATCS, Car Free Day, and

Bus Rapid Transit. Unfortunately, the


implementation of these efforts are still
limited because of the traffic management
authority spread across various agencies.

To achieve the GHG reduction targets,


Central Java Province established a
cooperation with the Directorate of
Traffic, Police of the Central Java. The
cooperation is started with introduction
meeting and training on GHG emissions
mitigation and MER of transport sector.
Conducted in Surakarta (01/02) 150
participants from Dikyasa Police and
Transport Department of Central Java
were actively participating. Some topics such as transport policy, climate change mitigation and calculation of
MER of transportation were delivered from various experts for two days. Speakers, among others were from
the Traffic Directorate of Central Java Police, Ministry of Transportation and GIZ PAKLIM.

During the calculation of the MER session, Central Java Provincial Government gained a lot of new data on
the implementation of traffic management. Activities of Car Free Day and Eco Smart Driving were mostly
facilitated and documented by the Police Office. With this support, Central Java Province is confident that the
target to reduce GHG emissions from the transportation sector can be improved in the coming years. At the
end of training and socialization, cooperation between the Government of the Province of Central Java and
Central Java Regional Police was officially signed.(MN)

INTRODUCING COMMUNITY FUNDING FOR CLIMATE CHANGE ACTION


IMPLEMENTATION IN THE LOCAL LEVEL

MALANG - The local government has developed an action


plan to support national commitment to reach target of reduce
GHG emission up to 26% using domestic resource and up to
41% with international support, but its implementation is still
far from the needs. The main obstacle in the implementation
of the climate change strategy is the limited fiscal allocation
on Local Budget for Revenue and Expenditure (APBD)
which is mostly been used for operations and routine
expenditure. Therefore, local government need external
funding to implement more climate actions.

On 29-30 March 2016 located in Hotel Ijen Nirwana Malang,


PAKLIM held a training on accessing community fund to
implement climate actions together with PAKLIMS local government partners in Malang Raya namely
Malang City, Malang Regency and Batu City. The two days event were participated from government
officials, community group and non-government organization representatives and local university.
Representative from government officials participated in this training were from Planning Agency,

Environment Agency, Public Works Agency, Water Agency (Dinas Pengairan), Disaster Agency (BPBD),
Water Company (PDAM) which these held an important position in climate action implementation. From
community and non-government organizations were participated by KPHR Wana Lestari and KPHR Wana
Sumber Abadi from Malang Regency, LKMD Malang City and Pusaka Foundation Batu City, whereas from
academics were represented from Center of Natural Resource and Environment Studies Agriculture Faculty
and Urban Planning under Engineering and Planning Faculty Brawijaya University.

Climate change is an issue that affect all development actors, both government and non-government. This
event aims to prepare government and non-government actors to cooperate and to share responsibilities in
tapping climate funding from donor and private funding and give more vast access for implementation of
climate change on local level. In this training, participants are invited to explore and identify climate related
issues and different and suitable climate funding available as well as to prepare the framework for proposal to
tap these funding. The participants also presented their ideas and discussed together on how to sharpen their
proposal further assisted by Ms Nina Hendarwati from The Forest Trust. (FA)

PAKLIM PARTNER CITIES RECEIVED


TRAINING ON GIS SOFTWARE FOR
STREETLIGHT

Ministry of Energy and Mineral Resources, with the


support of GIZ PAKLIM, in the context of Smart
Street Lighting Initiative, has hosted a set of trainings
on information system and energy efficiency
planning for street light, aimed at disseminating how-
to-use GIS streetlight software developed by ATMI,
to enable cities for proper streetlight digital database
management. This training is the first set out of 2 sets of trainings, where the focus for the first set is on GIS
streetlight software use, while the focus for the second set is energy efficiency planning and lux analysis. The
first set of trainings was held in 2 locations: in Yogyakarta, 14-16 March 2016 for Central Java region and
surrounding (attended by 11 cities/districts and provincial representative) and in Malang, 22-24 March 2016
for East Java region and surrounding (attended by 10 cities/districts and provincial representative).

