authorized the Commission to explore other more efficient, reliable and secure
modes or systems, ensuring the secrecy and sanctity of the entire process,

whether paper-based, electronic-based or internet-based technology or such
other latest technology available, for onsite and remote registration and
elections;
WHEREAS, pursuant to Comelec Resolution 9903 (promulgated
October 14, 2014) the Commission and the Department of Foreign Affairs
Overseas Voting Secretariat (DFA-OVS) commenced the pilot testing of the
iRehistro Project, a system providing registrants the opportunity to
accomplish their applications for registration or transfer on-line using the
COMELEC website, at the Philippine Embassy in Madrid, Spain;
WHEREAS, a period of thirly days from November 3, 2014 was
allotted for the pilot testing of the ‘Rehistro Project at the Philippine Embassy
in Madrid, Spain;
WHEREAS, in order to further study and improve on the
implementation of the iRehistro project, the Office for Overseas Voting
(OFOV), the Information Technology Department (ITD) and the DFA-OVS
recommends for an extension of the period for the pilot testing to January 5,
2015;Reso 9919
NOW THEREFORE, pursuant to the powers in it by the Constitution,
the Omnibus Election Code, Republic Act 9189 as amended and other related
Election Laws, the Commission on Elections RESOLVED. ae it hereby
RESOLVES to amend Section 2 of Comelec Resolution 9903 to:
Sec 2. Pilot testing and authority to implement the iRehistro Project. -
The iRehistro Project shall be implemented initially at the Philippine Embassy
in Madrid, Spain. The pilot testing shall be from November 3, 2014 to January
5, 2015 to cover both the sea-based and land-based applicants in the said Post
Within Thirty (30) days from its initial implementation, the Philippine
Embassy in Madrid and the Department of Foreign Atfairs Overseas Voting
Secretariat (DFA-OVS) shall submit to the Office for Overseas Voting (OFOV)
their report and recommendation on the viability of continuing with the
implementation of the project.
On the basis of the reports, the Commission through the Office for
Overseas Voting (OFOV) may authorize the adoption of iRehistro Project in
other Posts,
The OFOV shall submit a detailed list to the Commission En Banc of the
Posts who will be authorized to adopt the iRehistro Project in theie registration
procedure.
