1 INTRODUCTION

1.1 SCOPE
This document is a part of the basic design package for Lift Dock, self-elevating and self-propelled jack up vessel
with removable floaters to facilitate the functions of a heavy lift transporter, act as a floating dock. This way the Lift
Dock can dock both floatable and non-floating assets by laterally and transversely.
The purpose of this document is to cover the minimum requirements for the design, manufacture, inspection,
certification, testing, commissioning and starting-up of Navigation Aid System to be installed on Lift Dock.
The SUPPLIER shall be responsible for the complete design, manufacture, supply, inspection, testing, preparation
for shipment for the Lanterns and Control Panels, including full compliance with all applicable design codes and
standards.
In no case this specification supersedes or deletes any applicable laws, codes and / or local regulations
requirements. Any deviation from the present specification at any stage of the project shall be clearly stated to the
COMPANY by the SUPPLIER. Any deviation from specifications and/or data-sheets shall be approved by the
COMPANY in a written form; otherwise the equipment will not be accepted.

1.2 INFORMATION
The vessel, Lift Dock is rectangular in shape with a 4 legs configuration. Advanced specialised vessel is a self-
propelled and self-elevating platform designed to the requirements of American Bureau of Shipping (ABS). The
vessel has 4 removable floaters arranged so as to facilitate the vessel to function like a versatile docking vessel.
The floaters along with 4 jack-houses is also referred as wing hull as in a floating dry-dock with spudded capability.
The Owners plan to certify the Lift Dock for the flag state of Singapore or China and have the hull and machinery
classed by the American Bureau of Shipping (ABS).

2 DEFINITIONS

1.4 GENERAL DEFINITIONS


Throughout this specification, the words may, should and shall when used in the context of actions by the
COMPANY or others, have specific meaning as follows:
May is used where alternatives are equally acceptable subject to prior approval by the COMPANY.
Should is used where provision is preferred. Shall is used where a provision is mandatory.

1.5 SPECIFIC DEFINITIONS


SUPPLIER: It is the party which carries out all or the part of the design engineering, procurement, construction,
commissioning of the project. The COMPANY may undertake all or part of the duties of the SUPPLIER.
The MANUFACTURER/SUPPLIER: It is the party which manufactures or supplies equipment and services to
perform the duties specified by the SUPPLIER.
COMPANY: It is the party which initiates the project and ultimately pays for its design and construction

4 ORDER OF PRECEDENCE
The Supplier shall bring to the attention of the COMPANY any requirements of this specification which, in his
opinion, are not in accordance with good engineering practice, are otherwise not suitable for the intended service,
or areas where potential cost savings could be made without prejudicing operability, availability and maintainability.
All such changes to this specification shall be agreed and approved by the COMPANY.
All conflicts between the requirements of this functional specification, related contract documents and International
Standards shall be referred to the COMPANY for clarification and approval.
Where conflicts occur, the order of precedence shall generally be:

5 ENVIRONMENTAL DESIGN CONDITIONS


The Navigational aid lanterns shall be designed based on the following tropical conditions unless otherwise
specifically described in the specification.
Max. Outside ambient temperature : 40C
Min. Outside ambient temperature : 0C
Max. Seawater temperature : 30C
Min. Seawater temperature : 4C
Relative humidity of air : Max.95%
Note: The environmental conditions will be reviewed and are subject to change during basic design stage.

6 SERVICE CONDITION
The equipment shall be designed to operate continuously at full load service in environmental conditions as defined
above.
All switchboards shall be suitable for indoor installation.
The equipment shall be suitable for operation, without deleterious effect, with variations
of voltage and frequencies as follows:

During Normal condition


Voltage: -10 % to +6 %
Frequency: 5 %

During Transient conditions


Voltage: 20 % (1.5 sec)
Frequency: 10 % (5 sec)

7 SCOPE OF SUPPLY
The scope of supply through, this specification shall include, but not limited to the following:
Obstruction lights and Navigation Lights.
Junction Boxes and Nickel/Chromium plated brass double compression type cable glands and tinned copper lugs
as required.
Flame retardant low smoke (FRLS) type interconnecting cables between solar panels and junction boxes as
required.
The SUPPLIER shall supply the following equipment and auxiliary systems and all other requirements in
accordance with this specification. Any equipment that is required for safe operation and shutdown of the
Navigational aid system as determined by the COMPANY but not specifically identified herein shall also be
included in the SUPPLIER's Scope of Supply.

