ENERGY STAR® New Home Rebate Program

GVEC is offering the New Home Rebate Program for energy efficient building practices. Be sure to 
consult your contractor or GVEC’s Member Services Advisor for full details of the program.  Homes 
have to be built by an Energy Star® Certified builder.  All measures have to be completed to be eligible 
for rebate.  A third‐party verification is required for Energy Efficient Measures.  Guidelines are based 
off of the Energy Star Qualified New Homes information at http://www.energystar.gov. 

Criteria Includes but not limited to:

¾ Effective insulation 
¾ High‐Performance Windows 
¾ Tight Construction and Ducts 
¾ Efficient Heating and Cooling Equipment 
¾ Efficient Products‐Appliances, Lighting, Water Heaters 
 
QUALIFICATIONS: 
• Rebate is $1,500.00/home 
• HOME MUST BE ALL ELECTRIC  
• Renewable rebates, heat pump rebates, appliance rebates, and water heater rebates can be 
used in conjunction with Energy Star® New Home rebates.  Please fill out additional 
applications.

• Funding for the program is limited. 
• GVEC reserves the right to make changes to the program without notice. 
• Please check out our website at www.gvec.org for a complete list of rebates.    
• APPLICABLE ONLY TO NEW RESIDENTIAL GVEC MEMBERS WITH IN SERVICE AREA. 
• Applications must be received 30 days after completion of project.  Project must be completed 
after January 1, 2010 to be eligible for Rebate.

QUALIFICATIONS: 
• Rebate available for replacement units and new home construction. 
• Design and location are key to the performance of a heat pump water heating unit. 
• Be sure to consult with a GVEC Member Services Advisor prior to installation. 
• Heat pump water heater units are to be installed according to manufactures guidelines and 
recommendations. 
• All Heat pump water heaters shall be UL listed. 
• All water heaters shall be new and installed in the GVEC service area. 
• Invoice shall include: Co‐efficient of performance, model and serial number. 
• All exposed pipes shall be insulated. 
• State and local codes shall be followed.

QUALIFICATIONS: 
• ALL UNITS SHALL BE AN ALL ELECTRIC HEAT PUMP SYSTEM  
• Programmable thermostat shall be installed if not already existing. 
• Auxiliary heating shall be controlled thru outdoor temperature sensor and set at the systems 
balance point preventing unnecessary operation of auxiliary heating.   
• Air distribution system (supply, return, plenum, and cabinet closet) shall be sealed or repaired 
according to manufacturer’s recommended installation practices and current code 
requirements.  
• Unit shall be a NEW matching system certified by AHRI.  Both condensing unit and air 
handler/evaporator coil shall be replaced. 
• APPLICABLE TO EQUIPMENT INSTALLED IN NEW OR EXISTING HOMES OWNED BY GVEC 
MEMBERS AND LOCATED WITHIN THE GVEC SERVICE AREA. 
• Manual J cooling load calculation to be completed showing the sensible load based on San 
Antonio design conditions.  Equipment sensible not to exceed 15% of the calculated sensible 
load. 
• Shall be installed by a contractor with a current “TACL” license. 
• Manufactures installation practices and procedures shall be followed 
• State and local codes shall be followed. 
• Rebate excludes window units.  SEE APPLIANCE REBATE PROGRAM FOR WINDOW UNITS.

  Heat Pump Rebate Application 
USE FOR HEAT PUMP UNITS ONLY  
 
A  rebate  is  available  to  encourage  GVEC  members  to  install  energy  efficient  heat  pumps  with  a  15  SEER  or  greater.

• Application must be completed and submitted within 30 days of installation of the unit.
