Red Ribbon Campaign

bon Campaign, a national sub-
stance abuse initiative supported by
numerous civil and military agen-
cies.
Because of Sept. 11, we saw a
change in the way “we do business”.
One thing will not change, that’s

lifestyle for all our members. The
Civil Air Patrol DDR program, as
well as all substance abuse preven-
tion programs, will continue to do
what’s necessary to see that our
country does what it can to help
eliminate the use and abuse of
drugs. Red Ribbon Week is dedi-
cated to Drug Enforcement Agent
Enrique Camarena, who was killed
by drug traffickers in Mexico twenty
years ago. In response to his death,
angered people across the country
began wearing red ribbons as a
symbol of their commitment to being

a difference and that together we can
give the greatest gift to our future:
drug-free youth. Red Ribbons have
been ordered and will be distributed
to all Wing squadrons in late Septem-
ber. Additional campaign information
will be forwarded to squadron com-
manders during September. Contact
your Wing Drug Demand Reduction

IG Inspections
For all Maine Wing squadrons. CAPR
123-3 requires that the Wing IG's
schedule Subordinate Unit Inspec-
tions (SUI) at intervals of 24 months
or less. In order to comply to this re-
quirement and to give squadron com-
manders/staff officers plenty of time to
prepare, I have developed a schedule
for the next cycle of inspections over
the next two years. (Oh Joy!) Check
the Wing calendar and see when your
squadron is scheduled. It will be ap-
proximately 2 years from your last
SUI. FYI, our next scheduled inspec-
tion is for Augusta-Gardiner in No-
vember, 2004. Following that is Cum-
berland County Sq., in Jan 2005 (I
think). Please review the inspection
report for your last SUI and insure
that corrective action is effective on all
the "Findings" in that report. For any
questions, contact your friendly Maine
Wing/IG.

Trip
Sometime in October, date to be de-
termined, Cumberland County will
organize a one day trip to Washing-
ton, Dulles field to see the new
Smithsonian Annex. Flight will be
from PWM on Independence Air
which offers non stop jet service.
We hope the price will be reason-
able and fares may be based on
how many passengers we have and
what day of week we travel. I would
prefer to only have Seniors on this
trip at this time. If you are interested
in traveling with us please contact

International Parade Lead by CAP
Color and Honor Guard
On August 9, 2003, the Maine Wing
Squadrons from St Croix Composite,
Machias Valley and Downeast once
again participated in the International
Parade from Calais, Maine to St
Stephens, New Brunswick. In addi-
tion, the Honor Guard from many dif-
ferent squadrons participated. This
year was special to Maine Wing, CAP
because we lead the parade, which
has not been done for many years. It
seems the organizers of the event can
count on CAP personnel to be on time
and to be very professional. Less
problems for them and believe me
they have many problems to deal
with, before, during and after the

both the missing young lady in Co-
lumbia Falls and the lost pilot out of
Pushaw Lake. While I do not have
all the details on the missing young
lady in Washington County, I think it
is important to let all know that
Maine Wing was activated to assist
the Warden's Service in these two
missions. Many Maine Wing mem-
bers went to Jonesboro and then on
to Bradford then Greenville for these
searches. They did a fine job in both
cases, Lt. Pat Dorian of the Warden
Service expressed his gratitude for
the assistance as did other mem-
bers of the State Police. The loss of

husband Tim, and had been

flight. I can tell you that Tim and
his family are very grateful for the

fast as was done. Many of you
helped in this search. Your hard
work was greatly appreciated by
the Warden Service and the State
Police. They welcomed CAP into
the effort and did all they could to
accommodate our people. It was
an excellent showing of coopera-
tion between the agencies. My
conversations with the Wardens
and the State Police in Greenville
revealed their satisfaction with
our personnel and their gratitude
for our assistance. These were not
easy missions. As you know, the
weather was terrible, the terrain
was very difficult, and the circum-
stances were very tragic. All who
took part in the missions should be
congratulated for their work. You
performed in an outstanding man-
ner. Thank you all very much.

NHQ has posted a new approved
version of CAP regulation 60-3
(CAP EMERGENCY SERVICES
TRAINING AND OPERATIONAL
MISSIONS) dated 26-May-2004.

