India, which is has emerged as worlds second largest mobile market, is also
the fifth largest producer of e-waste, discarding roughly 18.5 lakh metric tonnes of
electronic waste each year, a joint study by Assocham KPMG says. The telecom
equipment alone accounts for 12% of the e-waste.

Ministry of Power and the United States Agency for International Development
(USAID) have launched Indias first integrated web portal (www.nzeb.in) designed
to promote and mainstream Net Zero Energy Buildings (NZEB) in India. A first of
its kind, the portal provides complete information about Net Zero Energy Buildings
those that generate as much energy as they use as well as how to achieve near-
zero energy status through the use of efficient lighting and equipment, integration
of renewable energy technologies, and best practice design strategies. In addition,
the portal hosts the NZEB Alliance, an industry-wide body setup to drive the
Indian markets toward highly energy-efficient buildings.

India climbs to 41st slot on competitiveness ranking: India has moved up three
spots from last year to 41 on the IMD World Competitiveness Scoreboard, 2016.

According to government estimates, more than 1.04 Crore Youth have been trained
under the Skill India Mission in the year 2015-16 which is 36.8% higher than the
previous years recorded data.
Pradhan Mantri Kaushal Vikas Yojana (PMKVY), which was launched on July 15,
2015, alone has witnessed more than 20 lakh people, of which 40% are women
candidates, being training in their choice of skills.
A three day 100 Smart Cities India Conference was recently inaugurated by the
Minister of Urban Development Mr. M. Venkaiah Naidu in Berlin, Germany.
Work on a China backed nuclear power plant in Karachi will shortly begin.
This move is expected ease power shortages in Pakistans port city. The reactor is
supplied by the state-owned China National Nuclear Corporation (CNNC). Known
as K1, this is one of the 30 nuclear plants that China plans to establish by 2030
along its planned Silk Road. This will be the second nuclear power project in
Pakistan to use Chinas Hualong One technology. CNNC is also promoting this
technology in other countries such as Algeria and Sudan.

spots and whirling clouds visible to the naked eye. The planes thermal radio
emissions are partially absorbed by ammonia gas.
A team of scientists from Harvard University has created a unique bionic leaf
that uses solar energy to split water molecules into oxygen and hydrogen, and
hydrogen-eating bacteria to produce liquid fuels from CO2. Dubbed bionic leaf
2.0, the new system can convert solar energy to biomass with 10 percent
efficiency a number far higher than the one per cent seen in the fastest growing
plants. While the study shows the system can be used to generate usable fuels, its
potential doesnt end there. In many ways, the new system fulfils the promise of his
artificial leaf which used solar power to split water and make hydrogen fuel.
Scientists used a new cobalt-phosphorous alloy catalyst for this experiment.
Asias first Gyps Vulture Reintroduction Programme was recently launched by
Union Environment Minister Mr. Prakash Javadekar. As part of this programme,
the minister jointly released two Himalayan Griffons into the wild from the Jatayu
Conservation Breeding Centre, Pinjore. The Himalayan Griffon is closely related to
the critically endangered resident Gyps species of vultures but is not endangered.
Prime Minister Narendra Modi recently released the National Disaster Management
Plan (NDMP). This is the first ever national plan prepared in the country.
The plan is based on the four priority themes of the Sandai Framework, namely:
understanding disaster risk, improving disaster risk governance, investing in
disaster risk reduction (through structural and non-structural measures) and
disaster preparedness, early warning and building back better in the aftermath of a
disaster.

TIGER EXPRESS
In terms of Budget Announcement 2016-17, Minister of Railways
Mr. Suresh Prabhakar Prabhu (on June 05,2016) flagged off the inaugural run of
the Tiger Trail Circuit Train from Delhi Safdarjung Station.
The train with 5 days / 6 nights itinerary will start from Delhi Sufdarjung railway
station and travel via Katani, Jabalpur, Bandhavgadh, Kanha. The semi-luxury
train will take the guests onboard to the world famous Bandhavgarh and Kanha
National Parks in Madhya Pradesh. In trip will also take tourists to Dhuadhar
Waterfall in Bedhaghat near Jabalpur.

