Would you like to learn more about managing your
diabetes, monitoring your blood glucose, and using medications
safely?
4/6c Diabetes cannot be cured but it can be managed. The
solutions are not easy and usually take effort and
accountability. We would like to join your journey for diabetes
control through self management using the Diabetes
Conversational Map. The goal in using the Conversational
c Map is to provide you with tools to become a better self-
manager of your diabetes disease. In groups of 3-10, you will go
through an interactive learning workshop series that helps you
c to effectively understand diabetes related information and
draw new conclusions.
The five U.S. Diabetes Conversation Maps will support
tfc you in understanding many of the basic facts associated with
diabetes, the relationship between diabetes and healthy
eating, the value of monitoring and using the results, the
natural course of diabetes, and ways to self-manage your own
disease.
The class is sponsored by the Allegany County Wellness
& Prevention Committee, Allegany County Office for the Aging
and Allegany/Western Steuben Rural Health Network.
Classes will be held at the new Allegany County Office for the
Aging facility at 6085 Route 19 North, Belmont, NY 14813.
Facilitating the class will be Registered Dietician, Cheryl
Czworka, and Registered Nurse, Chris Mountain. The class is
free and pre-registration is required by contacting Melissa
Williams at the Allegany/Western Steuben Rural Health
Network, Inc. at 585-593-5223 ext. 15 by Monday, July 26,
2010. Each class will build upon the previous week making it
extremely important to attend all sessions. Classes are
scheduled for Tuesdays and Thursdays throughout August;

4C’s SENIOR CITIZENS
Clubhouse on July 12th with 33 members present. Jack Shuler
won the door prize and Lila Forcier the 50-50 drawing.
Historian Don Cady spoke about the background of the 4th
of July, how the Revolution really began years before Bunker
Hill with preparations made ahead of that time; and later
significant times pertaining to the 4th of July and how perhaps
fireworks and cannons were more for civilian celebrations as
opposed to veterans beseiged by artillery during combat. The
Pledge of Allegiance began as a writing on a cereal box circa
1900 and was authorized by congress as a patriotic writing; it
must be remembered that perhaps two million died before that
writing and that the Pledge is more of a tribute by those who
could not participate directly in the various wars.
The next meeting of July 27th will feature Bill Thompson
of the Allegany County Sheriff ’s Department who will outline
the inmate work program at the jail.
The Office for the Aging will feature a picnic at the
Angelica Fairgrounds July 29th and our annual picnic at
Wellsville Island Park will be August 10th. -Don Cady f
The PORTVILLE COMMUNITY FOOD PANTRY, located
at the First Presbyterian Church, 19 N. Main St., Portville, is
a volunteer organization of the Portville Community. It is a
supplemental and emergency food pantry seeking to serve the
residents of the Portville School district. Anyone who receives
assistance (food stamps, welfare, Social Security, etc.) and
resides in the Portville School District is eligible to receive food
from the Portville Community Food Pantry. The food pantry is
open the fourth Wednesday of each month from 10 a.m. to noon
and again from 6 to 8 p.m. tf

hearing aids for the Finger Lakes Region Lion’s Hearing
Foundation. The FLRLHF assists financially burdened hearing

Governor Paterson Announces New State Website on
Federal Health Care Reform and Implementation

Paterson today announced the launch of a new State website
on Federal health care reform. The website -
www.HealthCareReform.ny.gov - includes descriptions of
health care reform, how it will benefit New Yorkers, and the
progress of implementation in the State. The website also
includes information on how residents can obtain health
insurance coverage and the public programs already in place
in the State.
“Federal health care reform includes many benefits that
will protect the health of our residents, including increased
protections for health insurance enrollees, the expansion of
eligibility for public insurance programs, a focus on quality
and efficiency in the delivery of health care services, and
development of programs that emphasize preventive care,”
Governor Paterson said. “I encourage all New Yorkers to use
this website to learn about the provisions included within
federal health care reform and the progress of implementing
them in our State.”
The website also includes a timeline of when specific
provisions of health care reform go into effect. Several reforms
take effect this summer, including a temporary high risk pool
for people with medical conditions that are expensive to treat,
an early retiree reinsurance program that will help offset the
cost of providing health insurance to retirees age 55 and over
who are not eligible for Medicare, and the mailing of rebate
checks to Medicare Part D enrollees who reach the “donut
hole” coverage gap.

beneficial change to the American health care system since the
creation of Medicare and Medicaid. In New York, we have a
long and proud history of working to ensure low-income
children and adults have access to health insurance. As health
care reform legislation moved through Congress, I worked

So far, there have been no reports of this specific type of
Medicare fraud in New York State. However, other states have
reported that seniors are being contacted and asked for
personal information such as their Social Security and bank
account numbers. Some seniors have been told, falsely, that
they can get their rebates faster by paying an upfront fee.
The federal government is now mailing the rebate checks to
eligible individuals after they reach the “doughnut hole”
coverage gap. Individuals enrolled in some private benefits
plans or those enrolled in the Medicare Extra Help plan are
not eligible.
Under the federal health care reforms, the $250 rebate is
the first in a series of steps that will be undertaken through
2020 to eliminate the so-called “doughnut hole” gap. Currently,
Medicare beneficiaries whose drug costs reach $2,830 must
pay all additional drug costs until their total out-of-pocket
expenses reach $4,550 when coverage kicks in again.
Senior citizens who suspect they have been contacted
improperly should contact the Insurance Department, the New
York State Office for the Aging, or their local Health Insurance
Information Counseling and Assistance Program (HIICAP).
Detailed information about the $250 rebate may be obtained
directly from Medicare by contacting 1-800-MEDICARE (1-
800-633-4227), or www.medicare.gov 24 hours a day, seven
days a week for assistance.
Senior citizens may also contact the Insurance Department’s
Consumer Services Bureau between 9 a.m. and 4:30 p.m.,
Monday through Friday toll-free at 800-342-3736. Info. is also

Springtime Ban on Brush Burning Results in 33% Fewer
Wildfires in 2010
Albany, NY (07/14/2010)(readMedia)-- The number of
wildfires during New York’s traditional high-fire period
declined 33 percent in 2010, following the enactment of new
restrictions on open burning, New York State Department of
Environmental Conservation (DEC) Commissioner Pete
Grannis announced today. DEC forest rangers responded to 34
wildfires from March 15 to May 15 in 2010 compared to 51
during the same period in 2009.
“The statewide ban on brush burning during the high-fire
period has had an impact already,” Commissioner Grannis
said.
New York enacted tighter restrictions on open burning in
2009 in an effort to reduce the impacts of airborne pollutants
and to limit the risks of wildfires. While the new regulation
allows residential brush burning for most of the year in towns
with a population of less than 20,000, it prohibits open burning
in all communities during early spring (March 15 - May 15)
when the bulk of New York’s wildfires typically occur. Among
the factors that enable wildfires to start easily and spread
quickly at this time of year are warm temperatures, wind, the
lack of green vegetation and the abundance of available fuels
such as dry grass and leaves.
Open burning is the single largest cause of wildfires in New
York State. Data from DEC’s Forest Protection Division show
that debris burning accounted for about 40 percent of wildfires
