There is almost no job security in Afghanistan and no choice for those who
are illiterate or unskilled such as Internally Displaced, illiterate women, and
widows, rural communities who displaced to cities due to any reasons of
pushing or pulling factor dwelling at urban vicinities or migrants who have been forced to flee due to
internal conflicts or encoura
encouraged

Afghans are suffering from major three problems of 1.violence, 2.migration/displacements 3. worst
socio economy ,which the causes can be measured from various dimension I.e. Rampant poverty,
recurrent conflicts and inter family dis
disputes
putes that causing displacement, refugee crises, ilitracy,
insecurity, involvement of youths to opposition groups, domestic violence against women, presence of
skilled worker from neighboring countries, consumption based sociosocio-economy,
economy, closing of domestic
factories due to lack of support and unpredicted insecurity incidents and worst socio

lack intervention to bridge gaps between emergency and development in Afghanistan.
Based on UNDP 36% of Afghanistan population facing to poverty, and humahumann development index is
HDI rank 0.465.and other national reports of CSOs addressing 16 million jobless in the country.
The World Bank estimates that growth in 2016 will be below 2% percent and will remain low in the
medium term. Declining levels of interna
international
tional support have reduced demand and contributed to
deflation, which is likely to exacerbate an unemployment rate already at 40 percent.
As per my studies of community development in Japan, the only way to empower traditional
economic of target community to create their own sustainable livelihood opportunities via focusing on
accepted development terminologies "Endogenous Development" w which
hich is a pure "Insider Approach"
gradually reduces poverty, especially among the most vulnerable groups and people with specific
needs.
Our aim of development this strategy paper, is to create traditional jobs based on lessons learned,
local market demand
demandss in western region of Afghanistan, ensure socio

to link traditional skills of rural areas communities' to local markets and simultaneously, gradually
develop new forms of community employment and empowerment.

The purpose of this Policy is to set out an approach to help both ARAA staff and the beneficiaries
whowill be engaged in income generation, livelihood or asset creation activity, in order to
ensure sustainable job creation and during the operation of the ARAA organization in
Afghanistan and to meet project objectives and finally pave the ground for local integration of
Internally displaced people.
Also this document brings further transparency facilitate internal regulations which govern the
Agency s livelihoodactivities inform technical capacity of the organization and ensures that
organization staff values of donor money and investment on the people of concern.
This policy contains 26 pages with 5 chapters, developed by utilizing volunteer time and
expertise of ARAA program office Mr.Sebghatullah.Habibi and reviewed by ARAA PSN focal
point directory advisory board and consolidated by program officer on 10.02.2017.
Finally, In order to demonstrate value for donor money and prove transparency, colleagues
involved in implementation of livelihood activities will use this strategy and add new jobs and
lessons learn to continuously take part to develop livelihood of people of concern (PoC) in the
area where we operate.