The Kanha National Park is known for the presence of tigers, Swamp Deer,
and the Barasingha. It is also recognized as the source of inspiration for the
famous writer Rudyard Kipling for his famous novel, The Jungle Book.
The Bandhavgarh National Park is known for its biodiversity. The density of
the tiger population at Bandhavgarh is one of the highest known in India. The
park has a large breeding poplation of leopards and various species of deer.

AMIR AMANULLAH AWARD


Prime Minister Mr. Narendra Modi has been conferred with Amir Amanullah Khan
Award, Afghanistans highest civilian honour. He was bestowed the honour by
President Ashraf Ghani after the inauguration of the landmark Afghan-India Friendship
Dam in Heart.

India and the US have announced the setting up of two financial assistance
programmes worth $60 million for supporting Indias much-needed clean energy
initiatives including in solar power and other renewable. This includes a creation of
a $20 million US-India Clean Energy Finance (USICEF) initiative, equally
supported by the United States and India.
Pakistan tops the list of countries figuring in the Malware Infection Index
2016 prepared by Microsoft. India is placed at the 8th position. The index
identifies the key malware threats in the region and ranks markets in Asia-Pacific

according to how much they are affected. The index has also identified the top
three most encountered malware as Gamarue, a malicious computer worm that is
commonly distributed via exploit kits and social engineering; and skeeyah and
Peals which are Trojans that try to look innocent to convince you to install them,
the index reveals, Out of the top five locations across the globe most at risk of
infection, a total of four are from the Asia Pacific Pakistan, Indonesia, Bangladesh
and Nepal, topping the rankings at first, second, fourth and fifth places
respectively.
Assams Guwahati became the first city in the country to have its own city
animal with the district administration declaring the Gangetic river dolphin
as the mascot. It is locally known as Sihu. The district administration had
organised online and offline voting among three protected creatures, which are on
the verge of extinction, to decide the mascot. Along with Gangetic river dolphin, the
other two animals were black softshell turtle (Bor Kaso) and greater adjutant stork
(Hargila).
World Environment Day (WED) was celebrated across the globe on 5th June. The
objective of the event is to raise awareness about the leading issue of the
sustainability of our environment. It was initiated in 1973 by the United Nations
General Assembly and United Nations Environment Programme (UNEP) to address
colossal issues like global warming, deforestation and food shortages among many
others. The Theme for 2016 is Go Wild for Life (ZERO TOLERANCE FOR THE
ILLEGAL WILDLIFE TRADE). Anglo is the host country of this year.
India has been placed at the second position in retail potential in the 2016 Global
Retain Development Index (GRDI). The country was ranked 15 in the previous year.

based consultancy. Indias retail sector has expanded at a compound annual
growth rate of 8.8 per cent between 2013 and 2015, according to the report.

PELINDABA TREATY
India is planning to ask African countries to relax commitment to the
Pelindaba Treaty which controls supply of uranium from key mineral hubs of Africa to
the rest of the world. As part of this, prevented it from ratifying the agreement Namibia is
the fourth largest producer of Uranium.

The Pelindaba Treaty signed in 1996, also known as the African Nuclear Weapon
Free Zone Treaty, aims at preventing nuclear prolilferation and preventing
strategic minerals of Africa from being exported freely. The treaty was signed in
1996 and came into effect with the 28th ratification on 15 July 2009.

NEW ELEMENTS IN THE PERIODIC TABLE


Names for four new elements, formerly known by their respective atomic numbers
113, 115, 117 and 118, have been proposed by the International Union of Pure and
Applied Chemistry (IUPAC). The proposed names are nihonium (Nh), moscovium
(Mc), tennessine (Ts) and organesson (Og). The names are on a five-month probation
before things are made official.

Tennessee is the second US state to be recognized with an element; California was


the first.
Oganesson, symbol Og, for element 118. The name honors Russian physicist Yuri
Oganessian.
Nihonium, symbol Nh, for element 113. The element was discovered in Japan, and
Nihon is one way to say the countrys name in Japanese. Its the first element to
be discovered in an Asian country.
Moscovium has been named after Russias capital Mosow.
The International Union of Pure and Applied Chemistry (IUPAC) is an international
federation of National Adhering Organizations that represents chemists in
individual countries. It is a member of the International Council for Science (ICSU).
The international headquarters of IUPAC is in Zurich, Switzerland.

