FOREFORWARD

In compliance with the decision reached out in the Group Officers

meeting held on 17-11-2016, the competent authority to constituted a committee

to take an extensive exercise to review the work load of each section in order to

rationalize human resource in commensuration with the volume of work and to

recommend the administrative steps aimed at improving the overall working

conditions of this Directorate General.

2. The Committee shall comprise of following members:-

Mr. Safdar Hussain Deputy Director (A &R) Chairman.


Mr. Muhammad Afzal Superintendent (Estt), Member.
Mr. Khalid Mahmood Superintendent (P-II), Member.

3. The brief TORs of the above mentioned committee were as under:-

Review of work of each section/branch of this office.

Rationalization of Human Resource in commensuration with volume of work.


Placement of officials in the relevant sections according to qualifications.
Recommendation for utilization of surplus staff, if any.
Review/observance of Tenure of Ministerial officials/officers including Branch
In-charge
Re-defining the job description of each branch of Directorate General.

4. The Committee undertook the review exercise within the broad

framework of above SOPs and formulated the recommendations in the form of

instant Report. The Report contains branch wise recommendations as well as

overall broad recommendations. In order to improve the working of the

Directorate General Pakistan Post upto optimal level; the recommendations of the

Committee may be implemented in letter and spirit.

BROAD RECOMMENDATIONS OF THE REVIEW COMMITTEE

OBSERVANCE OF TENURE
It is very usual in this office that certain officials / dealing hands are kept posted

in specific branch for a long time. This arrangement is not administratively desirable.

Often the officials holding the same desk for a long time tend to develop rigidity in the

outlook and they are unable to get along with the job assignment of other sections /

branches due to their non-rotation. These officials are not spared on their transfer by

their higher officers on the plea that they are well acquainted with the specific work;

however, it would have not been the case if all officials are rotated to various

branches/sections. During the review process it has been observed many of the branch

in-charges / dealing hands are working in their respective branches beyond the tenure

of 03 years as prescribed the Serial No. 6, Chapter 3 of the Estacode-2007 (Volume-I).

According to the instructions of the Establishment Division, the normal tenure of an

official / officer on the same post should be 3 years and should not exceed 5 years in

any case.
A solitary post in a cadre will be exempt from the prescribed tenure of post.
According to the rule 338(7) of PO Volume IV, posts should not ordinarily be occupied by

the Cashiers in Administrative Offices continuously at a time for more than the period of

2 years in any case.


In exceptional cases, prescribed tenure of an officer at an individual post may be

extended by the Director General on the merit of the case for a period of six months in

each spell but not exceeding one year in aggregate on the specific recommendation of the

Head of Circle over his signature justifying as to why the officer cannot be replaced on

completion of the prescribed tenure and also stating the appointments held by the

officer period-wise during the last 10 years of his service in the Department.( Rule 329 of

In view of above mentioned facts it is most imperative to ensure that officials /

officers in this office should not work beyond the period of 3 years. The review

committee accordingly strongly recommends that all the officials / officers up to the

level of branch in-charge should immediately be transferred / rotated amongst other

branches / sections to give them more exposure to the working of other sections.
REVIEW OF CIVIL SERVANTS:-
According to the Sl.No.185 of Chapter-9 of the Estacode-2007 ;When it comes to

the notice of the competent authority that a civil servant has, prima facie, ceased to be

efficient and that action is warranted against him under Section 13(1)(i) of the Civil

Servants Act, 1973*, it shall cause the case to be referred to a Review Committee

stating the facts of the case along with supporting documentary evidence, if any, service

record of the person in the form attached as and such other record as may be

considered relevant to a case for the purpose of making a recommendation about his

suitability for further retention in service.


The Review Committees can examine the cases referred to them, and the

Committees may recommend retirement in the following cases:-


Where two or more penalties under the Government Servants (Efficiency and Discipline)

Rules, 1973 have been imposed on a civil servant.


Where overall grading of the ACRs is Average, and/or where adverse remarks in regard

to acceptance of responsibility, integrity, reliability, output of work and behavior with the

public were recorded in the ACRs.


