Overview of Regulations

LEGISLATION OVERVIEW OF REGULATIONS

REPUBLIC OF IRELAND LEGISLATION Safety legislation has developed rapidly over the
last decade and a comprehensive study of this
Safety, Health & Welfare at Work Act 2005 legislation would take many days. However,
when it comes to working at height, the most
Safety, Health & Welfare at Work (Construction) important aspect of legislation can be summarised
Regulations 2013 in two words; Risk Assessment.
Safety, Health & Welfare at Work Before the current legislation came into being,
(General Applications) Regulations 2007 there were straight forward guidelines, for
example the 2 metre rule (i.e. If you are working
Safety, Health & Welfare at Work (General
higher than 2 metres, then you need to be tied off
Applications) Regulations 2007
with a harness system).
Part 4: Work at Height

Code of Practice for Safety In Roofwork Now you must carry out a Risk Assessment no
matter what height you are working at. All
UK & NORTHERN IRELAND LEGISLATION parties involved in a building are now responsible
for the provision of a safe workplace, for example
Health & Safety at Work (NI) Order 1978 designers must look at how the roofs and facades
are accessed in the future for maintenance. In the
Management of Health and Safety unfortunate event of a person falling from a height
at Work Regulations (NI) 2000 at any time in the future, the building designer will
have liability. Skyway are the experts in this field
Work at Height Regulations (NI) 2005 and will ensure your liability is reduced through
the design, installation and certification of safe
Construction (Design and Management) work at height systems.

Recertification & Maintenance of Fall Prevention& Suspended AccessSystems

Our core business is the provision of equipment for operatives to work safely at height. With the installation
of this type of equipment come strict and rigorous Health and Safety legislation for its recertification and
maintenance, most notably, Safety, Health & Welfare at Work (General Applications) Regulations 2007,
Part 4: Work at Height and the Code of Practice for Safety in Roofwork.

Annual maintenance and recertification on all safety at height systems includes:

Fall Prevention Systems - cable systems must be inspected

annually to ensure they continue to perform as designed

Cable end swages and splices must be pull tested to 10kN to ensure they are adequate

Safety Eyebolts must be load tested to 6kN

Suspended Access Equipment must be load tested annually and

receive regular six monthly visual inspections.

Recertification of Personal Fall Protection Equipment all types of harnesses,

lanyards and associated equipment must be inspected and recertified every
six months in compliance with current Health & Safety legislation.

Recertification of Personal Fall Prevention Equipment (PFPE)

To use most fall prevention systems and faade access systems, you must have the correct
Personal Fall Protection Equipment (PFPE) in place.

PFPE can be described as harnesses, lanyards, retractable lifelines and associated equipment. It is important that
PFPE be visually inspected before each use. Current Health & Safety legislation outlines that this type of equipment
must be inspected by a competent person at least every six months. Equipment that is worn regularly should receive
more frequent inspections.

Our Facilities Services division automatically includes the inspection of this equipment as part of the annual
recertification process. We document each piece of equipment inspected and include all
details on certification documentation.

Basic care of your Personal Fall Protection Equipment will prolong the life of the kit and also contribute towards
the performance of its function saving your life! Proper storage and maintenance after use is important. PFPE
should be stored in a cool, dry and clean place out of direct sunlight. Avoid areas where heat, moisture, light, oil,
chemicals or other degrading elements may be present.

Skyway supplies all types of PFPE and our price list and full inventory of stock is readily available from our office or
see our website for further details.

Inspection & Certification of Lightning Protection Systems

A new addition to our Facilities Services Department is the inspection and certification of lightning
protection systems. Following many enquiries from existing and new clients with regard to lightning
protection to be carried out as part of their fall prevention equipment recertification contracts,
we decided to implement this facility to further enhance our current services. Repairs to existing
systems and installation of new systems are also available.

What is a Lightning Protection System?

Simply put, a lightning protection system is used to prevent or lessen damage to structures during
lightning strikes. The system is designed to intercept such strikes and safely pass their extremely
high currents to ground. A lightning protection system includes a network of lightning rods,
lightning current conductors, bonding conductors, ground electrodes and lightning surge
protectors to provide a low impedance path to ground for potential strikes.

As with any structure, its features and facades change over time. Year after year, weather events such
as extreme temperatures and high winds affect lighting protection equipment. Building upgrades
involving new construction or remodelling and changes to electrical, mechanical or communication
systems can also affect lightning protection systems.

Testing &Maintenance
With this in mind, it is important to maintain the systems effectiveness and therefore inspection and
certification should be carried out annually to ensure that the components of the system are not
corroded or damaged in any way. Also, if your system has had a lightning strike, it is imperative that
the system be tested immediately. Our lightning protection engineers carry out inspection and
maintenance in compliance with BS EN 62305, Protection against lightning (Part 1 4).
072
Training

Under current Health & Safety Regulations, all users of safety at height equipment must receive correct
training and instruction on how to use this equipment correctly. The below courses are applicable
to building owners, H& S officers, caretakers, property managers, maintenance & facilities personnel.
As industry experts, Skyway has developed and designed specific training courses in the safety at height
discipline and has added several new courses to our existing range.