(requires Adobe Reader). The
changes are focused on Chapter 2
around Operational Specialty Rat-
ings (aka quals) and performance
standards. The changes are sig-
nificant and while there are perks
like quals not expiring for 3 years
rather than the current 2 years for
some specialties, a new CAP
Emergency Services test (CAPT
116) has also been posted. Be
aware the current 60-3 and new
60-3 require members to take the
new CAPT 116 test within 180
days of it's issuance in order to
maintain currency. This means
that even though you have com-
pleted an earlier version of the
online exam you will need to com-
plete the new exam as well. The
new exam has been posted at
https://ntc.cap.af.mil/es/tests.html
under the ES grouping. The CAPT
116 test is an open book question-
naire and can be completed by ref-
erencing the new 60-3. Addition-
ally there are three new online
tests for continuing education -
CAPT117 for ES. There are three
different 10 question tests (Part I,

The USAF news was interesting.
The First Air Force is noticeably
pulling CAP into its operational
planning. Along with that closer
relationship will come the in-
creased expectations from USAF
for improved training, record-
keeping, protection of USAF pro-
vided assets, and the PR aspect of
things like uniform wear, and con-
dition of rolling stock. It was said
by the USAF briefer that some ma-
jor issue resolutions will take place
in the next few months and will be
announced by the time of the Win-
ter National Boards. It took the US
almost three years to recover and
go on the offensive after the attack
on Pearl Harbor, and I guess it has
taken three years for it to do it
again after 9-11-2001, but I can
see programs jelling and strong
relationships developing toward
the goal of a strong Homeland Se-
curity system. Thanks again for all
that you do. Maine Wing did shine
at this conference, and I am look-
ing forward to its continued bril-
liance.

I am pleased to say that I did return
from the hot and humid State of Flor-
ida, as planned. I thank Major Chris
Hayden for his work in my stead while
I was away. It is truly a pleasure hav-
ing the comfort of knowing solid, reli-
able people are back home while I am
away. The residents of Punta Gorda,
south of Tampa, are certainly in tough
shape and the Florida Wing as well as
other regionally local units of CAP are
again proving their value to the State
of Florida. This year, not only did CAP
extract its pound of flesh from the at-
tendees, but also a pint of blood from
87 of us for the Red Cross to use to
supplement its recovery efforts there.
As you all have heard, Maine Wing
distinguished itself by receiving the
first place award for its Safety Pro-
gram submission...and a check for
$5,000.00. I had confidence that our
Safety Program had the merit to be
an award winner, but I was not sure of
the prize level. I thank our Safety Offi-
cer, 1 Lt. Peter Goss for his efforts
over the past months, and I thank
our Vice Commander, Major Hayden
for pulling together the video for the
submission. This award received
much attention from the attendees
and General Bowling was very ap-
preciative of the package. I will con-
firm that our new National Com-
mander is Major General Dwight
Wheless (who has said that one of
his priorities for this coming year is
to attend our Wing Conference in
April), and our new National Vice
Commander is Brigadier General
Tony Pineda. They should prove to
be a dynamic team and have dedi-
cated their time to CAP by suspend-
ing their professional careers in or-
der to devote their full time to their
new offices. Amazing dedication if
you ask me. Other significant news
is that CAP is increasing its pur-
chase of the new Cessna 182 mod-
els with glass cockpits from 20 to
40! Wow...does this mean that we
will get one or two? No...we need to
do better in the number of hours

flown category to be considered.
What are we doing about getting
those hours up to where we would
be considered for such equipment?
Well, on the Wing side, we are do-
ing our darndest to get more mis-
sions with MEMA, the Coast Guard
and other agencies. They are com-
ing around, but the gears of Home-
land Security are still slow. On the
individual pilot-member side, we
need more initiative and proficiency
flying.
As had been previously mentioned,
Maine Wing also received the North-
east Region Award for Aerospace
Education excellence. One of the
major factors in receiving this award
were the activities of those squad-
rons that received the A/E Excel-
lence awards from the Air Force As-
sociation. I urge all squadrons to
partake in that program. It is an
easy way to get $250 for your
squadron and to give aerospace the
attention it deserves from your ca-