Where a civil servant is twice recommended for supersession by the Selection

Board/DPC and the recommendation of the Selection Board/DPC is approved by the

competent authority
Where other specific and cogent grounds, including the following, may warrant

retirement of a civil servant:-


i. Persistent reputation of being corrupt;
ii. Possessing pecuniary resources and/or property etc disproportionate to his

known sources of income; and

(iii) Frequent unauthorized absence from duty

However no Review, mandatory under Section 13(1) (i) of the Civil Servants Act,

1973, has since long been carried out in the Directorate General. This state of affairs is

resulting in inefficiency & incompetence amongst the officials. This is the need of the

hour that a regular review in respect of the officials, who have completed 25 years of

service, may be carried out in the Directorate General and the Review Committee should

accordingly formulate recommendations for suitability of such civil servants for further

retention in the service.

RATIONALIZATION OF STAFF
During the process of review committee it has been observed that there exists a huge

number of staff in some branches of this Dte- General which does not commensurate

with the volume of work of those branches. On the other side, this office is facing

shortage of dealing hands due to pending recruitment process. There often happens that

the branch supervisors resist the transfer of officials and thus, undermine the orders of

the administrative authorities. In order to determine the required sanctioned strength of

each branch in commensurate with the volume of work, as well as to rationalize the

spread of staff, the review committee under taken an exhaustive exercise and formulated

recommendations about the required sanctioned strength in respect of each section /

branch.
The committee thereof strongly proposed that recommended sanctioned strength of

each section / branch may be implemented and the human resource of over staff

branches / sections may be utilized in the needy branches.


RE-ORGANIZATION OF R&I BRANCH
Currently the R&I Branch supervised by the Superintendent (BPS-16/17). The volume

of work at R&I section perhaps not justify a post of Superintendent. The said branch can

smoothly be supervised by an Assistant. It is relevant to mention here the previously the

said branch used to be supervised by an Assistant In-charge instead of a

Superintendent.
The post of Superintendent so spared may alternative be utilized in Establishment of

Litigation-II section.
One post of Assistant (BPS-15) is being utilized as receptionist in this office. This is not

in the spirit of good administration to utilize the post of Assistants as receptionist. It is

therefore, proposed that one post of LDC (BPS-9) may be utilized as receptionist and the

post of Assistant (BPS-15) so spared may purposefully be utilized in the R&I section of

Dte-General
ESTABLISHMENT OF MEDICAL SERVICES CELL
The postal Dispensary G-8/4, Islamabad is currently providing medical services to

officers / officials of the Dte-General Pakistan Post. The current sanctioned strength of

Postal dispensary is as under: -


i. Mr. Muhammad Rafiq Medical Supervisor (BS-14)
ii. Mr. Muhammad Irfan Lab Technician (BS-11)
iii. Mr. Sajid Ayub Dispenser (BS-07)
iv. Mr. Shah Gul Dispenser (BS-07)
v. Mr. Gul Hassan Dispenser (BS-07)
vi. Mrs. Razia Begum Assistant Midwife
vii. Mrs. Nadia Habib Dai
viii. Mrs. Shahnaz Bibi Naib Qasid(BS-01)
ix. Mrs. Zareen Khatoon Naib Qasid(BS-01)
x. Mrs.Nasreen Begum Naib Qasid(BS-01)

The supervision of such number of officials by a BPS-14 Medical Supervisor is not

administratively a better choice. This state of affairs may result in indiscipline in the

postal dispensary. During surprise visits by the Admn Branch; it was often observed

that staff of dispensary remains absent from office.


Apart from the affairs of the postal dispensary of this office other issues relating to

medical services are also being ignored due to unclear chain of directions. Their

perhaps exists no clear cut policy regarding engagement of part time Doctors in the

postal dispensaries all over the Pakistan and determination of their perks privileges.

This is also resulting in various audit objections by the DAC/ PAC.


In order to stream line the overall work of medical dispensaries and to provide them

clear polices / guidelines, it is imperative that a new section under the Director (Admn)

may be established with the designation of Medical Services Cell (MSC). The said cell

shall be supervised by Superintendent under the Director (Admn) and shall be

responsible all policy matters pertaining to postal dispensaries all over the Pakistan.

This section shall also be responsible for setting guidelines for purchase of bulk / local

purchase of medicines. Further Dte-General postal dispensary shall be supervised

administratively by the purpose cell.

A post regular post of Medical Officer, which was created for P.O Dispensary at Lahore

was transferred from P.O Dispensary Lahore to the Dispensary at Director of Accounts,

Pakistan Post Office, Lahore on 17-05-1990.Thereafter, the said post was again ordered

to be transferred back to Postmaster General, Punjab Circle Lahore on 18-09-1992 but

these orders were cancelled ab-initio on 19-12-1992.Accordingly the post is still lying at

Office of the Director of Accounts.


