INTRODUCTION
1. Terrorism is a global phenomenon. But terrorism has risen sharply after the attack of
September 11 on USA. In Bangladesh also terrorism is not a new issue. Bangladesh has
faced various challenges of terrorism like ideological, ethnic and criminal terrorism. A
concern bomb explosion all over the country on 17 August 2005 has manifested the dormant
potency of religious fanatics. It has put the country in an awkward predicament. The then
British PM Sir winton CHURCHIL said The rapid disposal of UXB is of the highest
importance. The work of the BD squad must be facilitated by the provision of every kind of
up to date equipment. Therefore security forces of Bangladesh should be fully equipped with
modern equipment to combat with these incidents.
2. Now-a-days the technique of UXO and IED is developing at a rapid speed. The
devastation power of such UXO or IED have reached beyond the imagination power of
normal people. But the security forces of all countries are not keeping themselves seat tight.
They are also developing the means to neutralize those UXO or IED with the maximum
capabilities and safety. Like others Bangladesh EOD teams are also developing their
instruments in handing those UXO and IED in various stages of Bomb Disposal operation.

operation. Furthermore when BD operators are going other countries in UN mission for
neutralizing and destroying various EOD and IED, due to the shortage of modern equipment
and tools they are facing difficulties while disposing those EOD and IED. So time has come
to discuss the equipment and tools used by modern countries and our country and take
necessary steps to develop those items in our country.
4. This paper shall attempt to discuss the latest equipment and tools used by various
security forces to neutralize or destroying EOD or IED in various stages of the disposal
operation. In doing so, at first it will highlight various equipment and tools used by BD
operator and other countries to neutralize or destroying the EOD in various stages of the
disposal operation. Then it will discuss various equipment and tools used by BD operator and
other countries to neutralize or destroying the IED in various stages of the disposal operation.
Finally it will take an endeavor to suggest some of the scopes to improve the standard of
various equipment and tool used by BD operator in near future to meet the forthcoming EOD
or IED challenges.
AIM
5. The aim of this paper is to highlight the latest equipment and tools used by various
security forces to neutralize or destroy the IEDs or EOD in various stages of the disposal
operation and suggest some of the measures to improve the standard of BD equipment and
tools.

(a) Description. The Bomb Blanket and Safety Circle have been
designed for use by both unskilled personnel as well as skilled
Explosives Ordnance Disposal operators when confronted with a
suspect bomb
device in a public area.
The Safety Circle is first placed around the suspect bomb and then the
Bomb Blanket which has four heavy-duty webbing carrying handles, is
carefully placed over the safety circle surrounding the bomb. This
eliminates any direct contact with the bomb and provides a safe for its
examination and disposal. Should the bomb explode, the Safety Circle
helps to direct the force of the bombs explosion upwards then the
Bomb Blanket flexes and contains most of the bomb fragments. Two or
more
Safety Circles can be used together to contain larger bomb devices.
The lightweight, highly protective equipment is made of multiple-layer
ballistic material and folds up into a compact, easily carried bag.

or neutralize the device without the use of any other tool
(13) DISRUPTOR. The role of the IED disruptor is to destroy small IED
Packages such as envelopes, small parcels, tiffin boxes etc. With the help of
disruptor one can make precise shot, targeting the power source only,
removing it from he device. It uses either a steel slug/ frangible round or the
water charge to disrupt the IEDs.

CONCLUSION
14. The EOD disposal is carried out in five phases and all the equipment and tools used
for the disposal of EOD are functioned as per the stages they are manufactured. In first stage -
bomb reconnaissance and locating, different metal detectors, bomb locator, nonmagnetic
mine prodder, various mine detectors are used by various security forces of the world. In
second phase gaining access, various shafts, drilling equipment like light drilling rig, EOD
watering set, EOD dewatering kit etc are used to reach up to the EOD for disposal.
15. In third phase identification, mainly equipment and tools are used to identify the
condition and type of fuses and bombs. Here various stethoscope, x-ray machine, gamma
radiation unit, vapour detector, explosive survey machine etc are used to perform the tasks of
third phase. In fourth phase render safe, equipment and tools are used to neutralize the fuse
and make it ready for final disposal. Important equipment are rocket wrench, de armer, kit
clock stopper, freeze neutralizing kit etc which are widely used. The main aim of this phase is
to make the EOD safe for the operators. But in the modern country various robots have been
newly introduced to ensure the more safety of the EOD operators. In the final phase- recovery
and final disposal, the equipment and tools are used with a view to destroying the EOD and
make the surroundings free from explosive hazards. In this phase the important equipment
and tools are used are trepanning machines, EOD steam generator, various robotic disrupter
etc.
16. Disposal of EOD and IED both demanding high technology and equipment. IEDs are
comparatively more difficult to identify and neutralize. In IED disposal are also maintaining
some phases. In IED detection and gaining access phase the modern and sophisticated
equipment are used. They are used to identify the pattern of the power source and fuses of the
IED. The important equipment are basically highly sensitive such as vapour detector, tum
trolley, visor , wheel barrow and other modern robot etc which are used to get the actual
picture of the circuit of the IED. After detecting the IED some equipment like IED jammer
etc are used to make IED temporarily ineffective. Finally in the final stage of IED operation

that means in IED recovery and disposal operation these IEDs are destroyed by using various
disruptors, hook & line operation etc,
RECOMMENDATION
17. After discussing equipment and tools used in and other countries it is felt that the
standard of the equipment and tools of our country should be developed. To develop the
standard of the equipment and tools following considerations can be forwarded for
considerations:
a. As Bangladesh has more chances to meet IED threats rather than the EOD
threats, so development of IED equipment and tools should get more priority.
b. Multipurpose used robot can be developed or purchased from other countries
to minimize the cost requires for purchasing separate equipment and tools used for
separate operations.
c. Functions of latest equipment and tools should be taught to the EOD operators
by arranging various cadres.
d. Some exercises can be arranged periodically to refresh the uses of various
equipment and tools.
