Position Paper: Increasing in military budget to end terrorism

The UN was establish for seeking peaceful in our beloved world and of course, the

Russia Federation, strongly support this idea. But our world continues to face wars,

especially in the Middle East. After 4 years of the intervention in Syria from UN, we did

not find any real peaceful around there so the question is Is it the solution that reduction

in the military budget can end terrorism? The budget Russia has spent in the military

during 2012-2014 has gradually increased according to the world economic condition,

but not for seeking the power to conquer other countries around the world. We actually

do not want to be a powerful country but we just want to be the part of the peaceful

world.

A comparison of military budgets from two countries will be useful. Starting with our

country, the military budgets in 2012, 2013, and 2014 were 90.7 billion US dollars, 68.9

billion US dollars, and 69.3 billion US dollars respectively. The United States of America

has spent on its military about 682.8 billion US dollars, 582.4 billion US dollars, and 575

billion US dollars respectively. In 2015, the US government spent money in a military in

598.5 billion US dollars, 54%, comparing to the whole budget of the country. We both

spent money for enhancing our new advanced technology so if we deduct the money, we

cannot continue or support money for the new knowledge. On the other hand, if the

terrorists have the advanced technology, how we can fight with them?

Our president, Vladimir Putin, has said, We can see how efficiently our pilots and

intelligence agents are working, how effectively they coordinate their efforts with various

kinds of forces - the army, navy and aviation, how they use the most modern weapons. I

want to stress that these are by no means all of our capabilities, what we use there is

certainly not everything we have. We have more military means. And we will use them -

if need be. We just want to increase the military role in Syria not just concentrate on the

budget only because we want to help the UN to find peaceful on all continents.

We thought that spending money in the military do not only have the disadvantages. We

can save many people in a war zone and defence ourselves from the enemy. As one of the

journalists in Syria reported, You can see all around the main road the effects of house-

to-house battle that were fought here over the last few days. We still can hear the

explosions as we do this report, just in the mountains behind us, showing how close the

front line still is said Daniel Hawkins. Then he heard that the Russia Air Force said;

Our army will now press its offensive further. From this report we can realise what the

war zone is very dangerous. Imagine that in our peaceful hometown surrounded with

soldiers from both side fighting with their full armed. In the general situation we are hard
to see the tank or military weapons but now we just go out in front of our door then we

can see everything like in the war news shown in FOX. If no one has a military power to

help us, we will die. We think that we can save just only 1 life, even he is not our citizens;

it can fulfil our giving heart not just taking anything from them in the miserable time.

Finally, in this case, we can save his life, unfortunately, many innocent lives that we

cannot save still be there.

Protecting ourselves is the best reason we do not want to reduce the military budget. We

are standing as a powerful country of the world so it is easy to be the target for

committing a crime. According to the news on 24 November 2015 at 9:24 am, as it was

returning to Khmeimim airbase, a Russian Sukhoi Su-24 bomber aircraft with tail number

83 was shot down near the by a AIM-9X Sidewinder missile from a patrolling Turkish

Air Force F-16 fighter jet. The two Su-24s were on their way to strike Syrian Turkmen

targets. Syrian government forces supported by the Shiite militias and the Russian air

force were fighting against Syrian Turkmen brigades, Army of Conquest and al-Nusra

Front fighters. said reported. So losing 36 million US dollars did not seem too serious

but our peoples lives are really important. If we have an army to protect ourselves means

that we can protect 143.5 million innocent people in our world.

During the years of the war, we have fought with ISIS, Russia did not invest more money

to support only in military but ISIS still terrorised nowadays so reduction of the military

budget cannot solve the war issue. We do not agree to support this idea.
After the tragedy when Turkey shot down one of our warplanes, our president called the

event; a stab in the back by the accomplices of terrorists that would have serious

consequences for the continent. We wished that it was just the mistake from the secret

serviced department of Turkey because we try not to think this situation was not the real

intention. However, if Turkey has an advanced military technology for this matter, the

tragic situation may not happen and we need not to face with this condition. Certainly, we

have to consider the bilateral relation between Turkey and Russia. As the news, Turkeys

economic does not flow properly and some national problems have occurred. Our nation

hopes that there is no situation happened again in any nations of our world.

We also have the policy to support Syria to against our enemies. Russia launched a

separate air campaign nearly four months ago against enemies of its ally Syrian president,

Assad, and Russia firepower has helped the Syrian military and its allies achieve military

gains, including a major push in the northwest of the country in recent days, with rebels

acknowledging a turn in momentum. We strongly support the country that tries hard to

protect and defence the enemies of the nation because we should not agree with the

opponent group who just want to conquer the peaceful land. For 4 years that UN helps

the Syria military to against the enemies, we do not see any peaceful in Syria. We thought

it was too long and we spent useless resources. Now Russia is ready to support its in

military and knows how to fight with them.

As some concerns regarding the human rights in Russia, we do not want all members to

concentrate on human right in our country too much because sometimes the right can

bring the country to meet with the conflict. If there are major differences in ideas, we

cannot run the country properly and fast. The more opinions proposed, the more conflicts

we get. In contrast, Russia's citizens are not oppressed in their thought, their behaviour, or

their believes like in the movies we have seen from some countries, so the human right in

Russia does not be the serious issue as the war in Syria.

As the member of UN, Russia suggests that we should not intervene too much the

country, and let them solve their problems themselves because we do not actually

understand the real situation and their tradition. It is very sensitive in what we will do

since some actions of us may interpret in the wrong meaning. We must carefully consider

not to choose sides or do any action that tends to support any side. If the conflict comes

to the end means that they cannot talk, we can help to bring back the peaceful to theirs

country.