The post is lying vacant in Director of Accounts, Pakistan Post Office, Lahore. As the

post was created for Pakistan Post Office Department so it is therefore, proposed that

the post of Medical Officer (BPS-17) may be transferred back to the Pakistan Post Office

Department at P.O Medical Centre, G-8/4, Islamabad. The post in question is a

permanent one and will help the Pakistan Post Office Department to appoint a

permanent doctor in the above mentioned Medical centre.


There are three female Naib Qasids working in the Postal Dispensary G-8/4,Islamabad.

These N/Q are underutilized and have least work to perform at Dispensary. It is

therefore recommended that these Naib Qasids may be transferred to the Directorate

General, Pakistan Post. Female Naib Qasids may be posted alongwith female officers.
REORGANIZATION OF REGULATION BRANCH:-
It has been observed that in addition to Parliamentary Affairs, PA & GC branch is dealing

with grievances of officials of various circles of diverse nature from disciplinary cases,

pension case to employment relates grievances. This is not the desired practice from

administrative point of view that such case should be dealt in a branch that is working

under the FS Wing and has nothing to do with such issues. Further various Circles often

solicit guidance from this office on administrative issues of the officials which are mostly

neglected and no tangible guidance is often offered to the sub-ordinate offices. Often

such cases require guidance of Administrative competent authority; which is definitely

not available in the FS Wing


The Review Committee is therefore of the strong view that:-
The PA & GC Branch should focus on the matters relating to Parliamentary Affairs as

such cases are of sensitive and urgent nature and require prompt and complete

attention.
Grievances relating affairs of the officials and tendering necessary

guidance/clarification on Administrative matters to the Circles/Regions should be

transferred to Regulation Branch. The Regulation Branch may be provided with one

additional Assistant to deal with the additional work.The required dealing hand shall be

withdrawan from the PA & GC branch to and posted at Regulation Branch.


The PA & GC Branch may be renamed at Parliamentary Affairs Branch.
WITHDRAWAL OF POST OF AAO FROM IP BRANCH
One Assistant Accounts Officer (BPS-17) is working in the International Post

Branch to deal with the following tasks:-


i. Settlement of Postal Accounts
ii. Payment of Contributions to Universal Postal Union and others International

Postal Organizations
The above mentioned Accounting Tasks have to be dealt with once in a blue moon

and it definitely does not justify the post of Assistant Accounts Officer (BPS-

17).Further ,previously, a post of Jr. Accountant was sanctioned in the IP Branch and

the work was being preformed quite satisfactorily. Therefore the Review Committee

recommends that the senior Accounts post of the Assistant Accounts Officer (BPS-17)

may be withdrawn from IP Section. The said post may be utilized in the field offices

which are already facing acute shortage. In place of withdrawn post; a post of Jr.

Accountant may alternatively be used in IP Branch.


UTILIZATION OF THE DATA ENTRY OPERATOR:-
There are sanctioned posts of the out of which as many as 14 Data Entry

Operators are clustered in this Directorate General and mostly dealing clerical nature
assignments. There is no mighty task of the Data Entry in this office and if it is any, the

same can alternatively be accomplished by the LDCs even. On the other hands, the Field

offices are in dire need of computer knowing persons like Data Entry Operator to deal

with various data entry operations. Quite ironically on the other side some Dealing

hands like Assistants are merely employed at the Data Entry assignments in some

branches of this office; which is the infact a task of the Data Entry Operator. The Review

Committee therefore recommends that :-


The posts of the Data Entry Operator require to be distributed rationally amongst

the various offices.


05 Data Entry Operators are currently working in the Western Union Cell. Their

duties include dealing with the complaint calls relating to the Western Union Payments.
RE-ORGANIZATION OF THE OPERATIONS WING:-

In the Hierarchal pyramid of the Operational Group in the Directorate General,

Asstt. Deputy Director General (Quality Services) supervises following three branches:-
i. Quality Services
ii. Express Post
iii. Customer Care
The Assistant Deputy Director General (QS) reports to the Director (International

Post).It is relevant to mention here that all the above mentioned branches which are

under the supervision of the ADDG(QS) primarily concerns with the Inland Mail and

has lesser concern with the International Post. It is imperative that all Sections related

to the Inland Mail be combined placed under the Director IM to ensure complete

harmony and synchronization amongst the these sections. In view of above the Review

