DOH, DepEd
to intensify health
education in schools
The Department of Health (DOH) respects
the decision of the Department of Education
(DepEd) to develop and disseminate an age-
appropriate reproductive health education
in schools which will raise awareness on
human immunodeficiency virus (HIV) and
Acquired Immune Deficiency Syndrome
(AIDS) as well as other sexually-transmitted
infections and teenage pregnancies among
the youth.
A strengthened curriculum which
focuses on reproductive health education
is an essential component of the DOHs
comprehensive prevention and control
program focusing on delaying sexual debut,
condom use, early HIV testing, counseling,
antiretroviral treatment and ending
stigmatization and discrimination, and
acceptance by families and communities to
Filipinos living with HIV, Health Secretary
Paulyn Jean Rosell-Ubial explained.
The health chief added that the provision
of services in schools to improve condom
access is not a primary consideration
anymore after DOH and DepEd agreed to
take different options that shall complement
each others respective mandates. The
DepEd will focus on the strengthened
development of its curriculum especially
on reproductive health wherewas DOH
will work with other partners to ensure
information is linked to service provision
including but not limited to condom access.
We can stop HIV transmission only
through a collective societal effort,
focusing on widespread HIV awareness
among the youth and key populations at
risk, establishing testing and treatment
service delivery networks nationwide and
ending stigmatization and discrimination
in workplaces. We need to foster real
collaboration with other government
agencies such as the Department of
Education, as well as community-based
organizations in order to reach the young
key population with correct information on
HIV and its consequences and how to stop
its transmission and spread. Secretary

HYBRID FINANCING: The Phl
government remains keen on us-
ing hybrid financing schemes, which
combine development aid and loans,
to raise funds and to lower project
borrowing costs. Finance secre-
tary Carlos Dominguez said hybrid
financing would leverage the official
development assistance (ODA) and
loans acquired by the government,
including close to P1 Trillion in total
pledges from China and also from
Japan in 2016.
Combined with development funds
from multilateral organizations such
as World Bank and the Asian Devel-
opment Bank (ADB), the use of ODA
would enable the government to con-
struct more big-ticket infrastructure
projects. Dominguez said that it is
like putting a jigsaw puzzle together
using ODA from China and matching
that with AIIB (Asian Infrastructure In-
vestment Bank) and ADB funds. So
we can be creative in those ways.

ong Bicol that will start on

Attention, Globe!
We had good times with Bayantel. Whenever there was
something wrong, a call was answered fast and service done
just as fast. When Bayantel sold out to Globe, we started
having problems.
With Globe, bills do not come on time. They come week
late but expect payment on due date but the bill came af-
ter due date. Duh! Once someone called me up naninin-
gil. Sagot ko, maniningil sa phone, bayaran din kaya kita sa
phone, Paano yan? But i settled my bill fast afraid that when
I get home, uda na ko internet.
Since December 26, 2016, a day after Nina, we lost our
Internet connection. We understand. Now, patience has
come to its toll.
It is now February, 2017 and despite the many times I
visited Globe at LCC Iriga to follow up my request for con-
nection, the answer was Wala Pa! God, this is already hell.
My grandchildren have lost chances of getting in touch with
their father who is out of the country and whose simple hap-
piness is seeing and talking to his kids via skype. They are
not updated in their facebook although this is no big deal.
Personally, I can not send my emails specially for articles
that need to meet deadlines. I have to go downtown and use
computer shops that do not smell very well and have many
customers playing and talking at the top of their voices. But
no way out but this.
So, when are we getting Internet connection? When is
Globe doing its service? When is Globe going to listen to my
appeal for service? I paid my dues on time. Is Globe sleep-
ing? Or is it plain irresponsibility? Maybe its bullshitting?
Integrating Sex Education in the
Grade School Curriculum