EXERCISE MALABAR 2016


India, Japan and the United States began the annual exercise Malabar 2016. This
is the 20th edition of Malabar Exercise. The main aim of this exercise is to boost the
interoperability amongst the three navies and develop common understanding of
procedures for Maritime Security Operations.
Malabar 2016 will be conducted with the harbour phase at Sesebo and with the
sea phase in the Pacific Ocean.

The Malabar exercise began as a joint naval exercise between the United States
and India back in 1992. It has been the subject of concern over the past few years
because of its potential for expansion.
In 2015, Japan participated together with Washington and New Delhi as part
of a longstanding effort to get Tokyo involved as a payment member of the
exercise.

NATIONAL CIVIL AVIATION POLICY (NCAP) 2016


The Union Ministry of Civil Aviation (MoCA) released National Civil Aviation Policy
(NCAP) 2016 on 15 June 2016. The policys mission is to provide safe, secure, affordable
and sustainable air travel for passengers and air transportation of cargo with access to
various parts of India and the world.
Vision of the Policy
To create an eco-system to make flying affordable for the masses.
To enable 30 crore domestic ticketing by 2022 and 50 crore by 2017.
To increase international ticketing 20 crore by 2027
Increase cargo volumes to 10 million tonnes by 2027.

The Union Cabinet has cleared the Civil Aviation Policy in order to boost the
domestic aviation sector and provide passenger-friendly fares. This new policy aims
at providing various benefits to domestic airline passengers. In a boost for domestic
carriers, the government also amended what is called the 5/20 rule, which allowed
only airlines that had operated for five years and had 20 aircraft in their fleets to
fly internationally.
Rajasthan Chief Minister Vasundhara Raje recently launched two apps. One, a
mobile app RajVayu for sharing information about air quality index of Jaipur,
Jodhpur and Udaipur. Another app Drishti for monitoring of pollution levels in
industrial regions. Both apps were launched on the eve of World Environment Day.
RajVayu is based on the data collected by sophisticated air quality monitoring
equipment and weather sensors. It would share details about the air quality, such
as levels of pollutants likes Particulate Matter, SOx, NOx, CO, Ozone particles with
the city residents and tourists.
Also, temperature, humidity, wind speed, weather forecast and advisories would be
issued through this. Rajasthan State Pollution Control Board (RSPCB) is the first

state Board in the country to have this app for its citizens. This is based on
the System of Air Quality and Weather Forecasting Research (SAFAR-India).
Presently, Delhi, Mumbai and Pune are connected with this system.
With its oil demand galloping 8.1% in 2015, India has surpassed Japan to become
the worlds third-largest oil consumer. India is the third-largest consumer
behind the U.S. and China. Also, global demand for primary energy grew only 1%
in 2015, which is significantly slower than the 10-year average. Oil remained the
worlds leading fuel, accounting for 32.9% of global energy consumption and is
gaining market share for the first time since 1999. Coal came in as the second-
largest fuel by market share (29.2%). Natural gas market share of primary energy
consumption stood at 23.8%.
Unprecedented new details of medieval cities hidden under jungle in Cambodia
near Angkor Wat, have been revealed using lasers shedding new light on the
civilisation behind the worlds largest religious complex. Angkor Wat a UNESCO
World Heritage site seen as among the most important in south-east Asia, is
considered one of the ancient wonders of the world. It was constructed from the
early to mid 1100s by King Suryavarman II at the height of the Khmer Empires
political and Military Power and was among the largest preindustrial cities in the
world. While the Khmer Empire was initially Hindu, it increasingly adopted
Buddhism and both religions can be seen on display at the comples.

T.S.R. SUBRAMANIAN COMMITTEE REPORT


[NEW EDUCATION POLICY]
A high-power committee headed by former Cabinet Secretary T.S.R. Subramanian,
tasked with drawing a blueprint for a new national education policy, has recommended
that the law that set up the higher education regulator University Grants Commission
(UGC) be allowed to lapse. The committee recently submitted its report to the Ministry
of Human Resource Development.
An expert Committee headed by Hari Gautam recently had examined
thoroughly the past, present and future role of UGC. The report is under
examination by the Ministry. The report had concluded that the UGC does not have
the adequate number of personnel, of requisite quality, to be an effective regulatory force
in the higher education sector.

