A CHARGED DOGGY DILEMMA

A dog is tied to an apple tree with a 15m rope. The maximum tension of the rope is 43200N.

The apple tree contains apples and each apple is +5mC charged.
The dog has fleas and each flea is +3mC charged.

Suddenly a cat walks by and the dog becomes excited.

Determine the minimum number of fleas the dog must have so
that the electrostatic force (between the dog & the tree) will
break the rope and the dog can happily chase the cat?
