PURPOSE: This procedure is used as work instruction for Safety & Start up of LDO
System .

SCOPE: This procedure is applicable to LDO System located in JPL 4X600 MW.

RESPONSIBILITY: LDO Pump operator, Desk Engineer, Unit control Engineer & Shift In
charge.

SPECIFICATION OF LDO SYSTEM:

OVERVIEW OF LIGHT DIESEL OIL SYSTEM:

A coal fired unit incorporates oil burners to a firing capacity of 30 % of boiler load
for the following reasons:

a) To provide necessary ignition energy to light-up coal burner.

b) To stabilize the coal flame at low boiler/burner loads.

c) As a safe start-up fuel and for controlled heat input during light-off.

LDO system consists of three pumps in Phase I and same as in Phase II, two
running and one in standby condition.

SAFETY MEASURES: It is related with LDO Tank and equipment for supply LDO to
boiler.

A. Light Diesel Oil :

Light Diesel oil is inert, non-explosive, difficult to ignite in bulk and not capable of
spontaneous combustion. The vapour is explosive when mixed with air and being
heavier than air accumulates in low levels and confined spaces. It is always present
in partly filled oil tanks and is given off through the vents from the tanks being
filled. A leak in any of the oil burning system may result in an accumulation of this
explosive vapour. Ignition of the vapour can be caused by an electric spark,
smoking, spark caused by striking metal, the filament of a broken electric lamp,
sparks from a chimney and from fires under boiler. An oil fire cannot easily be
extinguished by water, but may be extinguished by sand, steam or chemical fire
extinguishers which should always be available in the plant.

Precautions:

a) Watch for tank oil temperatures.


b) Motor bearing temperatures etc.
c) Prevent ignition of inflammable vapours in the vicinity.
d) Attend to fuel oil leaks without delay.
e) Identify the areas prohibited for smoking.
f) Prohibited entry of unauthorised persons.
g) Display prohibition and other caution boards and notices at appropriate places
both in local language and in English.
While operating with any fuel oil system equipment, observe the respective safety
and

fire regulations, as well as the regulations concerning the handling of inflammable

liquids valid in the state of the user.

LDO Fire Fighting system comprises of :

A. SPRAY WATER SYSTEM: The Spray Water system for extinguishing of fire outside
of tank, which gets operated in case of sensing of fire by the quartz bulb, which
results in operation of Deluge valve. Under normal condition the pressure above
the diaphragm is 10ksc.
B. FOAM SYSTEM: Fire-fighting foam is a foam used for fire suppression. Its role is to
cool the fire and to coat the fuel, preventing its contact with oxygen, resulting in
suppression of the combustion.

Foam system for extinguishing of fire inside the tank, which gets operated in case
of sensing of fire by the quartz material, which results in operation of Deluge valve.
The Foam system consists of a bladder tank (filled with foam forming chemical),
and has a water shut-off valve which is kept open due to which concentrate foam
shut-off valve forced to remain in close position due pressure of water which
pushes the concentrate shut-off valve. On sensing of fire by the quartz material,
the quartz gets broken & pressure in the header will drop due to which concentrate
foam shut-off valve will be opened, thus the foam & water mixture get released
towards the tank for extinguishing of fire.

B. Equipment Care :
Always employ only experienced, reliable and trained personnel who are familiar
with the equipment, system and safety requirements for inspecting, cleaning or
repairing any equipment.

Have constant watch over the proper operating parameters like pressure,
temperature, differential pressure and flow of fuel oil, atomising air, combustion
air, etc., and set right deviations timely.

a) At the beginning of every shift, go around the equipment; keenly watch for any
malfunctioning, defects and failures.
b) Record the observations; let the equipment be attended to and the defect,
however small it may be, set right immediately; slackness may cost a boiler.
c) Keep environment clean; fuel leaks and accumulations could lead to havocs.
d) Take every necessary precautions while taking out from system such as
disconnect electric supply, remove spring or mechanical loading, release the
pressure, isolate from other system/equipment, drain or vent the oil or gaseous
fumes etc.,

Purpose of Fuel Oil :

Fuel Oil Preparation:

Pumping the oil is the major preparatory functions required on light fuel oil for
burning. Filtration of oil in one or more stages to remove any dust, dirt, sediments,
sledge etc. also forms part of preparation. This renders long trouble free service life
to pumps, valves and oil guns. It reduces wearing and clogging of atomiser nozzles.

There are course strainers at pump suction. The pumps are of screw type. The
pump delivery header pressure is varied for various firing rates by a pressure

maintaining cum regulating valve that relieves the excessively pressurized oil to the
pump suction (or) service tanks, which receives signal from UCB.

Pre-Checks and Normalization:

a) All Deluge Valve should be in charge condition.


b) Bladder tank should be in charged condition.
c) No PTW is pending on respective pump.
d) Both Incomer-1 & Incomer-2 are in service & Bus Coupler is in Auto.
e) Ensure module ON & control Supply is healthy in MCC.
f) Check tank level adequate > 1.5 m.
g) Open tank outlet valve and charge LDO from tank to suction header.
h) Ensure closing of drain valves in suction header.
i) Open suction filter inlet isolation valve and open filter vent & pump casing vent.
j) Keep venting of filter until proper oil flow is observed from vent.
k) Ensure proper venting from pump casing vent.
l) Isolate module before hand rotating.
m) If necessary hand rotate the pump shaft and fill it with oil.
n) Open re-circulation MIV across Short recirculation control valve and close drain
valve of recirculation line loop.
o) Line up re-circulation line up to LDO tank.
p) Ensure short re-circulation CV/bypass MIV is in full open condition.
q) Check DP(<0.3ksc) across filter is in service.
r) Open pump discharge valve.
s) Release EPB (Emergency Push Button).

STARTUP PROCEDURE :

a) Ensure all START permissive are healthy.


b) Start the pump in coordination with the field operator.
c) Control the discharge pressure by short Recirculation control valve and maintain
discharge pressure around 12ksc.
d) Check DP across Filter.
e) Check the pump condition from local and any oil leakage.
f) Check motor vibration & load/amps.

SHUTDOWN PROCEDURE :

a) Open the recirculation control valve to maintain minimum pressure.


b) Stop the pump from DCS.
c) Keep the Re-circulation control valve open to depressurize all lines.
d) EPB pressed.

ISOLATION PROCEDURE :

a) Ensure pump is in stopped condition and EPB pressed.


b) Switch off the Module at LDO MCC.

c) Close suction and discharge valve.


d) Open vent & drain of filter if filter cleaning is required.