Important recommendations made by the Subramanian Committee:


An Indian Education Service (IES) should be established as an all India service
with officers being on permanent settlement to the state governments but with
the cadre controlling authority vesting with the Human Resource Development (HRD)
ministry.
The outlay on education should be raised to at least 6% of GDP without further
loss of time.
There should be minimum eligibility condition with 50% marks at graduate level
for entry to existing B.Ed courses. Teacher Entrance Tests (TET) should be made
compulsory for recruitment of all teachers. The Centre and states should jointly
lay down norms and standards for TET.
Compulsory licensing or certification for teachers in government and private schools
should be made mandatory, with provision for renewal every 10 years based on
independent external testing.
Pre-school education for children in the age group of 4 to 5 years should be declared
as a right and a programme for it implemented immediately.
The no detention policy must be continued for young children until completion
of class V when the child will be 11 years old. At the upper primary stage, the
system of detention shall be restored subject to the provision of remedial coaching
and at least two extra chances being offered to prove his capability to move to a higher
class.
On-demand board exams should be introduced to offer flexibility and reduce year and
stress of students and parents. A National Level Test open to every student who
has completed class XII from any School Board should be designed.
The mid-day meal (MDM) programme should now be extended to cover students
of secondary schools. This is necessary as levels of malnutrition and anaemia
continue to be high among adolescents.
Top 200 foreign universities should be allowed to open campuses in India and
give the same degree which is acceptable in the home country of the said university.
The University Grants Commission (UGC) of India is a statutory body set up in
1956, and is charged with coordination, determination and maintenance of standards
of higher education.
After independence, the University Education Commission was set up in 1948
under the Chairmanship of S. Radhakrishnan and it recommended that the UGC be

reconstituted on the general model of the University Grants Commission of the United
Kingdom.
The UGC was however, formally established in November 1956, by an Act of
Parliament as a statutory body of the Government of India.

USE OF POTASSIUM BROMATE AS FOOD ADDITIVE BANNED


The government has banned the use of potassium bromated as a food additive
following a Centre for Science and Environment (CSE) study that found its presence in
bread caused cancer.

Indian Space Research Organisation (ISRO) (on June 22, 2016) launched a record
20 satellites in a single mission from the Satish Dhawan Space Center in Sriharikota,
Andhra Pradesh. With this launch of 20 satellites, ISRO also managed to break its
previous record of placing 10 satellites into orbit in a single mission in 2008.

Indias solar dome project has been nominated for display in the Astana Expo 2017
that will be held in Kazakhstan. Prime Minister Narendra Modi has announced Indias
participation in Expo 2017 Astana during his visit to Kazakhstan. The main Theme of
the Expo is to showcase cutting edge technologies. The subtitle for the Exhibition is
Reducing CO2 emission.
Norwegian Parliament has pledged to make governments public procurement policy
deforestation-free. With this, Norway has become the first country in the world to
prohibit deforestation.
In a first, an instrument onboard an orbiting spacecraft has measured the methane
emissions from a specific leaking facility on Earths surface. The observation by the
Hyperion spectrometer on NASAs Earth Observing 1 (E0-1) is an important
breakthrough in our ability to eventually measure and monitor emissions of this
potent greenhouse gas from space.
At the recently held the two-day Rajasva Gyan Sangam, Prime Minister Narendra Modi
has asked senior tax officials to aim for widening the tax net from the present 5.4
crore households to 10 crore households all non-agricultural income households
mainly, by changing their attitudes towards taxpayers. He has given a five-point
charter to tax administrators embodied in the word RAPID. These are: revenue,
accountability, probity, information and digitisation. In India, while nearly 92% of

protect sea, coasts, ports and vital institutions along 7,516-km national coastline.
Bengalurus Indian Institute of science (IISc) is among the top 30 Asian Universities in
the 2016 Times Higher Education (THE) Asia University Rankings. This is the first
time an Indian University has made it to the top 30, with IISc in 27th place.

