Kindly refer to the contents of your reply

letter no .........................................., it is to say that
the esteemed yourself has admitted in toto that I on
the account of being an DGEHS empanelled patient is
entitled to receive absolute cashless treatment &
since the maharaja agrasain hospital has charged me
rs 36225 extra hence it has violated the MOU in lieu
for implanting with me a coronary stent which is a
drug under NLEM 2015 , hence the hospital has
violated the provisions of Essential Commodity Act
1955 , which is a cognizable and a non-bailable
offense and as per the order of honorable supreme
court of india through its constitutional bench has
held that it is obligatory upon the police to register
an FIR for every cognizable offense brought to its
notice hence i am empowered as per the law to
register an FIR on the behalf of DGEHS (being an
integral part of it) against maharaja agrasain hospital
operating physicians / management which is
responsible of extracting the said amount from me
and for restraining me and my family at the gate
through their guards posted at the gates who were
instructed not to allow me to leave unless having paid
the amount illegal demanded whose bill was
imprinted behind the gate pass, a procedure which is
unheard of . Hence, it is incumbant to have an FIR
registered u/s of Essential Commodity Act 1955
against the defaulters(MHA) .

Now as per the contents of the same letter

yourself have contented that the amount charged is
on the account of consensus BETWEEN THE
OPERATING PHYSICIAN AND THE ATTENDANT IN
ACCORDANCE WITH MY CHOICE , A PROPOSITION
which is INCORRECT & ABSOLUTELY FALSE AND AS I
WAS LYING UNCONSCIOUS UNDER THE EFFECT OF
ANAESTHESIA ON THE OPERATING THEATER OR CATH
LAB , hence the occasion of choosing something by
me duing the bout of unconsciousness induced by
anaesthesia IS THE CREATION OF AN INSANE MIND of
the hospital administration which has misinformed
you and twisted and turned the real facts to suit their
own defense against their own perpertrated
unauthorized and illegal acts of charging an
additional amount for A CORONARY STENT which they
themselves know is AN CONTROLLED PRICE DRUG
WHICH COMES UNDER ESSENTIAL COMMODITY ACT
1955 AND CHARGING A PRICE IN EXCESS OF THE
PRICE WHICH IS lawful for them to receive from the
DGEHS AND NOT FROM THE patient MAKES THEM
guilty of misrepresentation of facts OR OF
COMMITTING OFFENSE OF giving false statements OR
FALSE DECLERATION WHICH UNDER LAW IS
RECIEVABLE AS AN EVIDENCE thereby MAKING
THEMSELVES ELIGIBLE FOR committing an offense

It is not just only that they have committed

an act of extortion by intimidation for
committing/ommitting to so something which was
needful at that time thereby endangering the life of
an individual unless having got an committment of
paying them 36225 /- but they have committed an act
of seriously injuring and endangering the life of the
patient y deliberately leaving untreated the other
leisions or plaques present in the remaining coronary
arteries which the invasive cardiac angiography
report revealed and those which can be taken care of
by the operating physicians in the same sitting
through the same system by which they have treated
the patient's osterial blockage in his LAD (LEFT
ANTERIOR DESCENDING) coronary artery .

Needless to say as communicated earlier that I or

the COMPLAINANT was implanted with a cobalt
coronary stent but the operating physicians showed
as if they implanted me with a Drug Eluting Stent for
receiving an unjust amount in excess of what the
hospital was entitled for recieving i.e. Rs.23625-
12000=Rs.11625 .How deplorable it is to tell that a
patient or me is teaching a physician that for the
prevention of retenosis and reducing the rate of
patient mortality the patient or I was a case fit to be
implanted with a DES , whereas the hospital
physicians while operating upon me after dialatation
& having busted the thrombus that had set in ,
balooned the plaque in my LAD artery and inserted a
cobalt-chromium stent which is one and a half time
inferior to DES but showed otherwise for getting an
unjust monetary gain without caring about the
ethics , morality associated with their profession and
forgot that human being life value is priceless and
what that they are doing to others can happen to
them also .