Committee recommends as follows:-


i. The ADDG (QS) may be reutilized as ADDG(IM) or ADDG (Customer Care)and

placed under the Director (IM) instead of Director (IP)


ii. The Express Post and Customer Care Branches may be withdrawn from the Director

(IP) along with the post of the ADDG and placed under the Director (IM) which shall

be immediately supervised by the ADDG (IM)/Customer Care.


iii. The QS Branch may continue to exist under the Director (IP) and may be

supervised by the Assistant Director (IP).


iv. Philately Branch may also be placed under the ADDG (IM)/Customer Care.

STRENTHENING THE PUBLIC RELATIONS CELL

The Pakistan Post should embark to the modern days tools of publicity and image

building. Currently the perception of the PPOD, like other Government Departments, is

marred with stagnancy, non-responsiveness and delay. The Committee if the strong view

that we should publicize the products of the PPOD besides image building through

various means of advertisement and publicity. The IT Wing of the Department must

update the official website of the Pakistan Post regularly.The existing website of the

Department is less interactive and does not offer complete solutions of the Postal

Products. Today in the modern era, Having a strong social media presence in business is

no longer a plus its a requirement. With the ever-increasing access to internet,

innovative new technologies and social networking services, social media has

become an integral part of for marketing and image building of every active

organization.Being the Customer Service organization, we have to adopt the medium of

the social media on a daily basis to interact with customers, employees, and other

organizations. While social media is a powerful branding and engagement tool that can

make or break an organizations reputation. Almost all of out competitors in the Postal

services like TCS,OCS, Leapord Couriers etc have their own very active and responsive
Social Media accounts to interact with their customers.
In view of the admitted importance of the Customers Relations through the Social Media

and web base services, the Committee recommends as under:-


The IT wing should update the official website of the Pakistan Post Office Department

regularly besides making it more interactive and customer friendly.


A Social Media Cell may be established in the Public Relations Branch under the direct

supervision of the Asstt. Deputy Director General (P).IT Wing may shall identify and

arrange suitable officials like Data Processing Assistant/DEO to run the Social Media

cell.
Social Media Cell shall establish an official page of the Pakistan Post on

Facebook/twitter to publicize the various products/solutions currently being offered

by the Department. It shall also respond to customers queries through the Official

pages promptly.
The Officers/Officials who are very active on the Social Media shall publicize the

Official Pages of the Department for marketing and image building.

IMPLEMENTATION OF TRANSFER ORDERS

It has generally been observed that transfer of any official from a Branch by the

Administrative authority in the interest of service prompts some kind of reckless and

unwanted reactions by the Branch In-charges and they resist the transfer of officials on

the plea that work of the section shall suffer. The Branch In-charge also get involved the

Group Officers and the Group Officers too move note to resist the transfer of officials

from their subordinate branches on the same plea that the official is well acquainted

with work and his transfer shall result in suffering of the official work. This state of

affairs is against the principles of the good administration and tantamount to the

undermining the powers of the administrative authorities. Had such situation not

existed and the officials had been rotated in all branches, all the officials would have

become well acquainted with official work of every branch. No one is indispensable for

any branch/section and if they are rotated in all Sections/Branches they shall get more

exposure and knowledge.


In order to improve the discipline as well as to ensure administrative authority,the

Committee Recommends:-
That on transfer of an official, he/she shall immediately report to Branch where

he/she stands transferred maximum by the next date of his transfer without any excuse

.No request by the official shall be entertained by the Administration for cancellation of

his transfer orders


The Branch Incharge shall immediately relieve the officials on their transfer

allowing them to joing their new assignments. The Branch In-charge shall in no case

resist the transfer of the officials or move note for cancellation of transfer orders .Failing

complying with this, disciplinary action may be initiated by the Administrative authority

against the Branch In-charge.


