When Senator Leila de Lima was
finally put to jail, the social media once
again teemed with posts from Duterte
trolls telling her she just reaped what
she sowed, citing the case of former
President Gloria Macapagal Arroyo
whom she helped prosecute as then
Secretary of Justice.
If at all, these rants are indicative
of what de Limas incarceration is all
about: political vengeance.
They also underscored anew that
we have not really learned from or
imbibed the lessons of EDSA which
showed the best in us as a people.
Because again, the worst in us
the inability to think of the collective
when personal interests are at stake,
the continuing cacique rule of our
economic and political life the failure
to critically look beyond the illusory
magic and manipulation of a long-
entrenched ruling class continue to

by the Duterte administration of the

opposition senators to jail, namely:
Senators Ramon Bong Revilla wh had

Sen. Jinggoy Estrada who would be

President; and Sen. Juan Ponce Enrile
an opposition stalwart. These three
were immobilized politically that they
cannot do anything against the Liberal

Enduring long battles of
persuading my mom to buy me
a gadget, she finally acceded to
my wishes and got me a tablet
and a laptop.
No, no and no was always
my moms reply when I asked
for a gadget. A smartphone is
more than enough because
I was only after the features.
Because I was so persistent,
she got me a tablet and a
laptop. Im starting to think she
has a secret purpose for it . . .
Every time I get a low score, she blames my gadgets and
tells me to study. Almost always she confiscates them. Actually,
I owe my high score to my long hours using gadgets because I
rely on stock knowledge to survive school.
Gadgets have effects on my studies. On the bright side, my
grades on main subjects and computer shot right up. Plus, my
stock knowledge expanded a hundred fold. Im always updated
on the latest happenings too. On the dark side, I got really lazy
in doing my homework. I always ask my mom to wake me up at
4:00 a.m., which is the time I do my homework. I got absorbed
with playing Sims Freeplay the night before. Sometimes, when I
wake up on my own at 4:00 a.m., I feel sleepy so Ill sleep again.
Computers and other gadgets are not really distractions. It
depends on the person using it. Its not a tablets fault that kids
get absorbed in games such as Clash of Clans. Its their fault
that their studies are neglected. Its not the phones fault that
girls are more motivated in crushes than their studies.
Gadgets, when used with care, could be a powerful weapon,
but when abused, they will be your greatest enemy and downfall.

SSS pensioners MNCCI preps up for the 3rd Bicol
Business Month celebration
to get P1,000 more
About P7 billion worth
of pension will be released
to about 2.2 million pension-
ers starting on the first week
of March, the Social Security
System President and CEO
announced after President Ro-
drigo Duterte signed and con-
firmed the P1,000 additional
benefit last Jan 10.
The P1,000 benefit increase
will be received by our pension-
ers in three distinct payments
at three different dates for the
months of January, February and
March, Emmanuel Dooc said
during the Social Security Com-
mission Board meeting.
The additional P1,000 pen-
sion increase for the months of
January, February and March will
be received by the pensioners on
March 3, 10 and 17, respectively.
Starting on April 2017, the
benefit increase will be incorpo-
rated already in the regular pen-
sion, Dooc said.
In a memorandum from the
Office of the President, signed
by executive Secretary Salvador
Medialdea, the national govern-
ment has approved the proposed
increase in the benefits of quali-
fied pensioners and beneficiaries
of SSS.

tial reports received by the
Department of Labor and
Employment (DOLE)-Bicol
from its provincial offices
in the region showed an in-
creasing number of employ-
ers in the region who are
giving the 13th month pay
benefit to their workers, par-
ticularly those based in Ca-
marines Norte.
The number of establish-
ments that voluntarily com-
plied with labor law regula-
tions on the 13th month pay
for the period January to De-
cember 2016, has reached 148
with a total of 2,945 workers
all over the region receiving
the benefit, said DOLE Bicol
Director Ma. Karina Perida-
Trayvilla.
She cited initial reports
gathered by labor employment

the event, acknowledged the
significant contributions of the
press corps in extending timely,

Grid Corporation of the Philip-
pines (NGCP) corporate com-
munications office.
He also lauded the NGCP
for its timely dissemination of
advisories, enabling the power
consumers to anticipate power
interruption and prepare in case
of power outage.
I have really never heard
consumers cursed NGCP ev-
ery time there is a power out-
age. In most cases consumers
address that to the distribution
utilities. Perhaps its because
NGCP, through the press corps
was able to alert them of any
impending power outage and
help them to prepare, but with
the presence of CASURECO I,
III and IV cooperatives here, I
think we can really work on a
great partnership to give timely
information to the public and
our consumers, Bongat said in

