The versions of databases used with historical CME versions are as follows:
If the message
is
displayed above the table when users open the CME negotiation data template by using Office Excel
2007, Office Excel 2010, or Office Excel 2013, click Options. In the displayed dialog box, select
Enable this content, and click OK to enable the macro function.
After you select Add-Ins from the main menu, the function buttons provided by the CME
negotiation data template are displayed.
The macro security level should be set to Medium or Low by using Office Excel 2003.
Microsoft Office of only one version can be installed at a time.
The CME supports the hot patch versions of the BSC6900, BSC6910, MBTS, NodeB, eNodeB.
For example:
If CME supports BSC6900V900R015C00SPC500, BSC6900V900R015C00SPH5##/
BSC6900V900R015C00SPC5## is supported by default.
If CME supports BSC6900V900R016C00SPC500, BSC6900V900R016C00SPH5##/
BSC6900V900R016C00SPC5## is supported by default.
Data configuration of GBTSs is integrated into the data configuration of BSCs. The supported GBTS
versions correspond to those supported by BSC versions. For details about the supported GBTS
versions, see the BSC6900 or BSC6910 release notes.

Package name formats vary with NE types.
Save the package to a local PC. This document takes the root directory of D:/ as an example.
You are advised to uninstall CME V200R013 or earlier before installing standalone CMEs of
V200R014 and later, because:
Standalone CMEs of V200R014 and later depend on SQL Server 2012, but CME V200R013 or
earlier depends on SQL Server 2005. If SQL Server 2012 and SQL Server 2005 coexist, exceptions
may occur. The causes are as follows: 1. Free SQL Server versions used by the CME may not be
compatible. 2. If two SQL Server versions coexist, you have to configure installation parameters
during CME installation, which may cause errors. Therefore, to simplify operations, you are
advised to uninstall CME V200R013 or earlier and SQL Server 2005. Before uninstalling SQL
Server 2005, verify that only the standalone CME uses it to avoid impact on other software.
To install standalone CMEs of V200R014 or later and of V200R013 or V200R012, you are advised
to install them by referring to section 7.26"How Do I Make the Standalone CME of V200R014 or
Later Compatible with that of V200R012 or V200R013?"
If you have to maintain the installed CME V200R013 or earlier, install SQL Server 2012 by
referring to section 7.1"How Do I Make SQL Server 2005 Compatible with SQL Server 2012?"
Note that you must use the installation parameter settings here when installing the CME in the
future.
Before installing a standalone CME, stop the standalone CME that is running. Before
starting a standalone CME, stop the CME installation program that is in progress.
The standalone CME version can be installed only on an operating system of simplified
Chinese or English version.
If a standalone CME is installed on a Windows 7, note that:
It is not recommended to install the CME in the system path. For example, if the
Windows 7 is installed on disk C, it is not recommended to install the CME in the
system path such as C:\\Program files and C:\\WINDOWS.
If the CME has been installed in the system path on Windows 7, assign the
permissions for starting the CME to administrators. For details, see section 7.13"How
Do I Start a CME Installed in the System Path on Windows 7?"
It takes about 30 minutes to install the SQL Server. After the installation, it takes about 10 minutes to
install the standalone CME client.
When you install SQL Server 2012 without uninstalling SQL Server 2005, you may need
to change the parameter values in the template.ini file. For detailed operations, see section
7.1"How Do I Make SQL Server 2005 Compatible with SQL Server 2012?"
The path and file name for the SQL Server2012 installation package must not contain
brackets.
During the installation, ensure that the current user is an administrator.
If the SQL Server detects that .Net Framework4.0 has not been installed during the SQL
Server2012 installation, it automatically installs .Net Framework4.0 by default. However,
during the uninstallation of SQL Server2012, it does not automatically uninstall .Net
Framework4.0.
Step 1 Copy the installation of Microsoft SQL Server 2012 Express to a hard disk on a local PC.
Step 2 Decompress the installation package. Open the SQL2012_Install_for_CME_Standalone---
for_R16C10_and_Later folder, and run Install.bat to perform one-click installation.