In these liberated times, it is not unusual to see a young
mother coddling a baby. The hunch is...she is just around
15 or 16 years old; she is not married; she has not finished
her secondary studies and she is totally dependent on her
parents for support.
What went wrong? Is there something wrong? There
is. But there are possible solutions to right this wrong, this
wrong that can not be tolerated because it could bring hav-
oc not just to the young but to the whole country in general.
There are considerations that must be given attention be-
fore more young unmarried mothers dominate our society.
First and foremeost, the school must lead in educating
the youth in matters of great importance. This is Sex Edu-
cation. Today, more than ever, sex education comes most
timely and meaningful. With mass media which is very
popular and within the reach of everyone, the school should
have a stronger arm than what media has. The school in-
tegrating sex education must begin in the elementary cur-
riculum. The elementary graders must understand well the
whys and whats and wherefores of sex so they will not fall
prey to temptation and discover later that they have gone
down its pit that may subsequenlty bring them a life they
will regret. The very young age of these childern in the el-
ementary grades can make them very vulnerable to getting
influenced by media but particularly the movies.
Children in their growing years can be given the full
knowledge of sex education, understanding its meanings
thus saving them from using sex as a matter of experiment
or just giving bent to their young emotions. In the end, they
would find themselves lost in their ways and not enjoying
how it is to be young and look forward to adult life without
misgivings because they have been given sex education
and using this knowledge for their good life.
Sex education must be taught when children do not have
malice and will respond to its teaching very objectively.

Palma named new MNWD chairman
The Metropolitan Naga
Water District (MNWD) has
seen some changes over the
coming of a new year. One
of these changes is the in-
stating of officers among the
Board of Directors. Director
Jorge T. Palma, represent-
ing the Professional Sector,
is now the new Chairman of
the Board of Directors.
Director Palma became a
member of the MNWD Board
of Directors last January 2015
and has been actively repre-
senting the Water District in
different functions from the
time of his appointment.
Chairman Palma gradu-
ated from the University of
the Philippines at Los Banos
with a Bachelor of Science in
Agricultural Extension degree
and he took his post graduate
studies in Business Admin-
istration at the University of
Nueva Caceres.
He was a Researcher for
the Agricultural Credit and
Coop Institute. His 23-year
career with the Develop-
ment Bank of the Philippines
(DBP) were spent as a Live-
stock Appraiser, Supervising
Appraiser, Chief of Appraisal
and Credit Investigation, and
Chief of Marketing Divi-
sion, and eventually became
Bank Manager and Market-
ing Head. During his stint
with the DBP, he won various
awards for his branch includ-
ing: Most Outstanding DBP
Branch in the Entire DBP
Network; and Most Outstand-
ing DBP Branch in Southern

Buenafe said his meeting
with Margaate tackled how
the intelligence officers from
PNP and PDEA will help one
another in building up intel-
ligence gathering, monitoring
and operations against the
proliferation of illegal drugs
in the villages.
He said even the Armed
Forces of the Philippines has
promised to support PDEAs
efforts to combat the prolif-
eration of illegal drugs in the
region.
Buenafe said the operation
in Irosin, Sorsogon was the
result of information given
to them by the community
who pledged to help them
clear their barangays of illegal
drugs.
He thanked civilian or-
ganizations like the "MAY-
AD (Mamamayan ayaw sa
droga)-Sorsogon,"Kasurog
Kontra Droga (KKD), Bicol
Region Ayaw sa Droga or
BRAD and other organized
civilian groups after they
promised to continue their

Outstanding Manager in the
Entire DBP Network.
Aside from being re-
nowned as the owner of the
famous Bicolano restaurant,
Bob Marlin, Chairman Palma
has joint ventures and projects
such as a ramen restaurant,
a Hotel & Restaurant in Ca-
marines Norte, and a Resort
Project in Pasacao, Camarines
Sur.
Chairman Palmas ex-
pertise and capabilities have
landed him as consultant for
a multitude of businesses and
projects for Mariners Poly-
technic Colleges Foundation
and Maryville Realty and
Development Corporation, to
name a few. He had various
affiliations where his leader-
ship skills were recognized.
He was president of the Ca-
marines Sur Bankers Asso-
ciation, the Camarines Norte
Bankers Association, and the
Real Estate Brokers Associa-
tion.
Among the many affilia-

in the region.
Buenafe also stressed that

to match. Hearing of our ex-
citement over local delicacies,
he called the hotel in advance
to arrange for it to be served in
one of our meals. shared by

Raul who travelled with his
family shared his first hand ex-
perience on how Avenue Plaza
staff delivers top-notch service
under pressure. During the
height of the typhoon, our room
was flooded and the staff quick-
ly relocated my family and our
belongings to the first floor ball-
room. They provided beddings
(and sandwiches) so that affect-
ed guests could get rest. To our
surprise, they had a new room
for us within a couple of hours
even while the typhoon was on-
going. The next morning, the
buffet breakfast resumed as if
nothing had happened. Kudos
to the hotel staff who spent the
entire night making sure guests
were safe and comfortable.
Even during the onslaught
of Typhoon Nina, Avenue Plaza
team made sure that guests had
meaningful and worth-remem-
bering experience. Marvin from