Elementary grades complain
that many pupils even in their

VI) are still poor readers.
It follows, they are poor in
comprehension. This is nothing
new and this is not unusual. But
this is no time to feel desperate
about this. There us no cause
for disappointment either.
Reading can be made easy
and interesting. Children can
be taught to read, why not in
the same manner that children
who find Mathematics difficult
eventually do find it easy and
enjoy. Reading can be much
enjoyable and this is no simple
wishful thinking,
So, how can reading be
an enjoyable and interesting
subject. Elementary pupils,
young as they are, can easily
be oriented. They can be
made to understand that there
are many wonderful things
that reading can bring. When
young children learn that
reading can give them a lot of
enjoyment they will eventually
get interested in reading and
once the interest is developed,
they will want to read and
a sure-catch to making the
children pursue reading even
on their own. But teachers will
have to be a big assist. For
example, reading must also
be done aloud. In the process,
the children will get the feel of

tions. Talking about genera-
tions is difficult because while
there is vague agreement on
dates and labels, there is also
variations. Some researchers
use the following dates
and labels: The Veteran
Generation 1920-1933
The Silent Generation
1933-1946 Baby Boomers
1946-1964 Generation
X 1964-1980 Generation
Y 1980-2000* Generation
Z 2000+ .
Previous generations
have been described in many
different ways but we also
need to understand more
fully Generation Z, being the
latest generation identified.
According to WIKIPEDIA,
Generation Z is also known
as Gen Z, Post-Millennials,
the iGeneration, Pluralsor
the Homeland Generation.
There are no precise dates
for when the Gen Z cohort
starts or ends; demographers
and researchers typically use
starting birth years that range
from the mid-1990s to early
2000s, and as of this date,
there is yet little consensus
about ending birth years.
A significant aspect
of thisgenerationis the
wide-spread usage of
theInternetfrom a young age.
Members of Generation Z are
typically thought of as being
comfortable withtechnology,
and interacting onsocial
media websites for a signifi-
cant portion of their socializing.

maybe it is a beautiful story or

The very popular adage that
reading makes a full man can

understand how reading can
help they them not just in their
academics but in their own
private outlook, they will clamor
for reading materials that
include their lessons in school.
They will realize how reading
can take them to other places,
know and learn how people
live there. They will get to know
people, prominent ones, like
their favoritescelebrities
actors and signers and even
politicians, what-have-you.
They will know beautiful stories
of various genre, like love and
romance and adventure. They
will like reading poetry whose
rhyme and rhythm can strike
their own musical chords. They
will likewise be able to visit
other places where they would
want to go. But most of all,
they would get informed of the
many events and happenings
in various parts of the world
other than in the domestic front.
In short, they would be what
the common adage considers
full man and reading is what
made them.
It now dawns on the
teacher to place their pupils
as Gen Z or iGen. This
corresponds with their
research defining them as
cloud natives rather than
digital natives; their world
is iEverything, with a
lower-case i. Other popular
names for this fast-emerging
generation are Generation
Z and Centennials. It will
be interesting to see which
name sticks as the generation
emerges. As Gen Z members
are still largely kids and
adolescents, many of their
adult characteristics are yet to
be vetted. Early indications are
that they are increasingly self-
aware, self-reliant, innovative
and goal-oriented. They also
appear to be more pragmatic
than their Millennial predeces-
sors, but well have to wait and
see if that plays out as they
become employees, consu-
mers, investors and voters.
There are still some things
about Gen Z and iGen that
most people dont know. Gen
Z are highly educated.Its
likely that a larger percentage
of Gen Z will attend and
graduate from college than
any previous generation,
including the Millennials.
Gen Z is also adept at web-
based research and often
self-educates with online
sources such as YouTube
and Pinterest. They can learn
complex things like how to
upgrade your com-puters
operating system the same
way they can learn how to
bake a vegan apple pie: one
video at a time. They still
possess general knowledge
about traditional research
methods, but they have come
of age placing a priority on
in a situation where reading is
an important part of learning.
The teacher must not show
disinterest when pupils ask
questions or can not read very
well. His guidance will be most
crucial.
Reading must be done
everyday in every subject.
Pupils must read (orally) the
questions in their Math, the
procedures in Science, etc.

off nouns and verbs and
adjectives and all other parts of
speech. They must be taught to
sound as the sen-tence wishes

Boys. These are books that
children can be glued to and

It takes a dedicated teacher
to get her pupils into the habit of
reading. After all, every subject
needs to be read and when
reading has become a hobby,
there is no reason why studying
can be boring much less worth
the time in school. Then, one
can look forward to more
reading time and eventually
achieve the labela full man
(a full child began earlier).