The standalone CME can be installed only in the Windows operating system. Therefore,
do not install the standalone CME in other environments.
If the default port is not used, you need to specify the actually used port when running the
sqlcmd command. For example, if port 1434 is used instead of the default port, you need
to run sqlcmd S127.0.0.1, 1434.
Double-click Setup.exe in the folder of the Windows resource manager. Do not use tools
such as Total commander.
Step 1 Copy the installation package from the installation disk to a disk on the local PC.
Step 2 Decompress the installation package, and double-click cme_installdisk/setup.bat. The dialog
box is displayed, as shown in Figure 1.1, prompting you to confirm the installation.
Make sure that decompress installation package to an empty folder, or to a new folder.
Step 3 Click Next. The License Agreement window is displayed, as shown in Figure 1.1.
Step 4 If you accept the terms in the license agreement, click Next. Then, a window shown in Figure
1.1 is displayed. If you do not accept the terms, click Cancel to cancel the installation.
You are not advised to set the installation directory to a directory on the system disk. C:/ is
used as the system disk in this example.
When installing a CME of the Chinese version, do not use a destination folder whose name
contains rarely-used Chinese characters.
When installing a CME of the Chinese version, do not use a destination path whose name
contains rarely-used Chinese characters as the installation path.
When installing the CME software of the English standalone version, you must enter a target
directory that consists of only English characters.
Step 5 Specify the destination folder and click Next. A window shown in Figure 1.1 is displayed,
Step 6 Select both of CME Platform Package and CME Business Package. Click Next. A window
shown in Figure 1.1 is displayed, prompting you to select system of units.
After the installation, the mediation model initialization window is displayed, as shown in
Figure 1.3. The system will install database automatically.
Step 9 Click Finish to complete the installation and restart the PC.
You can also select an available license file for authentication, as shown in Figure 1.2.

Procedure
Step 1 On the CME menu bar, choose Help > Install NE MO Reference. The Off-line License
Application dialog box is displayed, as shown in the following figure.
Step 2 Set the save path of the license file, ESNs of authorized computers, the authorized tool
version, and validity period of the license file.
ESNs of authorized computers can be viewed by users requiring the license file in Figure 1.1.
Step 3 Click Submit. In the displayed dialog box, click OK. The License Code.lic file is generated
in the license file save path.
Step 4 Allocate the License Code.lic file to a desired user.

Procedure
Step 1 On the CME menu bar, choose Help > Install NE MO Reference. A dialog box is displayed
for you to select a mediation file.
Step 2 Select a mediation file that matches the NE, and click Open. The loading window is
displayed.
Step 3 After the installation is complete, the result is displayed.
You can press F1 to view introductions to functions exclusively provided by the standalone
CME in the CME Help.

To configure a base station (including NodeB, eNodeB, or multimode base station) on the standalone
CME, you must install a base station component. If you do not want to configure a base station, skip this
chapter.
Step 3 Click Add Files. Select one or more component packages to be installed, click Install in the
displayed window.

Step 2 Choose Start > Run. In the Run dialog box, type cmd and press Enter, as shown in Figure
1.1.
Step 3 In the command line interface, navigate to D:\CME\bin. Figure 1.1 provides an example.
Step 4 Run the CmeUnInstall.bat component package name command. Then, type y.
If the base station component that you want to delete exists in the workplace, delete the corresponding
base station first. Then, uninstall the base station component. Otherwise, the base station component
cannot be uninstalled, and the system displays the following information:
Close the CME before uninstalling component packages. Otherwise, the components are still
displayed on the CME client after their packages are uninstalled successfully.

7.2.2 Troubleshooting
Step 1 Double-click My Computer and find the path where the SQL Server is installed, for example,
in disk C.
Step 2 Right-click Local Disk (C), and choose Properties from the shortcut menu. On the General
tab page, check whether Compress drive to save disk space is selected. If it is selected, clear
it, and click OK, as shown in Figure 1.1.
Step 3 If you need to start the SQL Server service, run the net start MSSQLServer command, as
shown in Figure 1.1.