DECLARATION FOR PROMOTING SOLAR ENERGY

In a significant puch for solar power, the World Bank has signed an agreement
with the International Solar Alliance (ISA) launched by Prime Minister Narendra
Modi at the Pairs climate summit last year to mobilize $1 trillion in investments
by 2030. This agreement establishes the World Bank group as a financial partner
for the alliance.

According to president of World Bank, India had become a leader in


implementing for promises made in Pairs for COP21 and the efforts against
global warming.

The World Bank group president also signed an agreement to be the financial
partner for the International Solar Alliance that aims to collaborate on increasing

solar energy use around the world, with the goal of mobilising $1 trillion in
investments by 2030. The Alliance, consisting of 121 countries, is led by India.

ISA was launched at the UN Climate Change conference in Pairs in 2015 by Modi

India has also launched to tool named IESS 2047 (India Energy Security
Scenarios 2047 calculator) which aims to explore the potential of future energy
scenarios for India.

Bengal (1.49), Rajasthan (1.48), Kerala (0.98), Bihar (0.92), Karnataka (0.64) and
Goa (0.54).

Union Home Minister Mr.Rajnath Singh inaugurated the second anti drug working
group meeting of Heads of Drug control agencies of BRICS countries in New Delhi.
The meeting is being organized by the Narcotics Control Bureau (NCB)

ADB GIVES $ 100 MILLION TO TAMIL NADU

The government of India and the Asian Development Bank (ADB) have signed a $
100 million (Rs.670 crore) loan agreement to strengthen key irrigation and
drainage system and improve water management in the Vennar sub basin of
the Cauvery delta in Tamil Nadu.

The project will run through six rivers in the districts of Thanjavur and
Nagapattinam and involves resectioning of Pandavayar, Velleiyar,
Harichandranadi, Adappar, Valvanar and Vedaranyam Canal and desilting of
riverbeds as well.

CENTRAL INJECTS RS.22,915 CR INTO 13B PUBLIC SECTOR BANKS

In a bid to boost credit growth in the economy, the Central has announced a sum
of Rs.22,915 crore for recapitalisation of 13 public sector banks. State bank of
India (SBI) will receive the largest allocation of Rs.7,575 crore. Indian Overseas
Bank and Punjab National Bank are to get Rs.3,191 crore and Rs.2,816 crore
respectively.

In the Union Budget, the Central had allocated a total of Rs.25,000 crore for the
capitalisation of public sector banks in the current financial year 2016-17, in
line with the infusion plans announced under the umbrella scheme
Indradhanush introduced last year. The plan proposes infusions adding up to
Rs.25,000 crore in 2015-2016 as well as in 2016-17, followed by Rs.10,000 crore
each in 2017-18 and 2018-19.

Mission Indradhanush aimed to revamp the functioning of public sector banks so


that PSBs can compete with the Private Sector Banks.

The Mission is a brainchild of PJ Nayak Committee.

MAHADAYI RIVER DISPUTE


The Mahadayi water-sharing dispute has the states of Goa, Maharashtra and Karnataka
vying for water from the Mahadayi river.
Mahadayi, the west-flowing inter-state river in the Western Ghats, takes birth in
Degaon village, Kahnapur taluk, Belagavi district.
The river travels 35 km in Karnataka; 82 km in Goa before joining the Arabian Sea.
The River Mahadayi is called Mandovi in Goa.

74TH ANNIVERSARY OF QUIT INDIA MOVEMENT


74th Quit India Movement commemoration is followed throughout the country on
August 8, 2016. It is noted that the Quit India or August Kranthi Movement was
launched at the Bombay Session of All India Congress Committee on August
8, 1942.

