2 Overview
In order to avoid many invalid handover in some special scenes, adjusting the handover
based on neighbor cell level ratio to meet the requirements.
For example, in the following scenario, in the neighbor cell table of serving cell A, Cell B
and Cell C are defined. The specific neighbor cell information is in the following table:

When the UE moves to area where is common coverage of cell A, B and C; and
meets the handover requirements; cell B and cell C both have candidacy after
calculation. At same time, the signal intensity of cell C is higher than Cell B. The
premise that triggers the UE handover from cell A to cell C is B-A < = threshold.
According to normal logic, in the high way, when UE is moving from cell A to area
that common coverage of cell A, B and C, the handover will be triggered. Generally,
B-A is no less than the threshold, so cell C will not be a candidate, and that can avoid
repetitious handover A->C->B. Only on the byroad, it is logical that UE handovers
from cell A to cell C, as shown in the figure:
When UE moves from highway to byroad, only on the condition of UE satisfying B-A < =
threshold , the handover from cell A to cell C can be performed.

3 Technical Description
To the remedy handover, it doesnt need to consider neighbor cells level ratio. So there
is no modification.
For non-remedy handover, please refer to the previous handover decision algorithm. If all
neighbor cells do not meet the conditions for handover decision, UE will not initiate
handover; if certain neighbor cell meets the conditions, the handover is originated. If the
neighbor cell level ratio restriction is enabled, it needs to determine whether the neighbor
cell level ratio is configured. There are some cases to determine the number of neighbor:
If the limited number of neighbor cells is equal to 0, so there is no limitation in neighbor
cell, a successful handover is performed and none level ratio restriction is marked. And
UE continues to execute the next neighborhood decision. Until all the neighbor cells are
completed, UE will try to implement handover. If the limited number of neighbor cell does
not equal to 0, the instance of UE will refer to the configuration of neighbor cells level
ratio in the O&M to find out the level ratio from the neighbor cells list. If not found, we
consider the neighbor cell, who is the neighbor to the neighbor cell level ratio limited, the
level ratio is less than or equals to level ratio threshold, a successful handover is
performed and neighbor cell level ratio being not restricted is marked. And goes on to the
next neighbor handover decision. Until all the neighbor cells are completed, UE tries to
implement handover; if the neighbor cells configuration of level ratio limited, and it is
higher than the corresponding limit threshold, then the decision of neighbor cell handover
fails, and the neighbor cell is marked as the restricted cell. After handover decision
succeeds, add a decision condition to check whether the cell is the level ratio restricted
cell during selecting the target cell. If yes, excludes the cell from the target cells.
Every neighbor cell has to be configured with five restricted cells. At same time, that cell
can be restricted by multiple cells. Only one restriction condition is satisfied, the
handover to this cell wont be performed.

6 Engineering Guide
This feature is used in special scenarios to avoid some invalid handover, such as byroad.
The detailed application and B-A level threshold adjustment can refer to the drive test
analysis of network optimization.
Here if the number of C/I limited cell is 0, this feature is ineffective even if other
parameters are enabled.
If the objectID list of C/I limited cell is the neighbor cell number as shown below, the
handover and reselection cell number starts from 129.

Parameters Setting Default parameters
This feature avoids some invalid handover, and reduces call drop rate due to handover. If
parameters are set inappropriate or not by actual conditions, handover is limited
incorrectly, which leads to cell A only hands over traffic to cell C instead of cell B, making
cell B congested.
Thus the actual application should strictly accord with special scenarios condition, and
enables the feature after analysis.
