PROGRAMME
TML MARINE CREW ASSESMENT PROGRAMME
BACKGROUND :
Within 5 years period TML Marine asset registers total of 66 incidents
with declining trending over the years.
TML Marine is committed to continue working with our boat operators/

owners in reducing further number of incidents involving marine asset.
For 2015 TML Marine taking new initiative and another proactive
measure by introducing TML Marine Crew Assessment Programme

Why do we need the assessment/setting marine crew standard?
To improve the safety awareness and competency standard amongst marine

crews onboard TML chartered vessel with regards to TML Marine Operation
and HSE policies/procedures.
To ensure all TML chartered marine asset are operating accordance to local
and international regulatory by improving knowledge and awareness of marine
crews with regards to local and international laws and regulations.
To ensure that all OSV companies and its crew comply with TML procedures:
TML-OPS-GEN-GD-G-0010: Charterers Instructions - Supply And Field
Support Vessel and other applicable TML guideline

Continue:
To gauge the current level of competency/knowledge/ HSE awareness of

marine crew working onboard for TML Marine as the benchmark for future
improvement program.
To gauge the candidates proficiency in English communication especially

amongst the Key Personnel. Which is very crucial in ensuring safe
operation.
To establish a baseline of current competency standard of marine crew

operating onboard TML Marine vessels.
Base on TML Marine assessment data -TML Marine will analyzed and work
together hand in hand with TML boat owner /operator to formulate and
improve the overall TML marine crews performance standard as per TML
expectation.

Marine Coordinator/ Marine Executive
Marine SMR/Marine CSR
Marine HSE Advisor
Marine Technical/Operation Superintendent.
Marine Manager
Marine crew assessment will be carried out at one of below location:

TML KL HQ
TML site office in KSB/ASB
Offshore/at Location by Marine CSR

Group of personnel that required to undergo the assessment:
Deck Officer refers to Master, Chief Officer, 2nd Officer, 3rd Officer, 4th
Officer, Radio Officer, Medical officer.
Engineer Officer refers to Chief Engineer, 2nd Engineer, 3rd Engineer, 4th
Engineer, Electrical engineer (ETO).
Rating refers to Non - officer of the vessel, i.e. Bosun, Oiler, Crane
Operators, Able Body Seaman (AB), Greaser, Ordinary Seaman (OS), Cook
and steward.
Key Personnel refer to Senior officers Master, Chief Officer, Chief Engineer
& Second engineer.
Note: Training Cadets not required to seat for the test.

There will be 2 stage of assessment:

Written Assessment (Each group have own set of questionnaire)
Interview Session ( For New Key Personnel only)
The assessment questionnaires mostly are base on the following:
TML 10 Golden Rules for Safe Operations.

TML Marine Procedures/Charters Instructions to OSV.
TML Marine Activities Permitted Operations (MAPO)
TML Policy/HSE procedures/awareness and requirement.
TML Emergency Response Procedures.
Code of safe working practices (COSWP)
MARDEPT/ PSC and CLASSICATION regulatory requirement.

Written Assessment Terms:
Deck Officer and Engineers: 60 questions for 60 minutes duration.

Rating: 50 questions for 60 minutes duration.
Passing marked for Officers and Engineers is 80%.
Passing marked for Ratings is 80%.
Written examination valid for 2 years. All personnel required to renew/ reseat
their assessment after the expiry period. 3 month grace period is given after
the expiry date for candidates to reseat for the assessment.
Failing candidate need to reseat for the test at earliest possible. Upon failing 2
consecutive assessment TML Marine have a right to reject / remove candidate
from joining the vessel.

Interview/Oral Assessment:
Additionally any NEW Key Personnel have to undergo and pass the
Interview Assessment before joining any TML chartered vessel.
Documents to be submit / bring along prior to interview session:

Certificate of Competency (STCW 95) - Checks to be carried out on the relevant
certificate of competency to verify authenticity and adequacy for the position being
appointed on board.
Seaman Discharge Book Check on discharge book to establish work experience of
the candidate.
TML approval number - Check to be carried out to ensure that candidate has all
compulsory valid medical and training endorsements as declared during TML approval
number application. Original Medical & Training certificates to be produced for
verification.
Documented evidence that the candidate has been briefed by contracting company
Marine /HSE/Operation department prior joining TML vessel. (signed briefing form).
Curriculum Vitae.

Owner/ Operator Obligation:
Its the responsibility of the OSV HR/crewing department to hire a competent

and suitable person for the job and meeting the standard set by TML Marine.
Its responsibility of the OSV HR/crewing department to ensure crew hired

posses genuine certificates and not forged/ counterfeit- as found in few cases.
It is vessel operator/ owner responsibility to ensure proper briefing on HSE

and TML Marine policies and procedures is done in advance at respective
office/ base office before sending them for TML Marine Assessment test and
Interview session. Documented evidence that the HSE briefing has been
done is required during the interview.

TML Marine Terms:
TML have every right to reject the propose candidate and suspend the crew
approval number upon finding propose candidate does not met with TML
Marine Standard and criteria during the Interview.
It is therefore advisable for boat operator/owner to arranged for any NEW

propose Key Personal 2 weeks earlier - for the assessment /interview.
It is Vessel Operator/ Owner responsibility to find immediate replacement of

the failing candidate in order to avoid 90 days DOB policies breach.
TML will not be hold responsible for any cost involves for repartition of the said
crew.

and onboard all TML chartered vessel. Please informed TML Marine if you
need the above document to be send to your office.

Marine Crew Assessment Programmed Implementation Progress
Soft launch of the assessment programmed has been carried out

since beginning of this year.
209 candidate across various rank /vessel and company has

completed the written examination till date.
Assessment done at TML KL HQ, KSB/ASB marine office by supply

base MC and at offshore by Marine CSR.
All test are Open Book. Candidate are free to refer to TML Marine
Operating manual and TML HSE guide line and others material.

Marine crew HSE/ TML Marine operational knowledge improvement

with a targeted passing rate of 85% on the assessments across all
rank onboard TMLs chartered vessel by 4Q 2015.
Improvement in safety awareness amongst marine crew by translating

it into ZERO recordable Marine related Incident and Accident in 2015.

Operators for their in house training purpose.
