Salaries for both those represented by a union and those not represented by a union have been based on surveys
of comparable hospitals in order to determine an appropriate and fair compensation based on responsibilities at
WRH. As Board Directors, we take the responsibility for setting employee compensation seriously.
Competitive salaries allow us to attract and keep the best organizational leaders and employees, says

During 2013, there was a major restructuring and realignment of the governance and operations of hospital
healthcare services in Windsor and Essex County. This resulted in WRH assuming responsibility for all acute
care programs and services and Htel-Dieu Grace Healthcare assuming responsibility for all sub-acute care
services. The hospital now has an operating budget of over $482 million per year, approximately 3,800
employees, more than 450 medical, dental and midwifery staff and approximately 550 acute care beds.
Out of approximately 150 hospitals in Ontario, WRH is the 3rd largest community teaching hospital in the
province and the 11th largest hospital overall.
The Broader Public Sector Accountability Act (BPSAA) has required that executive salaries be frozen since
2008. The only exception allowed was following bona fide restructuring, or realignment, as happened in
Windsor-Essex.
In 2016, the Executive team members of Windsor Regional Hospital took a voluntary 4% salary reduction.
Realignment also resulted in the opportunity to reduce the number of administrative/non-union staff managing
acute care services in Windsor hospitals. That number dropped from 351 prior to realignment, to 285 today.
For 2014-15, data produced by the Canadian Institute for Health Information (http://yourhealthsystem.cihi.ca )
indicates that WRH has the LOWEST Administrative Expense as a percentage of total expense in the Erie St
Clair LHIN and one of the lowest in Ontario.
The Board of Directors of Windsor Regional Hospital recognizes that compensation has to be fair and
reasonable for all staff at the hospital as well as comparable to that of other healthcare institutions across