The Group Officers shall also avoid interfering into transfer orders of officials and

shall normally not resist the reliving of officials from their subordinate branches.
RATIONALIZATION OF THE NAIB QASIDS:-
There are 72 posts of Naib Qaisds , 06 posts of Qasids and 13 posts of Datary are

sanctioned in the Directorate General, Pakistan Post Office Islamabad. In this way total

number of posts of Naib Qasids, Qasids and Daftaries comes to 81.However there has

always been a shortage of Naib Qasids in branches/sections. Reasons are obvious. It

has been observed that even two, three Naib Qasids are attached with some officers

though the work can easily be managed by one Naib Qasid and in some cases with 02

Naib Qasids. However class IV officials are underutilized and their services are not being

properly utilized. Resultantly some branches are facing acute shortage of Class-IV and

work of two to three branches is managed by a single person though the office work is

primarily clustered at Branch level. Some Naib Qaisds are working as Driver though the

number of regular posts of Drivers is sufficient in commensuration with the number of

vehicles. In the same manner some Class IV officials are working in official residences,

AC Plant and Auto workshop whereas sufficient required staff is available for the above

mentioned sections. This state of affairs leads to suffering of official work.


In view of above ;it is imperative that spread of the Class IV staff may be

rationalized amongst the Branches/Sections and officers. Niab Qasids working on other

assignments may be withdrawn from such assignments and posted in the

Sections/Branches.
Female Naib Qasids working in the Postal Dispensary G-8/4,Islamabad may be

transferred to the Directorate General, Pakistan Post.


REUTILIZATION OF REDUNDANT POSTS .
With the passage of time, certain Non-Gazetted posts such as Duplicating Machine

Operator, Gestetnor Operator, have become redundant having no more purposeful

utilization in the Department. Following are redundant posts existing in the Directorate

General, Pakistan Post having no more utilization.

The above mentioned posts have no purposeful utilization. Duplicating Machine

Operators are currently working as Naib Qaids or employed on other duties.In the

same manner Ferro Printer and Tracer of the also have least work to perform in the

modern days. Therefore the Committee proposes that:-


a) Either the redundant posts existing in the Directorate General may be

abolished/held in abeyance .
OR
Such posts may purposefully be utilized in some other cadres of equivalent basic

pay scales.

b) The posts of Duplicating Machine Operator may alternatively be utilized at

Photocopier Machine Currently work of Photocopying in this Directorate General

has been outsourced and is being managed by private persons. This is only

resulting in payment of heavy amount to private persons .Alternatively; the

Administration may arrange photocopier machine and the services of the

Duplicating Machine Operators may alternatively be utilized for that purpose.


CANCELLATION OF ATTACHMENT ORDERS:-
It has been observed that one official Ms. Sadia Bano Assistant of Directorate

General, Pakistan Post Office is working in the Regional Office Sialkot on attachment

basis; while the seniority of the official is being maintained at Directorate General. The

official was recruited/ appointed in the Directorate General and her attachment to

Regional Office Sialkot is not in the fitness of things. This administrative arrangement is

undesirable and attachment of the staff has no legal cover.


In view of above; the attachment of all officials may immediately be cancelled and

in future no official be transferred to other offices on attachment basis.


IMPROVING THE SANITARY CONDITIONS:-
Conservancy and sanitary conditions of the Directorate General as well as those of

the Postal Colony are not quite upto the mark. As many as 11 sanitary workers are

employed for the cleanliness of the office and colony. However even some corridors of the

Directorate General are neglected by the sanitary staff. Same is the condition of the

cleanliness in the colony .It is also a fact that some of the sanitary workers are working

in the residences of the some officers.


In order to improve the sanitary/hygienic conditions; it is imperative that all the

Sanitary staff may optimally utilized and the Conservancy Inspector should completely

focus and frequently check the work of the Sanitary Workers. Inspector should also visit

the colony on daily basis.


IMPROVING THE DEVELOPMENT WING.

Development Wing of this office is currently engaged in various vital developmental

works involving amount of Million of Rupees and therefore require an effective administrative

and financial supervision. Currently the Development section is being supervised by the

Engineering side; which though is effective in technical aspects, but the administrative and

financial aspect are being overlooked giving birth to many implications like audit objections,

non-maintenance of record, non-clearance of bills in time, non-optimum utilization of

budgetary resources etc. Therefore it is imperative that administrative and financial control of

the Development section may be improved by posting of personnel with administrative

experience.

Though a post of APMG was transferred from Circle Office Islamabad to the Directorate

General and utilized as ADDG (Development).However the said post has again been transferred

back. Resultantly the whole Engineering Wing is currently being supervised by the A.E. (Civil)

whereas the Superintending Engineer stands transferred to Metropolitan Circle Karachi and

posts of X.EN and A.E.E.(Civil) are lying vacant.