During the discussions in the two trainings, issues raised by the participants include the difficulty in
coordinating with State Electricity Company (PLN) on street light data sets, actual LED performance in the
field, and challenges experienced by the trainers in mapping street light data. Regarding LED performance, it
was shared that despite claims that LED lifetime reaches over 10 years, LED driver (as a inseparable
component that is not sold separately by companies) tends to break down easily hence causing damage to the
lamp. Therefore, the meeting recommended that LED driver specification is also regulated in SNI standard.

As a follow up, participants are expected to collect streetlight data sets, draw GIS map of their city
administration to be integrated in the software, and prepare thorough street light data sets, to be used in the
second set of training. The second set of trainings is planned to be held in May 2016 in two locations for the
two regions.(TK)

SSLI STREETLIGHT GIS SOFTWARE


HANDED OVER TO MINISTRY OF
ENERGY AND MINERAL RESOURCES

Yogyakarta - SSLI Streetlight GIS (Geographic


Information System) software, has been officially
handed over from GIZ PAKLIM to Ministry of
Energy and Mineral Resources (MEMR), during the
training on GIS software for streetlight in
Yogyakarta, 24-26 May 2016.

The handing over was carried out by Team Leader of Work Area national and provincial policy advice of GIZ
PAKLIM, Atjeng Kadaryana, to representative of Director for Energy Conservation, MEMR, Qatro
Romandhi, and witnessed by software consultants team (ATMI) and participants of the training from local
government from 12 cities/districts. In his remarks, Mr Atjeng Kadaryana expressed hope for continued and
closer cooperation with MEMR in supporting local government to move towards energy efficient streetlight,
as part of the Government of Indonesia's effort for energy efficiency and conservation as well as GHG emission
reduction.(TK)

TERANG TERANGAN WORKING


GROUP, FORMED FOR ELECTRICITY
SAVING

BATANG Triggered from streetlight electricity


bill that goes up without clear measurement,
Regent of Batang Yoyok Riyo Sudibyo, Tuesday
(29/03) formed Working Group for electricity
saving. The Regent invited relevant stakeholders
namely PLN Area Pekalongan, Mayantara, City
Asia, Inc, Kirana Binangkit, P4C, Sucofindo
Semarang, Sucofindo Cirebon, GIZ dan ATMI
Solo to work together solving the problem. This effort is expected to make major changes in Indonesia, if the
Working Group agrees and work according to their respective fields, which can produce something that can
be proposed to national level. Now it's time to start, and I, Regent of Batang commit to support the
implementation of this pilot program in Batang" he said.

This effort has been well proven by the District Government of Batang that can reduce hundred million of
electricity bill per year or 41 % through replacement of streetlight with Light Emitting Diode (LED) lamp
technology. The working group named TerangTerangan is formed to work together in smart and creative way
to save energy for Indonesia Bright. To solve the problem, electricity metering system, replacement of gas
discharge lamp to LED and changing from cost to revenue oriented streetlight will be set up. We agreed to
implement a pilot project that not merely rely on government budget. After a success implementation, our
target is the President issued Presidential Decree that all counties and cities in Indonesia do the same thing
with what we do in Batang, he added.

Area Manager of PT PLN Pekalongan Djoko Tri H explained that the establishment of the Working Group of
TerangTerangan is a remarkable idea in overcoming electrical energy savings, particularly in street lighting.
It is also in line with the program of PT PLN to foster innovation on electricity saving so that other communities
can also be served. "The establishment of Working Group of Terang-Terangan is a great idea of the Regent
and should we support, because it will build streetlight creatively, no longer burden for government budget but
must be productive. Hopefully we can make it through this Working Group, "said Djoko. (MN)

(Bappeda) Kota Batu, Head of Public Works Agency
on Human Settlements and Spatial Kota Batu, Head
of Public Works Agency on Irrigation And Highways
Kota Batu, Head of Environment Office Kota Batu (LH), and from Disaster Management Agency (BPBD)
Kota Batu and their staffs from City Unit (SKPD) Kota Batu. The meeting discussed issues related to climate
change policies and mitigation and adaptation action on climate change undertaken by Batu City, their
challenges and support needs for Batu City Government in relation to cooperation with GIZ PAKLIM. Issues
covered include the water management and distribution, energy efficient street lighting, agriculture
management and waste management in Batu. Kota Batu emphasized the importance of support and cooperation
between the Kota Batu through SKPD, communities, public and private, domestic and foreign and others to
reach the vision of Batu as Tourism Based International Center for Organic Farming. (DP)