Mission Bhagiratha: PM Modi recently inaugurated a massive 40,000-crore

water through a pipeline. The objective is to provide 100 liters of clean drinking
water per person in rural households and 150 liters per person in Urban
households.
Tiantong-01: China has successfully launched its first satellite for mobile
telecommunication, Tiantong-01. It is the first satellite of Chinas homemade

RAILWAY BUDGET TO BE MAERGED WITH GENERAL BUDGET FROM 2017


From the next fiscal, the 92-year-old practice of presenting a separate Rail
Budget is set to come to an end as the Finance Ministry accepted to Railway Minister
Suresh Prabhus proposal for merging it with the General Budget.
Following the recommendation of the 10 member-Ac worth Committee in 1920-21,
headed by British railway economist William Acworth. The Acworth Report led to
reorganization of railways, the railway finances of India were separated from the
general government finances in 1924. A practice which continues in Independent

BRICS WOMEN PARLIAMENTARIANS FORUM / JAIPUR DECLARATION


BRICS (Brazil, Russia, India, China and South Africa) women parliamentarians
forum on 21 August 2016 passed unanimously the Jaipur Declaration. The declaration
was adopted by them on the concluding day of the BRICS Women Parliamentarians
Forum meet held in Jaipur, Rajasthan. The declaration has emphasized the need to
inform, communicate and educate citizens about developmental schemes. This is second
such meeting (first one was held at Moscow in 2015).

GST
GST is being introduced in the country after a 13 year long journey since it was
first discussed in the report of the Kelkar Task Force on indirect taxes. A brief
chronology outlining the major milestones on the proposal for introduction of GST in
India is as follows:
In 2003, the Kelkar Task Force on indirect tax had suggested a comprehensive
Goods and Services Tax (GST) based on VAT principle.
Since the proposal involved reform / restructuring of not only indirect taxes levied
by the Centre but also the States, the responsibility of preparing a Design and Road Map
for the implementation of GST was assigned to the Empowered Committee of State
Finance Ministers (EC).
Based on input from Government of India and States, the EC released its First
Discussion Paper on Goods and Services Tax in India in November, 2009.
In order to take the GST related work further, a Joint Working Group consisting of
officers from Central as well as State Government was constituted in September,
2009.
In order to amend the Constitution to enable introduction of GST, the Constitution
(115 Amendment) Bill was introduced in the Lok Sabha in March 2011. As per the
prescribed procedure, the Bill was referred to the Standing Committee on Finance
of the Parliament for Examination and Report.
Meanwhile, in pursuance of the decision taken in a meeting between the Union
Finance Minister and the Empowered Committee of State Finance Ministers on 8th
November, 2012, a Committee on GST Design, consisting of the officials of the

Government of India, State Governments and the Empowered Committee was


constituted.
This Committee did a detailed discussion on GST design including the Constitution
(115th) Amendment Bill and submitted its report in January, 2013. Based on this
Report, the EC recommended certain changes in the Constitution Amendment Bill
in their meeting at Bhubaneswar in January 2013.
The Empowered Committee in the Bhubaneswar meeting also decided to constitute
three committees of officers to discuss and report on various aspects of GST as
follows:
- Committee on Place of Supply Rules and Revenue Neutral Rates;
- Committee on dual control, threshold and exemptions;
- Committee on IGST and GST on imports.
The Parliamentary Standing Committee submitted its Report in August, 2013 to the
Lok Sabha. The recommendations of the Empowered Committee and the
recommendations of the Parliamentary Standing Committee were examined in the
Ministry in consultation with the Legislative Department.
Most of the recommendations made by the Empowered Committee and the
Parliamentary Standing Committee were accepted and the draft Amendment Bill
was suitably revised.
The final draft Constitutional Amendment Bill incorporating the above states
changes were sent to the Empowered Committee for consideration in September
2013.
The EC once again made certain recommendations on the Bill after its meeting in
Shillong in November 2013. Certain recommendations of the Empowered
Committee were incorporated in the draft Constitution (115th Amendment) Bill. The
revised draft was sent for consideration of the Empowered Committee in March,
2014.
The 115th Constitutional (Amendment) Bill, 2011, for the introduction of GST
introduced in the Lok Sabha in March 2011 lapsed with the Dissolution of the 15th
Lok Sabha.
In June 2014, the draft Constitutional Amendment Bill was sent to the Empowered
Committee after approval of the new Government.
Based on a broad consensus reached with the Empowered Committee on the
contours of the Bill, the Cabinet on 17.12.2014 approved the proposal for

introduction of a Bill in the Parliament for amending the Constitution of India to


facilitate the introduction of Goods and Services Tax (GST) in the country. The Bill
was introduced in the Lok Sabha on 19.12.2014, and was passed by the Lok Sabha

submitted its report on 22.07.2015.