In view of above, it is recommended that post of ADDG (Development) may be utilized in

the Development section in order to put the things on track and to improve the supervision of

the Engineering wing. The proposed post of ADDG (Development) shall be responsible to

supervise all administrative and financial aspects of development related matters; while the

engineering side shall deal with purely technical aspects. All files requiring administrative and

financial approvals of the authority shall be dealt in the Development Branch and routed

through the ADDG (Development) after technical evaluation by the Engineering side officers.

PROPER UTILIZATION OF DEPUTY DIRECTOR(BS-18)

After provision of the post of ACAO (BPS-18) to A & R Branch, there seems no

justification of the post of Deputy Director (A &R) (BPS-18).The said post of Deputy Director (A

& R) may be utilized somewhere else. Further the post of Deputy Director was originally

created as Deputy Director (Personnel) in the Directorate General; however it was later on

utilized/re-designated as Deputy Director (A &R).However currently the post of Deputy

Director (BS-18) is underutilized. The Committee is of the view that post of the Deputy

Director may be utilized by opting any of the following options:-

The said post of Deputy Director (A & R) may be utilized as Deputy Director

(Establishment). The post of ADDG (Estt) spared due to this arrangement may be

utilized as ADDG(Development).

Option.No.02

Dy. Director (A&R) may be utilized as Deputy Director (Establishment &

Regulations) and the Establishment , Regulation Branches may be placed under

the Deputy Director (Establishment & Regulations); while the Discipline Branch

currently under ADDG (Estt) may be placed under the ADDG (HR).The post of

ADDG (Estt) spared due to this arrangement may be utilized as

ADDG(Development).

RATIONALIZATION OF STAFF ATTACHED WITH OFFICERS


It has been observed that large number of staff is attached with the higher officers. Two to

three Private Secretary/Steno typists are attached with some of the higher officers even

despite posting of Private Secretary/Stenotypists; LDCs are also posted /attached to deal

with the routine work. As per entitlement of the higher officers; one Private Secretary (BS-

17) is allowed for the BS-21/22 officers. Therefore attachment of such number of staff is

unjustified. The work can easily be managed by the Private Secretary /Stenotypists. It is

also a fact that routine typing and taking dictation from the higher officer is the

responsibility of the Private Secretary/Stenotypists. However routine typing work is also

performed at branch level and in the current era job duties have further lessoned and

they are mostly limited to attending calls.


On the other side it is also a fact that many BS-17/18 officers are working without

Stenotypists; though as per rules they are entitled for personal staff to dispose off the

routine official work.


In view of above the Committee recommends that staff attached with the higher officers

may be rationalized. LDCs attached in the presence of Private Secretary/Stenotypists may

be withdrawn and posted in the Branches/Sections which are facing shortage of typists.

Further excess stenotypists may also rationally be utilized and all BS-17/18 officers be

provided the Stenotypists/Personal staff.

BRANCHWISE REVIEW RECOMMENDATIONS

PA & GC BRANCH

In accordance with the Job Description ,the Parliamentary Affairs & Grievance Cell is
entrusted with following assignments:-
To deal with parliamentary meeting, Assembly questions.
Other duties assigned by Controlling / Group Officer.
Review of staff under Section 13(I)(i) of C.S.A 1973
Working strength of the PA & GC Branch is as under:-

The Customer Care Branch is entrusted with the task Re-dressal of public complaints

relating to Inland and International Postal Services. Mostly telephonic and e-mail

complaints regarding delivery of mail are received in the Customer Care Branch which

are promptly responded by the dealing hands on call/e-mail.Few written complaints are

also received in the CC Branch.

The working strength of the CC Branch is uneven/ disproportionate with the nature and

volume of work. As stated in foregoing paras; that most of the complaints are responded

telephonically/email and this can be easily be accomplished by the computer knowing

justified in commensuration with the volume of work.


It is also relevant to mention here that the work of the CC branch has lessees further

Though the most of the work of Regulation Branch is initiatives based and involves less

receipts from other offices; yet it was felt that the set up of the Regulation Branch is

underutilized and is currently only limited to the framing of Recruitment Rules.


It is yet another fact that various Circles often solicit guidance from this office on

administrative issues of the officials which are mostly neglected and no tangible

guidance is often offered to the sub-ordinate offices. Often such cases require guidance

of Administrative competent authority; which is not adequately provided by this office.