7.4.2 Cause
The default installation path of one-click installation of SQL Server is C:\Program
Files\Microsoft SQL Server\. However, the disk space of disk C is usually insufficient.
Therefore, the installation of the SQL server may fail, or the later installation of the
standalone CME may fail.
7.4.3 Troubleshooting
1. If the installation failed, perform operations described in section 7.16"How Do I
Uninstall the SQL Server Completely?"
2. Open the SQL2012_Install_for_CME_Standalone---for_R16C10_and_Later folder,
change the value of INSTALLSQLDIR in the template.ini file. Then, run install.bat.
7.5.2 Cause
During SQL Server installation, only the user that installed the SQL Server is authorized by
default. Other users are not authorized by default.
7.5.3 Troubleshooting
Switch to the user that installed the SQL Server and then continue the installation.
Alternatively, perform the following steps to manually authorize the current user to install the
SQL Server as an administrator user:
Step 1 Switch to the user that installed the SQL Server. Choose Start > Run, and then type sqlcmd
in displayed Run dialog box.
Step 2 In the displayed DOS window, enter the following command.
1> and 2> are system prompts and do not need to be entered.
1> use [master]
2> go
Changed database context to 'master'.
1> create login [domain\username] from windows with DEFAULT_DATABASE=[master]
2> go
1> alter server role [sysadmin] add member [domain\username]
2> go
Replace [domain\username] with the required domain name and user account.

7.6.2 Cause
The loopback IP address 127.0.0.1 on the PC is bound with a domain other than localhost. As
a result, database verification fails during the installation.
7.6.3 Troubleshooting
Find the C:\Windows\System32\drivers\etc\hosts file and set the content of the first line of
this file to 127.0.0.1 localhost. After the setting, continue the installation.
7.7.2 Cause
Errors occur in the registration information because the CME fails to be installed or other
exceptions occur during the installation of the CME.
7.7.3 Troubleshooting
Clear the installation directory of the CME, and then re-install the CME.
7.8.2 Cause
The CmeServer service has not exited completely, and only one CmeServer process instance
can be running.
7.8.3 Troubleshooting
Wait about 3 or 5 minutes, or kill the CmeServer process through the name ServerLoader.exe
in the Windows Task Manager, and restart the CME.
7.9.2 Troubleshooting
Delete C:\windows\system32\ACE.dll. Then, restart the CME client.
7.10.2 Troubleshooting
The CME may fail to start if the PC was just started. To check the running status of the SQL
Server, perform the following steps:
Step 1 Choose Start > Run.
The Run dialog box is displayed.
Step 2 Type sqlcmd.
The command-line interface (CLI) is displayed.
Step 3 Run the following commands:
1> use CMEVxxxRxxxCxxSPCxxx
2> go
Changed database context to 'CMEVxxxRxxxCxxSPCxxx'.

Step 4 Check the command output. If the command output is correct, restart the CME.

7.12.2 Cause
The Chinese character set has been installed on the Windows 7 operating system of the
English version to identify Chinese characters. This method is invalid but Chinese characters
are contained in the decompressed CME installation directory. Therefore, the directory with
Chinese characters cannot be identified.
7.12.3 Troubleshooting
Decompress the installation package again and ensure that the decompressed CME
installation directory does not contain Chinese characters.
7.13.2 Troubleshooting
Assign the permissions for running the following programs to administrators:
%CMEInstallDir%\jre\bin\javaw.exe
%CMEInstallDir%\3rdTools\python\bin\python.exe
%CMEInstallDir%\3rdTools\python\bin\pythonw.exe
This section uses the javaw.exe program as an example for assigning the permissions to
administrators.
To assign the permission for running the javaw.exe program, perform the following steps:
Step 1 Navigate to the %Installation path%\jre\bin\ folder.
Step 2 Right-click the javaw.exe program and choose Properties from the shortcut menu.
The javaw.exe Properties dialog box is displayed.
Step 3 On the Compatibility tab page, click Change settings for all users.
A dialog box is displayed, as shown in Figure 1.1.
7.15.2 Troubleshooting
Delete names of folders for saving the uninstalled software or other unnecessary contents in
the environment variable path to reduce its length. Then, click Retry.
Check the running log and the following garbled characters appear. The reason is that the
CME is installed in a directory contain Chinese characters.
7.17.2 Troubleshooting
Reinstall the standalone CME in a directory containing only English characters.
7.18.2 Cause
When a folder or file in a base station component package is open, related handles are
occupied in the Window operating system. As a result, the folder or file cannot be deleted and
the package cannot be uninstalled.
7.18.3 Troubleshooting
Close all folders or files in the base station component package. Then, uninstall the package
again.
If the service pack has not been installed, perform related operations to download and install
it.
7.21.1 Troubleshooting
For a 32-bit Windows OS, perform the following steps:
Step 1 Right-click in the lower right corner of the desktop, and choose iDesk from the shortcut
menu. Click the Software tab. Then, click System in the left pane.
Step 2 Click Download next to Windows7 Service Pack 1 (SP1). When the download is complete,
install the service pack.