Gen Z wants to make a
difference in the world. A
large portion of the generation
would prefer to have a job
that makes a positive impact
in some way, and a large
portion of them volunteer.

what impact school-based

among iGen. What we do
know is that an overwhelming
majority of iGen and Gen
Z are eco-conscious and
concerned about humanitys
impact on the environment.
We also know that iGen
wants to make a decent living
with a stable employer. This
practical aspect of financial
prudence and wanting to help
people could lead to longer-
term differentiation from
Millennials.
Gen Z are more diverse
than Millennials.This is a big
deal and is often overlooked.
The tremendous diversity that
Gen Z brings as employees,
consumers and entrepre-
neurs will have a profound
impact across generations
and cultures. Brands and
employers will have to learn
how to see the world through
the diverse eyes of Gen Z if
they want to win their loyalty.
The differences and
similarities between genera-
tions will be expressed over
time, but one thing that

Department of Agriculture
(DA) in Bicol has recently
convened farmer leaders
of various irrigators asso-
ciations in the region so they
could monitor the hybrid
rice adoption of farmer ben-
eficiaries under DAs new-
est program, the rice model
farms.
Rodel Tornilla, officer-in-
charge, chief of DA-Bicols
operations division, in an
interview Tuesday, said the
farmer-leaders represented the
Small Water Irrigation Sys-
tem Association (SWISA) and
other irrigators associations in
Bicol during the consultation.
He said the rice model
farms, which will showcase
the yield advantage of using
hybrid rice seeds as compared
to the inbred certified or good
seeds currently being used by
the farmers, will start in the
wet season cropping of 2017
and will continue in the suc-
ceeding crop seasons.
Tornilla said the project
will provide the farmers-ben-
eficiaries with high quality
hybrid rice seeds and technical
assistance on the recommend-
ed management practices.
One bag of hybrid seeds
at 15 kilograms shall be given
to each qualified farmer recipi-
ent, he said.

hectares planted to hybrid rice
in the Bicol region, he said.
He said with proper man-
agement of hybrid rice, farm-
ers can attain a yield of six
to 10 metric tons per hectare
compared to inbred varieties
which only yield 3.5 metric
tons per hectare.
Tornilla said the hybrid
rice varieties recommended in
DAs rice program are PHB 77
(Pioneer), TH82 (Seedworks),
Bigante (Bayer), Mestizo 18
and 20 (Public Hybrid), S6003
(Syngenta), and SL 18 (SL
Agritech).
He said a rice crop man-
ager, which will issue recom-
mendations to the model rice
farm, shall give a maximum
of eight bags of fertilizers to
farmer-beneficiaries of the
program.

Forum held

and graduate students spe-
cializing in health, engineer-
ing and ICT fields can now
study in California, USA ---
for free!
This once in a lifetime
opportunity was offered by
the Commission on Higher
Education (CHED) through
the Philippine-California Ad-
vanced Research Institutes
(PCARI) Project to interested
researchers, faculty, graduates
and incoming graduates to the
PCARI Scholarship program.
The project shall develop
the critical mass of scientists,
technologists, and innovators
capable of generating and
translating technologies and
innovations that will address
societal problems.
At the PCARI Scholarship
Forum held Friday, February
17 at the Bicol State College
of Applied Sciences and Tech-
nology (BISCAST) here, over
a hundred graduating students
and faculty members from the
host institutions and Higher
Education Institutions (HEIs)
in Camarines Sur were orient-
ed by a PCARI team regard-
ing the project.

Kristianne Aireen Peralta said
that the activity was part of
a nationwide/regional road-
show that they were conduct-
ing for the whole course of the
year to attract applicants and
to promote the scholarships.
For 2017, this is our first
stop Region 5. We are tar-
geting graduate students and
incoming students because
our scholarships are only for
graduate degrees masters
and doctoral, and possible
also are the junior faculty. We
need to fill-up the 200 slots on
a first-apply/first-approve-
first-come basis. For now, we
have a number of scholars
already and were looking
