Recommendations for the inspection of painting

Information within brackets ([...]) in this document refers to local regulations.


Scope This document is intended for use as assistance for planning, procurement and
execution of inspection during painting. This inspection is divided into basic
inspection and additional inspection.

Changes since the Texts have been adjusted, and elements of previous information which are
previous edition obsolete, irrelevant to the target group or obvious have been removed. Texts
have been added to and adjusted, and the layout of the standard has been
updated. The document has been supplemented with new references to SIS
standard. Appendix 1 has been supplemented with check options for prepara-
tion grade.

1 General Before surface treatment commences, the person responsible for execution
must check that no other work is being carried out in the vicinity during the
surface treatment work which may have an adverse effect on the results of the
surface treatment, and prevent such other work being carried out.
The painting inspection is divided into basic inspection and additional inspec-
tion. For the additional inspection, the designer or surface protection expert
must indicate in the inspection plan the inspection elements to be im-
plemented.
The painting contractor must provide information in plenty of time beforehand
on when the client can carry out an inspection. See also SSG 1000E,
edition 10.

2 Basic inspection Basic inspection includes inspection measures which are general in nature and
should be carried out in the case of all surface treatment. Basic inspection is
normally carried out as a self-inspection by the painting contractor.
The results of the inspection and information on measures undertaken in
connection with this must be noted using - for example - the form "Basic
inspection report", Appendix 1.
Any non-conformances will also be noted on the form "Deviation report",
appendix 3.

2.1 Scope of inspection The inspector must arrange access to the information in the contract or other
procurement documents which relates to the surface protection of the object,
e.g. SSG's surface protection standard SSG 1000E - SSG 1030E, and check
compliance with both these and other relevant norms or instructions. The
scope of the inspection may be limited to random samples, unless required
otherwise in an inspection plan, for example. These should be distributed over
the entire object. Particular attention will be paid to surfaces which are difficult
to treat and difficult to access.

2.2 Constructional details The inspector or a specialist in surface protection should at an early stage and
with regard to surface preferably before fabrication of the object be given an opportunity to give their
protection views regarding aspects of the design of the object which are relevant from the
standpoint of surface protection. This is to be done to ensure that con-
structional details do not prevent or impede provision of satisfactory surface
protection. See also SSG 1000E, edition 10.

2.3 Requirements for steel The rust grade of the steel surface will be assessed as specified in
surfaces to be painted ISO 8501-1:2007, edition 2 and ISO 8501-2, edition 1. The preparation grade
for welds, edges and other areas with defects will be assessed as specified in
ISO 8501-3:2006, edition 2. Check that the steel substrate complies with the
requirements specified in the applicable documents.
Steel preparation work such as rounding of edges, the appearance of welds,
the surface smoothness of cut surfaces, removal of weld spatter and slag, shall
normally have been carried out in conjunction with welding and fabrication.

2.3.1 Washing Substrates shall be washed prior to final blast cleaning or manual/mechanical
treatment and painting. Choice of detergent depends on the impurities present.
During maintenance painting in the pulp and paper industry, a large proportion
of impurities on existing substrates are water soluble products which cannot be
removed with organic solvents, examples are dried liquor, lime dust in the
mixing plant or sodium sulphate in the soda pulp plant. The most appropriate
agent here is water or steam. Removal of oil and grease requires some type of
emulsifying detergent and/or organic solvent.
Different washing methods are described in SSG 1011E, edition 8.

2.3.2 The abrasive quality Check that the type and particle size of the blasting abrasive are such that the

regarding type and particle size on the package or from the supplier of the
abrasive is approved.
Abrasive shall comply with the requirements specified in ISO 11124 - 11127.
Abrasive for reuse shall contain not more than 100 mg oil + grease per kg of
abrasive
An inspection must be carried out to ensure that an appropriate blasting agent
or, where appropriate, abrasive is used in the case of compound steel struc-
tures where stainless metal is present.

2.3.3 Blasting equipment The compressed air supplied to the blasting plant shall be clean and dry. It must
not contain oil, and water must be present only in the form of vapour. The oil
and water separator of the compressed air equipment should be checked
regularly. The compressor should have an effective after cooler. The cleanli-
ness of the compressed air can be checked by blowing it through a thin white
cloth (blotter test). See also SSG 1011E, edition 8.