Step 2 Download the software package windows6.1-KB976932-X64.exe for service pack 1 for
Windows 7.

7.22.2 Cause
An installation process is in progress on the PC.
7.22.3 Troubleshooting
Wait until the system update is complete. Then, restart the PC and reinstall .NET Framework
4.0.
7.23.2 Cause
SQL Server uninstallation is incompletely.
7.23.3 Troubleshooting
Uninstall the SQL server by referring to section 7.16"How Do I Uninstall the SQL Server
Completely?" Then, restart the PC and reinstall SQL Server 2012.
7.24.2 Cause
SQL Server 2012 has been installed incompletely, and the uninstallation program
(\ServicePack\setup.exe) delivered with SQL Server 2012 is unavailable. As a result, the
uninstallation suspends.
7.24.3 Troubleshooting
Step 1 Choose Start > Control Panel > All Control Panel Items > Programs and Features. Find
all programs containing "Microsoft SQL Server", and click Uninstall/Change to uninstall
them one by one.
Step 2 Choose Start > Run, and type regedit in the Run dialog box. Find the registry entry
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\] and delete all registry entries
containing "Microsoft SQL Server".

7.25.2 Cause
The help for the standalone CME does not support Internet Explorer 10.0.
Currently, the help for the standalone CME supports the following web browser versions:
Microsoft Internet Explorer 6.0
Microsoft Internet Explorer 7.0
Microsoft Internet Explorer 8.0

7.27.2 Cause
Installation of base station component packages involves installation of a large number of
database objects and therefore a large memory size is required.
When the Windows system is busy and the memory usage is high, the CME cannot obtain
sufficient memory and accordingly fails to install the component packages.
7.27.3 Troubleshooting
Step 1 Restart the computer.
Step 2 Navigate to the component package installation directory %installation directory of the
standalone CME%\etc\CmeServer\CMEComponent, and delete the component packages
that fail to be installed.
Step 3 Check that the available memory on the computer is greater than or equal to 800 MB and no
other programs are running.
Step 4 Reinstall the component packages that fail to be installed. You can install a maximum of five
component packages at a time.

7.29.2 Troubleshooting
Step 1 Click Start on the desktop of Windows 7.
In the displayed text box, type uac and press Enter.
In the displayed User Account Control Settings dialog box shown in the following figure,
change the UAC setting to Never notify, and click OK.
Step 2 Navigate to the uninstall directory under the installation directory of the standalone CME.
Then, run uninstall.bat to uninstall the standalone CME.
Step 3 Restart the OS. Then, reinstall the standalone CME.

