Integrated Risks Based Project HSSE Management, An Overview.

Abstract

Upstream oil & gas project facility development is a very high-risk in potential health, safety,
security and environmental (HSSE) incidents. Failures in managing these risks will loss the
opportunity to achieve the project goals, on budget, on schedule, safe and reliable deliverables.
The HSSE Incident Risks may started and or initiated from the poor of front-end-loading HSSE
risks management or becoming frontally in construction project executions

Introduction

the initiation of project facilities production development is always triggering by the potential
business opportunity thats offered. It is always also demonstrated by the feasibility of the rate of
return promised. When we talk about rate of returns, they always develop risks and
manageability of the opportunity.

There are many reasons to response the situations such as:


A fact that HSSE is basically a moral obligation to make sure that the project is really a big
activity that sometime becoming an agent of changes either to the country, social as well as the
future of the nations.
A fact that HSSE is part of license to operate
A fact that HSSE is part of the success factor to demonstrate that the project is handling by a
professional project management team through strong risk management system.

With all the above facts, only a Project Management Team with proven professionalism, that can
advocate and deliver it. Professional Project Management Team leadership that can manage the
project risks can be identified as follow:
1. Demonstration of capacity in setting policy and standard performance expectation, and work
based on those.
2. Availability of the Business Process & management System as the basis of planning, program,
implementation and performance measurement.
3. Having an endurance and persistency to stewardship the above two as shown in the day to day
project execution as a feasible prove to all stakeholders and customers in wide meaning.

In most of project situation, project management team only pay enough attention when the
project nearly to the execution stage. When most of the team starting aware the magnitude of the
HSSE risks faced. Project planning and project control preparation do not incorporate
appropriate resource and schedule allocation HSSE risks management integrated into overall
project strategy and work breakdown structures.

Project Management is not Contracted Work Management. We need to emphasize these


phenomena. Project Management scope is always wider meaning referring to the project
development stages coverage. While, contracted work management is only limited to the works
that is being contracted to service provider or contractors.
