SUMMARY

Air and Missile Defence programmes and requirements continue to evolve at a


rapid pace. Perceived threats posed by the likes of Russia in Europe and North
Korea in the Far East have prompted increased BMD initiatives in these regions.
At the same time, the market for all sectors of the Air Defence Systems market
remains buoyant over 30 countries have new procurement or upgrade
programmes under way. The value of the Air and Missile Defence market is
estimated to be over $30 billion over the next 10 years.

EUROPE
Germany
Prospect for Evolved Patriot.
IRIS-T SL is planned for the German Armed Forces.

Hungary
The Mistral short-range surface-to-air missile systems of the Hungarian
Defence Force (HDF) are to upgraded by MBDA.

Netherlands
The Royal Netherlands Air Force plans to replace its ARES MPR (Medium
Power Radars) with new Thales SMART-L -band ground-based air
surveillance radars from 2017. Currently the RNLAF operates two ARES MPR
radars to perform ballistic missile detection and tracking, one of which is
located in the central Netherlands at the Air Operations Control Station at
Nieuw-Milligen airbase, with a second located at Wier airbase in the north
of the country.

Poland
The Wisla (Visula) medium-range air and missile defence requirement has
been released to tender. Raytheon (Patriot) and Eurosam (SAMP/T) have
been invited to tender. Selection was planned in 2015, with 6 batteries to be
delivered from 2017-2022.
The first mid-range air defence (MRAD) batteries should arrive by 2018 and
will be complemented by two lower tier systems, all linked together in what
has been called The Shield of Poland.

Romania
Romania is looking to upgrade its HAWK batteries.

Russia
The Verba MANPADS is being delivered to the Russian Airborne Forces.
6 PANTSIR-S short-range air defence systems have been delivered to the
Russian Air Defence Forces for defence of Moscow.
The S-500 is under development, for service entry in 2018.

Spain
Spain is to buy 2 surplus Patriot surface-to-air missile (SAM) batteries from
Germany ahead of deploying some of its existing Patriot systems as part of
the NATO cover agreed for Turkey.
The 2 batteries will each include 5 launchers in the PAC2+ configuration.

Turkey
The T-LORAMIDS requirement to replace the NIKE HERCULES has been
scrapped.

U.K.
The UK Ministry of Defence (MoD) has ordered a new ground-based surface-
to-air missile (SAM) system from MBDA.
Known as the Future Local Area Air Defence System (FLAADS) Land, the new
SAM system will eventually replace the British Armys Rapier Field Standard
C (FSC) short-range SAM systems.
A development and manufacture phase contract has been awarded to MBDA
for the programme. The contract is valued at 228 million ($348 million).

U.K. (cont)
FLAAD Land should be ready for entry into service at the end of the
decade. Retirement of the Rapier is scheduled to begin in 2020.
The Royal Artillery (RA) currently operates 5 batteries of Rapier FSC missiles
and these are likely to be replaced on a one-for-one basis. The RA also
deploys the Starstreak High Velocity Missile (HVM).
FLAADS Land uses the MBDA Common Anti-air Modular Missile (CAMM) as
its interceptor. CAMM is also on order for the Royal Navys Sea Ceptor
primary air defence system which will equip the services Type 23 frigates
and future Type 26 Global Combat Ships.
The upgrade of the Type-1045/Sampson radars could see its detection range
increased.
The Type-997/ARTISAN radars equipping the Royal Navys Type 23 frigates,
are currently being qualified to work with the MBDA Sea Ceptor SAM which
will replace the Sea Wolf SAMs currently used by the Type 23s from 2016.
The Type-997/ARTISAN will also equip the planned Type 26 Global Combat
Ship (GCS).
The SCANTER 4103 was selected in late 2014 to equip the last three River
class OPVs of the Royal Navy. The delivery of the first radar is scheduled for
2016.

Bahrain
Patriot is planned for procurement.

Egypt
Egypt has acquired the S-300VM long-rang, Buk medium-range and Tor
short-range surface-to-air missile systems from Russia.

Iraq
Pantsyr S1 mobile short-range air defence systems and Igla-1 (SA-24)
MANPADS have been supplied by Russia.

Israel
The Iron Beam High Energy Laser (HEL) was unveiled at the Singapore Air
Show in February 2015. It is designed to destroy rockets, mortars and UAVs.
A 3rd Battery of Arrow 2s is under construction. The Arrow 3 is under
development for deployment from 2016. Davids Sling is to be deployed
from 2015. 6 Batteries of Iron Dome interceptors are planned. 10-15
Batteries of an extended-range version are also planned.

Kuwait
A contract has been signed for 2 more Patriot fire units (to add to the 5 PAC-
2 fire units, each with 5 launchers, already in-service). Delivery is scheduled
by the end of April 2018.

Oman
Oman has signed a contract to procure NASAMS air defence systems.

Qatar
Raytheon has been awarded an undefinitised contract (UCA) for creation of
an air and missile defence operation centre (ADOC) for Qatar.
Qatar and Saudi Arabia will both order Lockheed Martins Terminal High
Altitude Area Defense (THAAD) ballistic missile defence system, although it
could be up to 3 years before the contracts are finalised.
The US Defense Security Cooperation Agency (DSCA) announced in 2012
that Qatar had requested the sale of THAAD and PAC-3 missiles and,
although a contract has been signed for the latter, the THAAD contract has
yet to emerge.

