by Dr. Viedman of the institute of International
Relations of East Berlin connected with retaji
Subhash Chander Bose.

2. The flinIstry of External Affairs have


no infomation on this subject. The only available
material on the subject at present a news -item
which a pcared in The Stateamail dated 12-11-67
(copy enclosed). Efforts are being made to
collect reliable information on this subject.
In view of the fact that we do not have Eission
in East Germany, it hecomes difficult to collect
such information from reliable sources. Under the
circumstances therefore, it would be pre -mature
to answer this question.

These facts may kindly be brought to the


notice of the Spenker of the Lok Sabha for
determining the admissibility of the question.

Dear Shri Arora,

Please refer to your D.O.No.W1/125/(64)/67 dated


the 24th November 1967 addressed to Shri Kutty, First Secretary
Indian Embassy, Prague, copy endorsed to me, regarding a
Parliament Question about the research of Dr. Viedman4 of the
Y S'
Institute of the International Relations, East Berlin. As
far as I have been able to ascertain, Dr. Viedmanxof the
Institute of International Relations is engaged in research
in connection with the stay of Netaji Subhash Chander Bose in
4 -4-1 Germany during the War. The results of his research are
mANN however not complete so far and are likely to be published
some time next year. According to the research being made by
Dr. Viedmansit appears that Netaji left Germany for Japan
because he was unable to persuade the Nazi Regime to make a
clear cut declaration that India will gain independence after
the war and he may have been in fact convinced that the idea
of the Nazis may be to replace British Rule in India by the
German Rule. He, therefore, perhaps felt that he would g e t
better xpluck support for Indiats cause in Japan than in Germany.

2. This information has been obtained by me during an


informal discussion with the Secretary of the South East Asia
Society Mr. L. Gunther without disclosing the purpose for which
it is required. The Society has also published a booklet which
has some bearings on the research being done by Dr. Viedmanw
which I enclose herewith. Although it does not have a direct
bearing on the stay of Netaji in Germany it is connected with
the research being conducted by the Doctor.

3. In case any further information is required on the


subject I can contact Dr. Viedmanxwho works in Postdam and
supply further information to you on the subject after discus-
sing the matter with him.

some important documents connected with Netaji
Subhash Chpndre Bose etc. Since we have no
office in the G.D.R. I wrote to Shri M.M. Guota
on the 4th December as desired by you. His
reply is still awaited. I have also asked the
Cultural Attache of the G.D.R. Embassy here
informally to obtain the information and

again as soon as I am able to get any further
information.
