RATIONALE
Republic Act 10533, also known as the ENHANCED BASIC EDUCATION ACT OF 2013,
Section 5. paragraph 3 letter d: states that the curriculum shall be contextualized and
global.

This is where contextualization of curriculum is anchored upon. Under this mandate,

Project RICHARD was conceptualized and inspired by this, Project RELIC: Reading
Enhancement for Learners through Indigenized Curriculum is conceived.

With the utmost desire to enhance learners reading skills, this project will certainly
pave the way toward utilizing indigenized lessons, empowering school and community
leaders to be firm decision-makers in implementing activities for development.
RATIONALE
Furthermore, in line with one of the Presidents Ten Point Basic Education Agenda
which states that every child should be a reader by Grade 1, the Department of Education
(DepEd) is strengthening its reading program through the implementation of the Early
Language, Literacy, and Numeracy Program, and Every Child A Reader Program (ECARP)
which is an initiative to directly address the literacy thrust of the Department of Education.
The program aims to make every Filipino child a reader by Grade Three and have mastery
of the literacy skills at his/her level.
Thus, Project RELIC will serve as a springboard to increase reading performance of our
pupils. Data shows that LAPG, although it has reached mastery level, still needs more
improvement. Thus, there is a need to improve our teachers skills in teaching reading
enhancement for pupils.
FRAMEWORK
Our DepEd Mission states that Teachers
facilitate learning and constantly nurture every
learner. Thus, there is a need to further develop
the capabilities of our teaching personnel in terms
of curriculum indigenization and its proper
utilization to maximize pupil learning especially in
reading.
Empowered teachers must be provided with
training on proper integration of indigenized
curriculum towards the enhancement of the pupils
reading literacy.
OBJECTIVES
1. Empower teachers through training-workshops on Reading
Enhancement for pupils.
2. Enhance teachers skills on the utilizing the indigenized curriculum
through trainings.
3. Produce copies of indigenized reading materials for use .
4. Demonstrate appreciation of the indigenized curriculum through
integration in the daily lesson.
5. Promote harmonious relationship between school and stakeholders
through partnership in project implementation.