Saudi Arabia
The upgrade to the PAC-2 Patriot air defence systems to allow them to fire
PAC-3 missiles, has been approved by the U.S. Government. 202 PAC-3
missiles and 36 launcher modification kits are to be supplied.
Qatar and Saudi Arabia will both order Lockheed Martins Terminal High
Altitude Area Defense (THAAD) ballistic missile defence system, although it
could be up to 3 years before the contracts are finalised.

Syria
Russia will deliver S-300 long-range air defence systems to Syria.

UAE
The UAE is interested in upgrading its Mistral short-range air defence
systems.
2 THAAD Fire Units (9 Launchers) and 9 Patriot PAC-3 Fire Units (37
Launchers) are to be procured.
MBDA has teamed with Nimr Automotive to submit a version of its Multi-
Purpose Combat System (MPCS) for an Emirati Defences Forces requirement
for a very short-range air defence system (V-SHORAD).
MBDA announced at IDEX 2015 that the two companies were developing
the Hafeet ADV to meet the requirement for a high efficiency V-SHORAD
system.

ASIA-PACIFIC
Australia
Australia plans to include a replacement for its Saab RBS-70 very-short-range
air defence missile system in its next Defence Capability Plan. The Australian
government will give first pass approval in fiscal year 2016-2017. Acquisition
is estimated to cost between AUS $500 million (US $469 million) and AUS $1
billion. Government approval for acquisition will be sought in fiscal year
2017-2018. Army Initial Operational Capability (IOC) is planned for fiscal year
2020 to 2021.

China
The QW-19 MANPADS was unveiled by the China Aerospace Corporation
(CASIC) at Airshow China in 2014. The system is still under development.

India
Medium Range and Long-Range Surface-to-Air Missiles are being developed
by the DRDO and BET, in collaboration.
6 more AKASH Squadrons were to be delivered in 2015.
A new Medium Range SAM being is developed with Israel, to replace the SA-
3B (13 Squadrons required).
A new Short-Range SAM (MAITRI) is being developed with France.

Indonesia
Starstreak is on order (5 Batteries on Mobile Launchers).
Indonesia has received Termas SCANTER 4103 X-band naval surveillance
radar to equip the Indonesian Navys KRI Fatahillah corvette, the installation
of which was completed in March 2014.
The indigenously constructed SIGMA corvettes will be armed with MBDA
Aster 15 SAMs and a Rheinmetall Defence Millennium 35mm Close In
Weapons System (CIWS).

ASIA-PACIFIC (CONT)
Japan
Japan plans to improve its ground-based missile defence capabilities and has
shown an interest in the Aegis Ashore system.
A first Control Test Vehicle (CTV) firing of a Standard Missile-3 (SM-3) Block
IIA exo-atmospheric interceptor took place in 2015.
Being developed under a US-Japan joint programme, the Block IIA missile
will be deployed from Aegis ships and shore sites from 2018 as part of the
European Phased Adaptive Approach Phase 3 ballistic missile defence shield.
The US-Japan SM-3 Cooperative Development (SCD) programme will
complete the development and initial at sea flight testing of the SM-3 Block
IIA missile and preparation for subsequent production.

Malaysia
The Malaysian Army has requirements for MANPADS, short-range and
medium-range SAMs. The Chinese LY-80 System is being offered to Malaysia.
Starstreak has also been offered.
The Royal Malaysian Navy has ordered 2 SharpEye Mk.II Lightweight Radars
for each of its Littoral Combat Ships.
Deliveries to equip these vessels will start in 2016 and conclude in 2020.
The 3000 tonne ships will also carry MBDA MICA vertically-launched SAMs.

Myanmar
The United Wa State Army (UWSA) insurgents have acquired the FN-6
Chinese MANPADS.

New Zealand
Kelvin Hughes is equipping the Royal New Zealand Navys ANZAC class
frigates with S-band SharpEye radars to be delivered from 2016.

Philippines
A Ground-Based Air Defence Group is planned by the Army.

Singapore
The SAMP/T System (Aster 30 Missile)is on order to replace the I-Hawk.
Singapores ST Marine is currently working on the first 2 of a projected 8 new
Offshore Patrol Vessels (OPVs) which have been designated as the
Independence class Littoral Mission Vessels (LMV) by the Republic of
Singapore Navy (RSN).
Air defence will be provided by a 12-cell vertical launcher for the MBDA Mica
Surface-to-Air Missile (SAM) system guided by a Thales NS100D naval
surveillance radar.

