Pescadero Creek Riparian Habitat Improvement Project

Statement of Work

Under direction of the Department of Fish and Game, and under the following conditions
and terms, the County of San Mateo, Parks and Recreation Division herein after called
the Grantee will:

1. Conduct work on Pescadero Creek approximately 12.8 miles upstream from its
confluence with the Pacific Ocean. The project objective is to 1. Remove a seasonal
diversion dam, to enhance threatened steelhead and endangered Coho habitat and
migration along reaches of Pescadero Creek, And 2. Reduce reliance on drinking
water diversions from Pescadero Creek and supplement with groundwater source

2. The project is located within San Mateo Countys Memorial County Park,
approximately 10 miles east of Pescadero. From the San Francisco Peninsula, drive
Highway 84 westward from Highway 101 or 280 to Pescadero Road near the Town
of La Honda. Turn left (south) on Pescadero Road. Follow Pescadero Road to the
park entrance. The project is located on Pescadero Creek approximately 12.8 miles
upstream from its confluence with the Pacific Ocean.

Eliminate a fish passage barrier in Memorial County Park by completing the following
work:
Produce engineered plans for the demolition of the Memorial Parkway dam to
be submitted to the DFG Grant Manager and fish passage engineer prior to
project commencement. The plans will include details of demolition and
removal method of stream bed accumulation above the dam site.
Methods of the removal of listed aquatic species, water diversion, erosion
control, and traffic detour.
Implement erosion control measures at the work site.
Demolish the concrete wall and public access stairs adjacent to the dam.
Establish location for the storage and safe removal of demolition rubble from
the work site.
Construct a boulder deflector and 2- Large woody debris cover structures.
Restore any streambanks disturbed by demolition and construction activities
with erosion control measures and revegetation plan.
Produce engineered plans for the development of the Memorial Parkway well to
be submitted to the DFG Grant Manager and fish passage engineer prior to
project commencement. The plans will include detailed site location, drilling
and fines removal.
Methods of the removal of listed aquatic species, water diversion, erosion
control, and traffic.
Implement erosion control measures at the work site.
Demolish the current water diversion site and the concrete instream housing.
Establish location for the storage and safe removal of demolition rubble from
the work site.
Restore any streambanks disturbed by demolition and construction activities
with erosion control measures and revegetation plan.

The Grantee shall notify the Grant Manager a minimum of five working days before
any fish bearing stream reaches are dewatered and the stream flow diverted. The
notification will provide a reasonable time for Department personnel to supervise the
implementation of the water diversion plan and oversee the safe removal and
relocation of salmonids and other aquatic species from the project area. If the project
requires dewatering of the site, and the relocation of salmonids, the Grantee will
implement the following measures to minimize harm and mortality to listed
salmonids:
Fish relocation and dewatering activities shall only occur between June 15
and October 31 of each year.
The Grantee shall minimize the amount of wetted stream channel
dewatered at each individual project site to the fullest extent possible.
All electrofishing shall be performed by a qualified fisheries biologist and
conducted according to the National Marine Fisheries Service, Guidelines
for Electrofishing Waters Containing Salmonids Listed Under the
Endangered Species Act, June 2000.
The Grantee will provide fish relocation data to the Grant Manager on a
form provided by the Department of Fish and Game.
Additional measures to minimize injury and mortality of salmonids during
fish relocation and dewatering activities shall be implemented as described
in Part IX, pages 52 and 53 of the California Salmonid Stream Habitat
Restoration Manual.

6. All habitat improvements will follow techniques described in the Third Edition,
January 1998, of the California Salmonid Stream Habitat Restoration Manual,
Flosi et al. and the California Salmonid Stream Restoration Manual, Third
Edition, Volume II, Part XI, January 2004.

7. Upon completion of the project, the Grantee shall submit two hard copies of a final
written report and one electronic, Microsoft Word compatible, copy on 3.5 inch
floppy disk(s) or CD. If the project is not completed in the current year, the
Grantee will submit a summary of the completed portion no later than December
31 and again each year until completed. The report shall include, but not
necessarily be limited to the following information:

Big Dipper Ranch Road Project
Statement of Work

Under direction of the Grantor, and under the following conditions and terms, the
Grantee will:

Improve spawning and rearing habitat by reducing coarse/fine sediment delivery for
steelhead trout and coho salmon in a selected section of an unnamed tributary to Peters
Creek in San Mateo County.

Objectives Statement

Reduce sediment volume from deteriorating old road crossings, road surface, and from
active landslide area, through road abandonment. The objective is to save at least 3,734
cubic yards of sediment from delivery by dispersing road runoff on 1.66 miles of road.
On Old Page Mill Road, approximately 1,016 feet (0.2 mi.) at 3 stream crossings will be
upgraded with culverts sized to pass flows equivalent to a 100-year event. In addition, 12
sites along 1.46 miles of road will be decommissioned on Old Page Mill and Old Barn
Loop Roads.

Location Description

Work will be conducted on an unnamed tributary to Peters Creek approximately 2,180

feet (0.41 mi.) upstream from the confluence of Peters Creek. The project is located in
Township 7S, Range 3W, Section 28 of the Mindego Hill 7.5 Minute U.S.G.S.
Quadrangle, as depicted in Exhibit C, Project Location Map, which is attached and made
part of this agreement by this reference.

Quantitative Description

All work will be done as described in the Big Dipper Ranch Site Plans Standard Details
and the Tim Best Big Dipper Ranch Assessment Report.

Decommission 1.46 miles of road (0.33 mi. Old Page Mill and 1.13 mi. Old Barn Loop)
thereby saving 3,396 cubic yards of sediment from delivery to Peters Creek.
Approximately 3,396 cubic yards of fill slope and stream crossing fill from
approximately 12 stream crossings and landing/slide/fillslope sites will be excavated and
stored in stable locations. The following treatments will be implemented where
appropriate:
Complete excavation of stream crossing fills, including 100 year flood channel
bottom widths and 2:1 or otherwise stable side slopes
Excavation of unstable or potential unstable sidecast materials that could
otherwise fail and deliver sediment to a stream
Road surface treatments (ripping, outsloping and/or cross draining) to disperse
and reduce surface runoff
Seeding and mulching of all exposed soils which may deliver sediment to a
stream. Woody debris will be concentrated on finished slopes adjacent to stream
crossings. The standard for success is 80% ground cover for broadcast planting
of seed, after a period of three years.

Upgrade 0.2 miles of road thereby saving 338cubic yards of sediment from delivery to
Peters Creek Creek. The Grantee shall upgrade 3 stream crossings and construct rolling
dips as necessary to disperse road runoff. The following treatments will be implemented
where appropriate:
Upgrading stream crossings installing culverts sized for the 100-year flood flow,
including sufficient capacity for expected wood and sediment; eliminate
diversion potential by installing a critical dip; replacing culverted fills with
hardened fords or armored fills, etc
Excavation of unstable fill slopes
Dispersion of road runoff and disconnecting road surface runoff from streams,
including but not limited to, berm removal, road surface shaping and installation
of ditch relief culverts
Seed and mulch all exposed soils which may deliver sediment to a stream. The
standard for success is 80% ground cover for broadcast planting of seed, after a
period of three years
