Thethirdandlastargumentpresupposesprisonersareincarceratedtopunish
themforwhattheyhavedoneunlawful.Itisforthemtoberehabilitatedwithoutany
formofviolence.(1) Itisimportanttonotethatrespectforhumanrightsremains
inviolableovertheperformanceofpolicedutiesandfunctionsunlessitisproventhat
theexerciseofcertainrightsruncountertotherequirementsofmorality,lawand
publicorder,andthegeneralwelfareofthepeople.Moreover,nooneneedstogive
youtheserightsandnooneissupposedtotakethemawayordepriveyouofthese
rights.Everywhereyougo,yourrightsmustberespectedevenasyourespectthe
rights of others. Indeed, (2) the PNP Code of Professional Conduct and Ethical
Standardsexpresslycitesrespectforhumanrightsasahighstandardthatmustbe
maintainedduringtheperformanceofpoliceduties.
Likewise,(3)theGovernmentexiststomaintainpeaceandorder,andprotect
life,libertyandproperty,aswellaspromotethegeneralwelfareofthepeople
rightsstandardsandpracticesintheconductofpoliceorlawenforcementfunctions.It
citizensandvariousgroupsorsectorsofsocietyasclaimholderswhoserightshaveto
berespectedandprotectedbythepolice;andthePoliceasdutyholdersthathave
obligationstorespect,protectandfulfillhumanrights.HRBPalsoaimstoempower
claimholderstoclaimtheirrights,whilestrengtheningthecapacitiesofdutyholders
tomeettheirdutiesandobligationsashumanrightsprotectors.
(5)STANDARD2:RESPECTFULTREATMENT
Treat all citizens and victims of crime with compassion and respect, with
utmostconsiderationfortheirneedforsafetyandprivacy.
Itmustberememberedthatunderthelaw,allarrestedpersonsanddetainees
arestillconsideredinnocentandhavetherighttodueprocess.Onlythecourtcan
determinetheirguiltorinnocence.Evenwhentheyarealreadyconvictedbythecourt,
theystillhavetherighttobetreatedhumanely,withfullrespectanddignity.
(6)STANDARD8:HUMANETREATMENTOFDETAINEES
inflict,instigate,nortolerateanyactoftortureorilltreatment,andrefusetoobeyany
ordertodoso.
Theyhavetheresponsibilitytorehabilitate,sothattheywillbeconditioned
whenreturnedtothesocietyasrenewedindividuals.And,nottobemaltreated;when
maltreatedtheywillbemoreresistanttochangebecausethereisstillthat"negative"
atmospherearoundthem.

Conclusion
Substantially,The BureauofJailManagementandPenology,alongwiththe
government,shouldthereforeinhibitthemaltreatmentofprisonersbeingdeprivedof
humaneconditions.Nowadays,(1)thesubjectmatterofHumanRightsisoneofthe
mostcrucialissuesfacedbythePhilippineNationalPolicetoday.Allegedhuman
rightsviolationsbyerringpolicepersonnelhadmadediscussionsabouthumanrights
humanrights.ItisbelievedthatthePhilippineNationalPoliceshouldexerciseand
enforcepeaceandorderbymainlyrespectinghumanrightsnomatterwhat,yetpeople
arenotareawareofthesewrongdoingsinsociety.
Prisonersarestillhumans,however,committedcrimes,notwithstandingtheir
rightsnottobeviolatedindetentionbuttobetreatedinhumanitarianorder.They
havetherightstohumaneconditionaswellasaretreatedwithnoviolence.Aswhat
degradingtreatmentorpunishment.(3)PNPCoreValuesseektoinstillinallPNP
personnelagodly(Makadiyos)andhumane(Makatao)thoughtsandbehaviorinboth
their official and private life. Being godly and humane entails having a genuine
understandingandrespectforhumanrights.Indeed,convictsaretoberehabilitated,
nottobemaltreated;sothattheywillbeconditionedtobereturnedtothesocietyas
renewedindividuals,whenmaltreatedtheywillbemoreresistanttochangebecause
thereisstillthat"negative"atmospherearoundthem.Hence,peopleshouldbeaware
oftheseandthatthegovernmentalongwithBJMPshouldstopandmaintainpeace
andorderinhumaneconditionandrespectonesrightsinstead.