Keeping in view this fact, the Committee recommends that grievances relating affairs of

the officials and tendering necessary guidance/clarification on Administrative matters to

At present Pakistan Post Office Department is facing numerous litigation in various


courts of Law like Supreme Court, High Courts, Labour Courts, FST and Wafaqi
Mohtasib e.t.c. Resultantly, the Law Branch of this Directorate General has to deal with
enormous work and this results into lesser attention on every case and diminishing
quality.
Due to the above mentioned reasons, defense of Pakistan Post Office Department in the
court of Law cannot be well presented. It is almost usual that number of cases are fixed
in various legal forums on a same day and the officials of Law section are unable to
attend all forums.
Keeping in view the above, in order to improve the quality of work and to ensure proper
concentration on legal matters, it is proposed that the Law Branch may be bifurcated
into i.e. Litigation-I and Litigation-II sections which may be supervised by the two

EXPRESS POST

Express Post Branch is one of the vital branches of the Operational Group and it is

assigned with following important tasks/job duties entrusted with following

assignments:-
Establishment of new Special Mail Services.
Publicity of services through media.
Preparation of data regarding income and expenditure of special services.
To keep watch on quality and standard of services.

On launch of the Cash On Delivery Service by the Pakistan Post Office Department, the

EP Branch is also overseeing the operational and policy issues of the new project.In

order to improve the customers trust on COD; a complaint cell has also been established

in the EP Branch.
However in order to improve the complain response mechanism; it is the need of the

hour to post some energetic, competent and IT knowing officials. Performance of the

presently posted officials on COD desk is perhaps not upto the mark of standard quality.

Neither they have any IT background nor they are properly trained to respond complaint

of customers in courteous and corporate way. Therefore the Committee is of the view

that some IT Knowing officials with proper training may be posted in the EP Branch on

COD complaints Cell. In the first instance; we may have an option of posting Internee

females who are highly educated in the Business Administration/IT and are currently at

the disposal of the PPOD .However their services are not being properly utilized. They

may be posted in the EP Branch on COD Complaint Cell. Improvement in the working of

the Cell would be visible.


AS many as 4434 receipts were dealt in the EP Branch for the period from 01-01-2016

to 31-11-2016 .Keeping in view the In this way the number of receipts and volume of

SPECIAL PROJECT BRANCH

Though earlier the Special Project Branch was dealing with the traditional projects in a

traditional manner; however now the Special Project Branch has been entrusted with

the responsibility to explore new horizons of the business activities within and outside

the existing structure of the Pakistan Post Office Department. The Pakistan Post Office

Department is currently engaged with various private sector Companies/Groups and

Business entitiesFurther the as the Pakistan Post has envisaged a a road map of

Reforms and Restructuring under the umbrella of the Reforms Agenda duly approved

by the Prime Minister of Pakistan.The Reforms Agenda mainly comprised of the

following components:-
Launch of Mobile Money Order
Launch of Logistic Company
Rebranding of the Pkaistan Post.

These above mentioned Reforms Package is almost a flagship programme of the

modernization of the PPOD and all these tasks are primarily handled by the Special

Project Branch. Keeping in view the importance of the Branch; it is much imperative

that supervisor and dealing hands of the SP Branch should be energetic, educated, IT

knowing with some business academic background.

Given the huge and so crucial tasks assigned to the Special Project Branch; the existing

working strength of the Branch is not enough to cope with the numerous work

recommends that two additional post of Assistant and UDC are required to be

sanctioned at the Special Project Branch to manage the things in a better manner.

Presently the Special Project Branch is being Supervised by the Superintendent who is

directly supervised by the Deputy Director General (SI).There is no intermediary BS-

18/19 post to directly supervise the activities of the Special Project Branch and to

transmit the refined substance to upward channel of hierarchy. For this purpose;

following administrative arrangement is proposed that the Special Project Branch may

be placed under the ADDG (MR) ,who is already in the channel of the Deputy Director

General (SI).The Superintendent (SP) shall submit files to ADDG (MR) who shall route

these upward to Dy. DG (SI).

INLAND MAIL BRANCH

In accordance with the Job Description, the Inland Mail Branch is entrusted with all
operational and policy related affairs of the Inland Mail.