STORY

THE STRUGLING BATANG TO IMPROVE STREETLIGHT EFFICIENCY

Increasing bill of streetlight accompanied by obscurity measure electricity consumption is the main reason
some cities started trying to Enhance the efficiency of PJU. One of them is Batang Regent. Batang is struggling
in improving streetlight and it is interesting to be shared. In 2013 Batang began to show its seriousness in
streetlight efficiency without Batang Regency budget. Private and international institutions are partners in this
activity. PLN electricity provider as an important actor is also cooperated with Batang. A good relationship
among stakeholders is a must for smoothing the process of streetlight efficiency. Aggressiveness of Batang for
streetlight efficiency has attracted attention of National government. MEMR invited Batang in coordination
meeting for streetlight efficiencyin 2013. In 2015 With PAKLIM GIZ facilitation and MEMR, Batang was

able to access funding from the ADB for the replacement of all LED lights. Not only light, Batang was also
received Metering grant to monitor electric usage.

This effort does not necessarily lower the electricity bills as expected. Replacement lamps and metering are
not the end of efforts to increase the streetlight efficiency of Batang " Regent of Batang, Yoyok Riyo Sudibyo,
Tuesday, 3/29/16 initiated and formed the Working Group on Energy efficiency, pokja terang-terangan. He
invited the stakeholders to work together to overcome the problems PJU ". In reports from Antara Jateng
(03/30/2016). The results of the last meeting of the working group informed that first, 32 thousand light points
have been identified as illegal lights, second, technical problem becomes a serious constraint. for Batang
streetlight efficiency. Batang needs funds up to 60 Billion to rationalize the entire streetlight in Batang.

The struggling Batang can be a reference for other cities and districs that streetlight efficiency is not an easy
thing to do but it is very likely to be realized with the cooperation and support from various parties. How
does Batang overcome this difficulty? We are waiting the action of Pokja Terang Terangan. (RB)

ANTI-CORRUPTION AWARDS

It was late afternoon when Kota dan Perubahan Iklim


editorial team visited Batang Regent Official Home,
Yoyok Riyo Sudibyo. Regent Official Home that is
bustle with various activities of people describes the
closeness of Yoyok with citizens. He is now the rising
star regent who was selected as Regent of Batang in
2012 ago and succeeded in converting Batang 180
degrees and created a modern innovation through the
breakthrough and innovation.

Yoyok, who was born on April 23, 1972 has a military


army background. He graduated from the Military
Academy in 1994 and Leadership Academy in 2004. His resignation from military army is not because of a
desire to be candidate of Batang regent. He has submitted a letter of retirement in 2007 and came out in
2009. He did not want to be called that his clothing business is massively progress because he is an a military
army .

Under the leadership of Yoyok, Batang now applies the same budgeting system as in Jakarta and Surabaya.
District covering an area of 788.64 square km is also implementing an auction position and applying budget
saving. Efficiency for operational, especially public street lighting (PJU) is done in cooperation with PLN,
the private sector and international cooperation agencies. In terms of Batang Local revenue (PAD) In 2012,
Batang local revenue (PAD) is only Rp 67 billion. In 2014, the PAD Batang jumped to Rp 186 billion and
is expected in 2017 to be more than Rp 200 billion. Similarly, about prevention of corruption, Yoyok also
introduced "a radical system" to village level. He implemented "zero" money politics for village head
election.

The breakthrough made by Yoyo in making good governance and anti-corruption drives him awarded Bung
Hatta Anti-Corruption Awards (BHACA) 2015. He was selected to receive the prestigious award along with
the mayor of Surabaya, East Java, Tri Rismaharini.

In addition to BHACA awards, during periode of Yoyok Riyo Sudibyo, Batang got Adipura award for the
cleanest Small Town Category. The first was achieved in 2013 and the second in 2015. In 2015, Batang was
also able to achieve adiwiyata award at Provincial level for Best environmental awareness school at
elementary school level (Best Implementer I) and vocational school (Best Implementer III). (RB)