South Korea
The Korean Air and Missile Defence (KAMD) System was due to be
completed by 2015 and will include upgraded PAC-2 Patriots. PAC-3 missiles
are planned for procurement after 2015.
Production of PEGASUS (CHUN MA) Mobile SAM is under way.
Production of BI HO Twin 35mm SPAAG is also under way
The CHEONGUNG SAM is to replace the Hawk from 2015-2019 (150-180
Reportedly)

Taiwan
The TIEN KUNG 3 is under development (ABM- capable).
Taiwans air defence network relies on the indigenously-produced CSIST Tien
Kung-II SAM which has a Range of 125nm (232km). Main cities are
protected by 7 Raytheon MIM-104C SAM batteries which are currently being
upgraded to Patriot PAC-3 status.

U.S.A.
$1 Billion was requested in the FY 2015 budget for the Ground-Based
Midcourse Defense (GMD) programme.
$384.6 million was requested in the FY2015 budget for PAC-3 Patriot Missile
Segment Enhancements (MSE) for the U.S. Army. Patriots are being
upgraded to PAC-3 configuration.
The U.S. currently has 30 ballistic missile interceptors deployed in Alaska,
and the country plans to position another 14 interceptors in the region soon.
The U.S. DoD intends to declare the second and third phases of the
European Phased Adaptive Approach (EPAA) technically capable with the
planned fielding of next-generation interceptors at bases in Romania in 2015
and Poland in 2018. SM-3 Block-1A/IIA missiles will be deployed as
interceptors.
Raytheon has begun development of an extended-range (ER) variant of its
AIM-120 Advanced Medium-Range Air-to-Air Missile (AMRAAM) for ground-
based air defence.
Raytheons plans to integrate the weapon into the National Advanced
Surface-to-Air Missile System (NASAMS).
Raytheon and partner Kongsberg have delivered more than 70 NASAMS fire
units to 7 countries.
NASAMS is operationally deployed in Finland, the Netherlands, Spain and
the United States. It is also in production for Oman.
Raytheons AN/SPY-6(V) Air and Missile Defence (AMDR) radar was selected
by the United States Navy in October 2014 to equip its Arleigh Burke class
Flight-III series destroyers, the first of which is to be procured in 2016.
The first AN/SPY-6(V) Radar is expected to be delivered to the US Navy for
installation on the first Arleigh Burke class Flight III vessel by the end of
2019.

U.S.A. (cont)
Saab is supplying its C-band Sea Giraffe AMB naval surveillance radar for the
Independence class Littoral Combat Ship (LCS), locally designated as the
AN/SPS-77.
The number of additional deliveries depends on the number of additional
Independence class LCSs the US Navy orders, beyond the 10 ordered so far.
Meanwhile, Airbus Defence and Spaces TRS-3D C-band radar (US Navy
designation is AN/SPS-75) has been ordered for Lockheed Martins
Freedom class LCS.
In all, the TRS-3D will equip 8 Freedom class LCSs, plus one additional test
system to be installed on a US Navy test ship. The balance of 4 ships will
carry the TRS-4D.
The US Navy is developing a new radar to help reduce costs on new-
construction nuclear-powered aircraft carriers while providing a common
system for future amphibious assault ships and for retrofitting to its existing
Nimitz-class carriers.
The navy is planning to release a request for proposals (RfP) around March
2016 for off-the-shelf radars intended for its second and third Ford-class
carriers.
The new radar, to be called the Enterprise Air Surveillance Radar (EASR), will
replace the Dual Band Radar, originally acquired for the navys Zumwalt-class
destroyer programme and currently fitted on board the first Ford-class
carrier.

Brazil
The Army will order the RBS-70 MANPADS from Sweden. 16 launcher units
are planned for procurement. 2 Batteries of Igla S also planned.
3 Batteries of PANTSIR-S1 are planned for airfield protection by Air Force.

Peru
Contract signed by Air Force for 2 battieries of SPADA 2000s with Aspide
Missiles. Each battery has 2 x 6-cell launchers

Venezuela
A new air defence brigade (the 79th) has been established for the air
defence of Tachira, on the border with Colombia. Venezuela was the first
recipient of the S-300VM long-range surface-to-air missile system from
Russia.

Integrated Air and Missile Defence 2016


The Gathering of the World's Air Defence Community
Air and missile defence has grown in importance for nations around the world: as the threats to
national security and infrastructure have increased dramatically in recent years. The
exacerbation of potential flashpoints around the world, from the Middle East to Eastern Europe
and beyond have seen nations move swiftly to upgrade legacy systems and to increase the
potency of their current defences.

However the threat grows ever more varied, with the proliferation of UAVs of various sizes
and armament; an increasing number of (ballistic) missile-equipped nations; and C-RAM
threats across Asia and the Middle East.

IAMD 2016 returns as the chosen forum of the global air defence community to discuss best
practice, implementation of new technologies and TTPs, and innovative methods of increasing
cooperation between international partners.

This years key questions include:


How can air defenders be aided by the OEM and systems integrators to smooth the
transition from legacy to contemporary assets?
As threats become increasingly varied, what options are there for multi-modal air defence
systems, such as directed energy, which can engage a range of targets? What benefits and
limitations to these futuristic systems?
In what ways can nations increase the integration of Air Defences across different planes,
for example Ground-Based and Sea-Based, in an effort to create a more seamless reactive
capability?
What lessons can be transferred between GBAD commanders in different regions of the
world, in terms of meeting operational challenges?