Existing working strength of the Inland Mail Branch is as under:-

It was observed with great concern that though two posts of the ASPOs/AS MST are

sanctioned in IM Branch; whereas only one AS MST is currently working in the said

Branch. The other post is lying vacant since many years and no regular incumbent

of the official work; though the existing Assistant Director is management most of the

work of IM branch himself. However due to increased quantity of work; there is always a

chance of suffering of the quality of work. It is therefore strongly recommended that a

regular incumbent against the post of AS must be posted .The said incumbent may

either be arranged from filed offices or from this office.


One post of the Assistant is also vacant due to promotion to the incumbent Mr.Qaisar

Shakeel. The said slot carries important responsibilities like printing of the Annual

Report as well as other matters relating to operational vehicles of the PPOD. The

Administration may arrange posting of the incumbent at the earliest.

The post of the Assistant Director (Inspection) is vacant since October,2016 owing to

retirement of the incumbent. However no regular incumbent can yet be posted against

the post of AD (Inspection).This is very important post as the AD has to make frequent

surprise visits all over the country to have a check on the loss and fraud cases. Further

the AD has to accompany higher officers during the inspections of various

Circles/Regions. Due to vacancy of the post; the official work is suffering. It is therefore

proposed that a regular incumbent from the Circles/Regions may immediately posted to

manage the official work.HR wing may arrange posting at the earliest.
One AS Pos is working in the Inspection & Vigilance Branch .The Vigilance Cell was

established to constitute anti leakage squads with the purpose of making surprise vistis

The Pakistan Post should embark to the modern day tools of publicity and image

building. Currently the perception of the PPOD, like other Government Departments, is

marred with stagnancy, non-responsiveness and delay. The Management should

publicize the products of the PPOD besides image building through various means of

advertisement and publicity. The IT Wing of the Department must update the official

website of the Pakistan Post. The Public Relations Branch also work on customer

interaction through Social Media. It is proposed that an official page of the Pakistan Post

on Facebook may be established and customers queries be responded through that

page. For this purpose it is strongly recommended that Social Media Cell may be

established in the PR Branch to interact with the customers of the PPOD and to respond

to their queries.
Public Relations Branch is currently following the traditional footprints and the presence

of the PPOD on modern communication channels is almost legible .It is the need of the

hour that PR wing should properly publicize the products of the PPOD and endeavor for

the image building of department in order to compete with the private competitors.
The aptitude of the existing Supintendent of the PR Branch, in no way, justifies him for

the said post. There should be some energetic person having better communication

skills, personal relations with media persons as well as better administrative experience.

It is relevant to mention here even there are officers of Superintendent Level who have

Branch. They may prove best alternatives to strengthen the PR cell.

shared a huge junk in the total revenues of the Department.

In order to speed up the pace towards resolving the Savings Bank impediments and to

more strengthen the Savings Bank Section, the Review Committee has formulated some

recommendations as contained in the Broad Recommendations of the Committee.

One post of the Assistant Superintendent Post Offices may be withdrawan from the

Pension Payment Cell and sanctioned in the Savings Bank to better deal with the

Savings Branch work. While one post of Assistant so spared from the Savings Branch

may be transferred to Pension Payment Cell in place of post of ASPOs.

Due to establishment of the Pension Disbursement Cell in the Directorate Genera; all

the pension disbursement issues of the Postal pension stands transferred to the Pension

Payment Cell .Therefore the Volume of work has decreased. Further one official is

exclusively dealing only with the TA/DA ;which does not involve any exhaustive efforts

and most of the work simply require copy past. In view of the number of receipts dealt as

well as visible volume of work in the PA & P branch; three posts of the Assistant do not

The nature of duties of the Career Planning Branch Nature are of very important nature.

They have to deal with the promotions of the officers/officials and to prepare the

promotion cases for placing before the Central Selection Board/Departmental Selection

Board/Departmental Promotion Committees. The Branch supervisor/officials have to

make frequent visits to the Ministry of Communications/Establishment Division.

Therefore the working sanctioned strength is justified and no change with regard to

may be replaced with UDC.


Recently the work of the Departmental Promotional Examination of the Jr. Accountant

has been transferred from the ER Branch to the CP Branch on the plea that the ER

the tangible plea as there is no distinction in the Job Description of the ER branch that

it should only deal with the Departmental examinations of the Non-Gazetted posts.

Further the volume of work of the ER Branch has considerably decreased owing to

Federal Govt policy regarding recruitment through Testing Agencies. Therefore it is

recommended that Departmental Examination of Accounts Cadre may again be

entrusted to the ER Branch.