2 TECHNICAL REQUIREMENT
All the equipment mounted outdoors shall be suitable for Class I, Division I, or Zone I hazardous area.

2.1 Obstruction Lights


The structure shall be marked at night by white lights, it shall be constructed and fixed as to ensure that at least
one light is visible upon approaching the structure from any direction. However minimum one light shall be provided
on each corner of the platform. Each bridge connecting with an adjacent platform shall also be provided with one
obstruction light.
The obstruction lights shall be placed above jack house structure.
Each obstruction light shall provide an effective light for a range of at least 10 nautical miles, with minimum
effective intensity of 1400 candelas.
The lights shall have a 360 degree, clear acrylic plastic lens with an impact resistant polycarbonate outer shield.
The lights shall be operated in unison with a flashing character according to Morse letter < U > and with a
maximum period of 15 seconds.
The apparent flash cycle shall be as given below
0.4 Sec. - ON
0.5 Sec. - OFF
0.4 Sec. - ON
0.5 Sec. - OFF
1.2 Sec. - ON
12 Sec. OFF
The lights are rated IP 56 minimum.
Each light shall be equipped with six position automatic lamp changer and controlled by sun switch mounted inside
the lantern.
Lights shall be designed to flash continuously in the event of failure of sun switches and shall burn steadily if the
polarity is accidentally reversed during hook-up/rewiring.

In the event of failure of one or more lights, continued operation of remaining lights with specified flash code shall
be strictly maintained. For this, each flashing units shall be provided with a flasher and automatic synchronization
feature.
The lights shall operate satisfactorily for an input of 24 volts D.C. + 5% at the base of lamp changer/flasher
assembly without any loss in performance or range.
Heat shields shall be provided on the lights located close to heat producing sources, e.g. Flare etc.

2.2 Aircraft warning light


The Aircraft warning lights shall be placed on the top of each leg and on the top of the cranes. Aircraft warning light
for legs shall be solar powered with luminance of 30 candela and 24V DC powered with 10 candela for the cranes.
These lights shall be RED and omnidirectional.
The lights are rated IP 56 minimum.

2.3 NUC light


The NUC lights shall be placed on the Antenna mast. The lights shall have a 360 degree, clear acrylic plastic lens
with an impact resistant polycarbonate outer shield with 3 NM visibility. NUC light shall be provided with reserve
light for redundancy. The lights shall operate satisfactorily for an input of 240 volts AC (ph-ph).
The lights are rated IP 56 minimum.

2.4 Mast light


The Mast lights shall be placed on the Antenna mast. The lights shall have a 225 degree, clear acrylic plastic lens
with an impact resistant polycarbonate outer shield with 6 NM visibility. Mast light shall be provided with reserve
light for redundancy. The Mast lights shall be placed at least 1 meter above the side lights. The lights shall operate
satisfactorily for an input of 240 volts AC (ph-ph).
The lights are rated IP 56 minimum.

2.5 Stern light


The Stern lights shall be placed at AFT. The lights shall have a 135 degree, clear acrylic plastic lens with an impact
resistant polycarbonate outer shield with 3 NM visibility. Stern light shall be provided with reserve light for
redundancy. The lights shall operate satisfactorily for an input of 240 volts AC (ph-ph).
The lights are rated IP 56 minimum.

2.6 Side light


The Side lights shall be placed on at starboard side and port side. The lights shall have a 112.5 degree, red for
port side and green for starboard side, acrylic plastic lens with an impact resistant polycarbonate outer shield with 3
NM visibility. Side light shall be provided with reserve light for redundancy. The lights shall operate satisfactorily for
an input of 240 volts AC (ph-ph).
The lights are rated IP 56 minimum.