7.30 What Do I Do If
"Connect_with_server_down" Is Displayed
During the Startup of the Standalone CME?
7.30.1 Symptom
The following message is displayed during the startup of the standalone CME:
"Connect_with_server_down."
The log file in the %Installation directory of the standalone CME%\var\logs\ CmeServer
folder contains the following message: "initNameingContext catch unknown exception."
7.30.2 Cause
The PC where the standalone CME is installed is started, but the system resources that the
CME depends on, such as ports, are not initialized. This results in this problem.
7.30.3 Troubleshooting
There is a low probability that this problem occurs. To solve this problem, close the
standalone CME, wait for several minutes, and start the standalone CME again.
7.31 What Do I Do If
"Connect_with_server_down" Is Displayed
During the Operation of the Standalone CME?
7.31.1 Symptom
The following message is displayed during the operation of the standalone CME:
"Connect_with_server_down."
7.31.2 Cause
SQL Server 2012 used by the standalone CME has a limit on the database space. If the
database usage exceeds 10 GB, database services are terminated unexpectedly.
To check whether the database usage exceeds the upper limit, you can log in to the data
directory of SQL Server (for example, C:\Program Files\Microsoft SQL
Server\MSSQL11.MSSQLSERVER\MSSQL\DATA) and check whether the total size of all
database files exceeds 10 GB.
7.31.3 Troubleshooting
Step 1 Uninstall unnecessary CME instances when multiple CME instances exist. You are advised to
install a maximum of two CME instances.
Step 2 Delete unnecessary databases to release the database space.

Error description: Wait on the Database Engine recovery handle failed. Check the SQL Server error
log for potential causes.
7.32.2 Cause
The user account for installing SQL Server 2012 does not have enough operation permission.
7.32.3 Troubleshooting
Step 1 Choose Start > Run and enter services.msc. In the displayed Services dialog box, right-click
SQL Server (MSSQLSERVER) and choose Properties from the shortcut menu.
Step 3 Right-click SQL Server(MSSQLSERVER) and choose Start from the shortcut menu.
Step 4 In the Start menu, choose Microsoft SQL Server 2012 > Configuration Tools > SQL
Server Configuration Manager. In the displayed Sql Server Configuration Manager
dialog box, choose SQL Server Configuration Manager (Local) > SQL Server Services in
the left pane. In the right pane, right-click SQL Server(MSSQLSERVER) and choose
Properties from the shortcut menu.
Step 5 In the displayed SQL Server (MSSQLSERVER) Properties dialog box, select This account
and set the account name and password again. Then, click Apply and OK in sequence.
The default account name and password are NT Service\MSSQLSERVER and
Changeme_123, respectively.
Step 6 Right-click SQL Server(MSSQLSERVER) and choose Restart from the shortcut menu to
restart services.

The coding mode of the web browser is not set to GBK.

Set the coding mode of the web browser to GBK.
7.34.2 Cause
This issue does not affect the installation. The Program Compatibility Assistant dialog box
is provided by Microsoft and indicates a compatibility issue.

You can select any option in the dialog box or click Cancel to continue the installation.
7.35.2 Cause
In SQL2012_Install_for_CME_Standalone.rar, the default password of user sa is
Changeme_123 for one-click installation of SQL Server 2012. The password is also used for
the installation of standalone CME.
However, Huawei IT considers Changeme_123 a weak password. If you do not change the
password, the network disconnects. Changing the password can bypass Huawei security
monitoring system, but it is just a workaround.
7.35.3 Troubleshooting
SQL Server users and administrators can change the password of user sa forcibly without
knowing the old password. In this case, the admin password mechanism cannot provide extra
security benefits. In addition, you must log in to Windows as an administrator user during the
installation and operation of the standalone CME.
After discussing with Huawei security department and product security department, the only
proper solution is canceling the password authentication of SQL Server users and supporting
only the Windows account authentication.
Rectification item:
1. SQL Server account authentication is canceled and only Windows account authentication
is required for SQL Server connection.
2. The password authentication of the sa account is replaced by Windows account
authentication for SQL Server connection during the installation of standalone CME.
Rectification results:
1. The SQL Server after rectification is incompatible with the CME version earlier than
R16C10.
2. Two SQL Server installation packages must be provided at http://support.huawei.com.
According to the discussion, the version number is added to the newly released SQL
Server installation package.

Newly released SQL Server installation packages for CME R16C10 and later:
SQL2012_Install_for_CME_Standalone---for_R16C10_and_Later.rar
CME R10C10 is compatible with both SQL Server versions. You do not need to reinstall an SQL
Server if it is installed.
If you want to install the standalone CME, install the new SQL Server package for CME R16C10
and later. Otherwise, install the old SQL Server package.
