TAYLOR'S vT UNIVERSITY SCHOOL OF ARCHITECTURE-BUILDING-DESIGN Centre for Modern Architecture Studies in Southeast Asia MEASUREMENT 4 [QSB 60404] MARCH 2017 PROJECT BRIEF : TENDER DOCUMENTATION 4) 2) 3) 4) AIM OF PROJECT This project aims to: a) Demonstrate student's familiarity with a typical tender documentation process including liaison with external project team members namely Client, Architects and Engineers etc. b) Demonstrate student's skill in management and co-ordination as a team within the context of a consultant Quantity Surveyor's office in the production of the BQ and ultimately the complete tender documents. c) Demonstrate student's skill and knowledge in accurate description and measurement of all elements of works in a typical building project. ASSESSMENT PROCEDURE a) Alll project documents must be delivered by hand and only to the lecturer-in- charge. b) All project documents must be completed and presented for marking by the due date. c) Marks will be deducted for late submission without valid reason. PROJECT STRUCTURE The class shall be divided into groups comprising of seven students each. PROJECT REQUIREMENTS Assume that your group is a team in a Consultant Quantity Surveyor Firm that has just won a new project appointment to prepare the tender documents (with quantities) for the calling of tender. Generally, your project workings shall demonstrate the following stages: STAGE 1 - Upon confirmation of the project by the client, all necessary correspondences regarding agreed deadlines on receipt of drawings from all relevant parties, clarification of outstanding information by queries and Architect/Engineer’s replies, etc. Internal memos on checking of drawings received and allocation of works to group members by group leader. 3 5) 6) STAGE 2- Measurements, squaring, abstraction and billing of each element leading to finalization of the BQ and subsequently the tender documents based on the Standard Form of Contract “Agreement and Conditions of PAM Contract 2006 (with Quantities)". STAGE 3 — Presentation of completed tender documents to the client in terms of the approach and methodology of arrangement adopted for the different sections of the Tender Documents. SUBMISSION DETAILS You are required to submit the following compulsory documents: a) Correspondences and documents showing evidence of clarification/confirmation of agreed deadlines, queries and confirmation of outstanding details, etc. with project team members. These shall be submitted as a separate document labelled as PROJECT CORRESPONDENCES and INTERNAL MEMOS”. b) All taking-off / dimension sheets and abstraction sheets or direct billing into elemental bills. In this respect, all measurements, squaring, abstractions or direct billing MUST be done manually. The use of standard schedule for measurement of repetitive items such as steel bar reinforcement is encouraged but the use of any computer aided spreadsheet will NOT be allowed. The final printed BQ MUST be done using “Buildsoft’ software. All these excluding the final printed BQ must be bound in a separate document and labelled as "MEASUREMENT DETAILS". ©) The final tender documents must be prepared using a word processing programme and to be printed in single sided A4 papers and properly bound together with the final printed BQ. This shall be labelled as “TENDER. DOCUMENTS". d) Completed drawings / sketches etc. used in the measurement of the quantities and arranged in a systematic manner, folded into appropriate size and properly bound into a flexible document file not larger than A3 size. It must be possible to view all the content without removing them from the file. This shall be labelled as "TENDER DRAWINGS". SUBMISSION DEADLINE The project shall commence in week 5 (25/4/17). Student's submission deadline shall be as follows: a) Finalisation/approval of taking-off drawings in week 5 (25/4/17) b) Interim inspection ~ week 7 (9/8/17) ¢) Final submission — week 12 (23/6/17) 4d) Presentation — week 12 (20/6/17) 2B 7) 8) MARKING SCHEME: Marks will take into account on neatness, quality and technical interpretation in the final product for the followings: a) Evidence of correspondence and other documents of agreed deadlines with client and consultants, queries of scope of works, tender conditions, discrepancies and missing details and feedback from Architect / Engineer, etc. Internal memos to group members on job scope and other related activities. b) Accuracy of measurement of quantities and description. In this context, quantities beyond the range of +/- 10 % of the actual quantities will be deemed as inaccurate and marks will be deducted. If evidence are found that indicate that any of the BQ quantities are NOT supported by actual measurements in the dimension sheets and the drawing details (i.e. the BQ quantities are either being copied wholesale or arbitrarily inserted), the group member concerned will receive ZERO marks for the relevant element. In this respect, references should be made on the draft bills to indicate the dimension sheet page numbers where these final quantities are abstracted from. c) Complete, organize and arrange systematically all sections of the tender documents. d) Compulsory power point presentation by all members of the group for duration of 15 — 25 minutes. A soft (DVD) and hard copy of the presentation shall be submitted at the presentation. Place of collection/issuance of tender documents shall be at the office of the Quantity Surveyor Tender Deposit or Tender Documentation Fees for the tender documents shall be RMS00.00 non- refundable and in the form of cash or Banker's Cheque made payable to the Quantity Surveyor. Tender Bond or Earnest Money to be submitted together with the tender submission shall be RM 10,000.00 in the form of a Bank Guarantee or Banker’s Cheque made payable to the Employer. ‘Tender shall be based on a fixed completion period of 10 months. ‘Tendering period shall be 2 weeks from the date of the letter of invitation to tender. Place of submission of tender shall be to the office of the Employer GENERAL CONDITIONS AND PRELIMINARIES. SCOPE OF WORK Construction and completion of one unit of 2 storey residential house including external works within the lot boundary. Cold water and Sanitary Plumbing and Electrical installation are nominated sub-contract works whereas the supply of sanitary fittings is a nominated supply sub-contract work, Fixing of sanitary fittings, in-coming cold water supply and soil pipes and manholes within lot boundary are included under Cold Water and Sanitary Plumbing. ‘Allow for the following Prime Cost Sums and Provisional Sum into the tender: Prime Cost Sum of RM 20,000.00 for Cold Water and Sanitary Plumbing Works; Prime Cost Sum of RM15,000.00 for Electrical Installation Works. Prime Cost Sum of RM 10,000.00 for the Supply and Delivery to Site of Sanitary Fittings. Provisional Sum of RN100,000.00 for Contingencies. SITE The site is generally fat. All earthwork, site clearance, external infrastructure works such as roads, surface water drains and sumps, soil drainage pipes and manholes and water supply mains leading to and around the site have already been completed by others.
