COMMISSIONERS MESSAGE
As President and CEO of Empire State Development

and Commissioner of the Department of Economic
Development, I am pleased to present the annual
report on the START-UP NY program.
In 2016, START-UP NY completed its second full calendar

year of accepting business applications, and it was a fruitful year.
During those 12 months, the program grew rapidly, connecting New Yorks
stellar system of public and private colleges and universities with exciting
new and growing businesses that created, and will continue to create, jobs
in communities from Buffalo to Stony Brook. Between May 2014, when the
first business was accepted, and the end of 2016, 212 businesses were
approved to participate in START-UP NY. In 2016, approved businesses
reported the creation of 757 new jobs and investment of more than
$31 million. This brings the programs total job creation to 1,135 new jobs,
investment of more than $44 million, and employee wages of $95.7 million.
START-UP NY companies estimate the business and personal tax benefits

utilized to be just over $6 million. Weighing the business tax benefits
against the 1,135 jobs and more than $140 million in investment and wages
paid by program participants, START-UP NY is proving to be one of the
most cost-effective, innovative and valuable tools in New Yorks economic
development tool box.
By linking businesses with colleges and universities, the START-UP NY

program represents a fundamental change in the way New York State
and participating companies do business. Since 2014, 82 colleges and
universities have submitted and received approval for their campus plans:

of New York (SUNY), 21 are private institutions and five are part of the City
University of New York (CUNY). START-UP NY provides a unique opportunity
for these businesses to take advantage of the intellectual capital and

research and development capacity of our academic institutions, and for
the students and faculty to gain access to the businesses and real-world
opportunities for turning innovative ideas into commercial reality.
The majority of the participants are emerging technology companies in

information technology, biotechnology or research and development.
The companies represent industries of the future, and are utilizing vacant
space that was not generating any economic activity prior to the START-UP
NY program. By the end of 2016, START-UP NY identified nearly 6.5 million
square feet of vacant building space and 2,951 acres of unused land as
locations to attract new jobs.
Today, the Empire State has the most private sector jobs in its history
and a growing economy that gets stronger every day. And thanks to the
comprehensive efforts made in recent years, Upstate New Yorks economy
is finally back on track. Everyone should have opportunities to prosper.
With START-UP NY, we are taking advantage of some of New Yorks greatest
assets our world-class higher education system and human capital
to generate 21st century economic opportunities for all New Yorkers.

INTRODUCTION
START-UP NY, an initiative launched by Governor Andrew M.

Cuomo, is an innovative tax incentive program that partners New
York States large network of public and private colleges and
universities with new, growing and relocating businesses. The
program encourages businesses to create new jobs and partner
with a college or university by providing tax benefits, including the
opportunity to operate state and local tax-free for 10 years, and by
allowing new employees to pay no state or local personal income
taxes for 10 years.
By linking new and growing businesses with colleges and
universities, START-UP NY provides a unique opportunity for these
businesses to take advantage of various resources available at
academic institutions including clean labs, advanced machinery
and equipment, 3-D printers, and audio and video equipment and
benefit from connections to faculty and students.

Private, not-for-profit colleges and universities have
long been terrific partners with state government, including working long
and hard to make START-UP NY a success. By leveraging the economic
contributions of New Yorks independent sector of higher education, START-
UP NY is helping dozens of private, not-for-profit colleges and universities

START-UP NY is an important initiative at Hudson Valley

Community College since the college has a long history of developing
innovative collaborations to spur economic growth. Our START-UP NY
proposal generated significant interest when announced last year, and we're
already seeing the benefits of the program's new public-private partnerships
-- direct hiring opportunities, semester-long internships for students, and
workforce training classes. Since many of the college's academic programs
provide a direct path to the workforce, START-UP NY offers our students an
advantage and a close connection to emerging industries. We look forward to
expanding these opportunities as more companies enter the program.

The companies are located throughout the state and also represent numerous industries.
Each business must align itself with its sponsors campus plan. This connection enables
a business to rely on the college or university for expertise, equipment or mentoring,
and allows the college to provide hands-on learning for its students. The START-UP NY
companies represent a wide range of industries, including but not limited to: agriculture,
breweries and wineries, aircraft manufacturing, computer system design and medical
