Keep phase angles equal to the original
 Accelerograms scaled to the target elastic spectrum
PGA of individual time-histories should not be smaller than the
codified PGA atop of soil layers (agS)
In the range of periods 0.2T1 = 0.14 s and 2T1 = 1.42 s (where
T1 = 0.71 s) no value of the mean spectrum, calculated from all
time histories, should be less than 90% of the corresponding
value of the code elastic response spectrum
