Moorman President and Chief Executive Officer, Amtrak 60 Massachusetts Avenue, NE Washington, DC 20002 Dear President Moorman, This week's derailment at New York’s Pennsylvania Station is, unfortunately, the latest in a series of unacceptable infrastructure failures that have impacted and inconvenienced hundreds of thousands of Long Island Rail Road riders who depend on the station each day. ‘The increasing frequency of these failures leaves the clear impression that Amtrak is not aggressively maintaining its tracks, switches and related equipment at Penn Station and that, repairs have not happened as swiftly as needed. In the last month alone, there have been four equipment failures and accidents that have resulted in major delays. They include: © March 6: Switch problems at Penn Station caused major delays during the evening rush © March 24: The derailment of an Acela train, which clipped a NJ Transit train during the morning rush, causing major delays. © April 3: The derailment of a NJ Transit train approaching Penn Station during the morning rush. © April 4: A NJ Transit train becomes disabled under East River Tunnel when an overhead power cable is downed and makes contact, also during morning rush. During our telephone calls this week, you assured me Amtrak is working diligently to repair damaged equipment and to restore full service at Penn Station as quickly as possible. However, given this increasing frequency of disruptions and increasing duration of service outages for our customers, we also think that more must be done. The pace of repairs following this week's derailment of a NJ Transit train has had a serious impact on the 230,000 LIRR passengers that go through Penn Station each day and the rippling delays are lasting longer and longer. To that end, I’m requesting a formal meeting as soon as possible to talk about Amtrak’s infrastructure maintenance policies going forward and to review the existing operating agreement used to determine track assignments in cases of major disruptions.