2.3.4 Inspection of prepara- After the preparation a check should be made of the preparation grade and

complies with the requirements of the painting specification and that any loose
layers and/or mill scale have been removed.
Surface roughness is to be checked by reference to the surface roughness
comparator in accordance with ISO 8503-2:2012, edition 2.
The preparation grade for welds, edges and other areas with defects will be
inspected as specified in ISO 8501-3:2006, edition 2.

2.4 Pain or paint system Check paint or paint system agrees with the information in SSG 1006E, edition
6, SSG 1015E, edition 5, SSG 1021E- 1030E, edition 7 and SSG 1100E,
edition 2.

2.5 Painting equipment Check that the spraying equipment used has sufficient volumetric and pressure
capacity and a nozzle suitable for the paint types in question.
When zinc rich paints are sprayed, especially when spraying capacity is low or
when there are longer delays in painting, a motorised agitator shall be used in
the paint container in order to prevent settlement of pigment.

2.6 Mixing, application Check that the paint is mixed in accordance with the instructions of the
manufacturer. When two-pack paints are used, the base and curing agent shall
be thoroughly mixed. a mechanical agitator is recommended.
Note [According to AFS 2005:18 Thermosetting Plastics, packages that have
been opened are not allowed at temporary workplaces.]

2.7 Pot life Make sure that the pot life of two pack paints is not exceeded. This applies in
particular in the case of two pack waterborne epoxy paints whose viscosity
does not change noticeably in spite of the fact that the paint is approaching its
expiration date.

2.8 Over coating intervals Make sure that the over coating intervals recommended by the paint manu-

with. Paints shall be applied to the prescribed coat thickness as per
SSG 1005E, edition 12, SSG 1009E, edition 11 and SSG 1010E, edition 10.

2.9 Inspection and measur- See Appendix 4 for examples of appropriate inspection and measuring
ing equipment equipment. The inspector must be very familiar with the operation of inspection
equipment. Inspection and measuring equipment must be maintained well and
undergo regular calibration.

2.10 Temperature, relative Control of the environmental conditions while work proceeds shall be
humidity and dew point documented in a diary or similar; this applies to both preparation and painting.
The temperature of the steel substrate shall be at least 3C higher than the dew
point of the ambient air, or shall conform to the guidelines set out in
ISO 8502-4, edition 1. Attention must also be paid to the paint manufacturers
recommendations concerning lowest application temperature and curing
conditions for current paint type. The most convenient way of determining the
dew point is to use a direct reading digital instrument. It can also be determined
from measured values of relative humidity and temperature using the IX
diagram reproduced below.
Determination of the temperature of the steel substrate and the dew point of
the ambient air is carried out to find the risk of condensation of moisture on the
steel substrate, since the temperature of the steel substrate affects humidity in
the immediate vicinity of the substrate. The relationship between the water

content, temperature and relative humidity of air can be studied from the IX di-
agram.

At +9C and 100% relative humidity outdoors (1), the water content of air is
7.2 g/kg. If the air in a room is heated to +20C, RH drops to 50% (2). If however
the material in the room has a temperature of only 15C, the relative humidity
is 67% (3) near the steel substrates which are to be painted. If there is also a
moisture gain in the room so that the water content rises to e.g. 8.5 g/kg, the
relative humidity at the steel substrate of 15C temperature rises to 80% (4).
The dew point temperature of the air is then 11.6C (5). If the material had this
or a lower temperature, moisture would condense on the steel substrates.
Relative humidity can be measured with a hygrometer and the surface
temperature with a surface temperature sensor, e.g. a digital thermometer.

2.11 Inspection of layer


thickness

2.11.1 Wet film Check the thickness of the wet paint film with a special wet film thickness
gauge immediately after application in order to prevent thickness errors.

2.11.2 Dry film The thickness of the dry film shall be checked and assessed in accordance with
ISO 19840:2012, edition 2. The results shall be entered on the form "Report
on basic inspection", appendix 1.
Some paint systems have such a short over coating interval that - if this is
utilised - measurement of the dry film in accordance with ISO 19840:2012,
edition 2 cannot be carried out for the individual films. In such cases wet film
measurement shall be made and documented. Determination of the dry film

thickness of the whole system shall obviously be made as soon as the paint
has dried or cured sufficiently.