2.7 Anchor light


The Anchor light shall be placed on the mast. The lights shall have a 360 degree, clear acrylic plastic lens with an
impact resistant polycarbonate outer shield with 3 NM visibility. Anchor light shall be provided with reserve light for
redundancy. The lights shall operate satisfactorily for an input of 240 volts AC (ph-ph).
The lights are rated IP 56 minimum.

2.8 Cabling and Wiring


All wiring, terminals and connection points shall be permanently labelled with the same notation as shown on the
vendor's approved schematic and hook-up drawings. The wiring must be installed in accordance with a recognised
wiring code and the circuit should be fitted with a fuse or circuit breaker.

2.9 Mechanical
All components and devices shall be ready for direct mounting with footings, stanchions, bases and housing
supplied. Each lantern shall be equipped with a 360 degree lens suitable for mounting on a leveling type pedestal.

2.10 Material and Finish


All materials shall be selected and finished to resist the Environmental Design Conditions specified in section 5 of
this document. Painting shall be done as per general specification. All electronic circuit boards shall be tropicalised
to prelude corrosion and fungus growth.

2.11 Junction / Adapter Boxes


For remote located navigational aids (obstruction lights), bigger size cables may need to be used considering
Voltage drop. In such cases suitable junction boxes/adaptor boxes for cable termination and also provision for
looping of the cable to the next equipment shall be provided.

2.12 Identification
All lanterns and related devices and materials shall have affixed externally a permanent tag in a contrasting colour
and lettering at least 12mm high. The tag inscription shall be in line with the equipment number list. The language
for all labels shall be English.

8 INSPECTION & TESTING REQUIREMENT


Inspection shall be carried out by the COMPANY or their authorized representative. They shall have at any time,
entry to plants, including sub SUPPLIERs plants, to inspect the ongoing work or to witness testing of equipment.
The SUPPLIER shall submit a detailed proposed inspection and testing schedule to the COMPANY 6 weeks prior
to the commencement of the test program.
Should these test requirements be below that required in manufacturers standard test, manufacturers standard
test will then be the requirement. All facilities materials, tools, labour and expendables required to run the tests shall
be supplied by SUPPLIER and shall be included in his bid.
Testing and inspection shall include but not necessarily limited to the following:
- A visual inspection shall be made to ensure that good workmanship and practices were maintained throughout
fabrication and assembly.

- A quantitative check shall be made to ensure that all items, in specified quantities, are present according to the
purchase order and packing list.
- A functional test including synchronization check shall be conducted with all devices interconnected to verify
system operation ".
- Insulation resistance test of all wiring.
- Laboratory tests of luminaries for their compliance with indicated range.
- Burn out test on all equipments collectively as one system for 100 hrs.
Test reports and type test certificates shall be furnished to the Company..

9 COMMISSIONING AND START-UP


Assistance to start up and commissioning the equipment in yard shall be part of Supplier Scope of Work.
The Supplier shall clearly state the required date for local special skilled labour or his own team of specialists for
such installation and/or commissioning of the equipment as part of the Scope.

10 SPARE PARTS
SUPPLIER shall provide spare parts needed for start-up and commissioning and spares needed for 6 months
normal operation. In addition, SUPPLIER shall also furnish a separate itemized priced list of recommended spares
for one (1) years normal operation and maintenance. Lists shall include part number, part description, serial
number and normal delivery lead time. The SUPPLIER shall ensure listed parts are available for shipment at the
time of equipment shipment.
Each navigation light should be marked with the manufacturers name or symbol, and designation of type; different
applications according to COLREG, and delimitation angles; production and certificate number.
All spare parts furnished by the SUPPLIER shall be wrapped and packaged so that they will be preserved in
original as-new condition under normal conditions of storage. Spare parts shall be properly tagged and coded so
that later identification to intended equipment used will be facilitated. They shall be packaged separately, clearly
marked as Spare Parts and shipped at the same time as the equipment. Start-up spares shall be packed and
identified separately.