2.11.3 Processing of meas- When there is a painting specification, the film thickness specified shall be
ured values and film regarded as nominal unless stated otherwise. The nominal film thickness shall
thickness serve as the reference value for determination of thickness deviations.
Note Whether the film thickness is specified as 100 m or as 100 m minimum
thus makes no difference in referring to the standard.
If film thicknesses are specified and if no other agreement has been reached,
the film on a representative area of the object shall be deemed to have the
approved thickness if the following requirements are complied with:
1. The mean film thickness shall not be less than the nominal film thickness.
2. The smallest local thickness shall not be less than 80% of the nominal
film thickness, according to ISO 19840:2012, edition 2. Note. that no
requirement is specified regarding individual measured values.
3. A film thickness greater than twice the nominal thickness is not normally
approved. see SSG 1005E, edition 12.

2.12 Control of final Check that the finish agrees with that specified in SSG 1005E, edition 12.

Check, in the case of initial painting, that any touch-up painting complies with
the requirements in SSG 1005E, edition 12, section Paint damaged by welding
and heat and Mechanical damage.
Check that the agreed documentation reports (belonging to appendices to
SSG 1017E) have been compiled.

3 Additional inspection The additional inspection includes elements which in certain cases are
required in addition to basic inspection of surface treatment objects with special
requirements, particularly in more corrosive environments.
The results of the additional inspection can be noted on the form "Report on
additional inspection of corrosion protection painting", Appendix 2.
Any non-conformances will also be noted on the form "Deviation report of
corrosion protection painting", Appendix 3.

3.1 Wet sample If necessary, wet samples of the paint may be sent for analysis so as to ensure
that the product meets specified requirements. If wet samples are to be taken,
this must be indicated in the procurement.

3.2 Adhesion Inspection of adhesion must take place using one of the following methods,
depending on what is stated in the requirements specification:
pull-off test in accordance with ISO 4624, edition 1
pull-off test in accordance with ISO 16276:2007 edition 1
crosscut test in accordance with ISO 2409:2013, edition 3.
The crosscut test is suitable to carry out on some paints with small film thick-
nesses. At least three determinations shall be made over a test area of limited
size.

3.3 Porosity Inspection of pore density must be carried out where required. The check
should be made on e.g. lined tanks, painted structures intended for exposure
in water or a very humid environment, or where very strong chemical action
may occur.
The entire surface of the object shall be regarded as a test area. Corners,
edges and welds are also regarded as part of the test area. Unless an
agreement to the contrary has been reached, no pores are tolerated. If the
pores found have been treated, the painting must again inspected if a pore-free
surface is specified.
This inspection must be carried out as specified in ISO 29601:2011, edition 1.
This means that the normal low-voltage type of pore search instrument must
be used for layer thicknesses with an average value of up to 500 mm, while the
normal high-voltage type must be used for layer thicknesses with an average
value above 500 mm. The method and voltage will be decided between the
parties prior to inspection for values between 300 and 500 mm. The paint
supplier must be consulted before carrying out pore searching.

3.4 Surfaces subject to In the case of objects subject to more stringent aesthetic requirements such as

3.5 Dust test A dust test must be carried out as specified in ISO 8502-3, edition 2.

3.6 Chloride test A chloride test must be carried out as specified in ISO 8502-6:2006, edition 2
or ISO 8502-9, edition 1.

4 Requirements for paint- An inspection must be carried out to ensure that eligibility requirements for the
ing contractor and its painting contractor are met, as specified in SSG 1000E, edition 10. The
personnel painting contractor's self-inspection officer must meet the requirements laid
down in the painting company's quality system.
The inspector should not be the same person as the person who carried out
the painting.

5 Inspection report

5.1 Diary A journal must be kept of all inspection work, and this information must not be
noted after the event. This diary shall be filed together with the other
documents.

5.2 Inspection reports Unless an agreement to the contrary has been reached, details of the works
inspection shall be entered in SSG 1017E, appendix 1, 2 and 3. Unless an
agreement to the contrary has been reached, the top copies of the reports, to-
gether with any inspection certificates, shall be handed to the principal client
no later than at the time of the final or delivery inspection.

5.3 Inspection certificate The results of inspections and measures undertaken on objects must be
summarised in an inspection certificate which the responsible work manager is
responsible for compiling.
