LATEST EQUIPMENT AND TOOLS USED WORLDWIDE BY


DIFFERENT SECURITY FORCES TO NEUTRALIZE THE IEDS
AND UXO IN VARIOUS STAGES OF THE DISPOSAL
OPERATION

INTRODUCTION

1. Terrorism is a global phenomenon. But terrorism has risen sharply after the attack of
September 11 on USA. In Bangladesh also terrorism is not a new issue. Bangladesh has
faced various challenges of terrorism like ideological, ethnic and criminal terrorism. A
concern bomb explosion all over the country on 17 August 2005 has manifested the dormant
potency of religious fanatics. It has put the country in an awkward predicament. The then
British PM Sir winton CHURCHIL said The rapid disposal of UXB is of the highest
importance. The work of the BD squad must be facilitated by the provision of every kind of
up to date equipment. Therefore security forces of Bangladesh should be fully equipped with
modern equipment to combat with these incidents.

2. Now-a-days the technique of UXO and IED is developing at a rapid speed. The
devastation power of such UXO or IED have reached beyond the imagination power of
normal people. But the security forces of all countries are not keeping themselves seat tight.
They are also developing the means to neutralize those UXO or IED with the maximum
capabilities and safety. Like others Bangladesh EOD teams are also developing their
instruments in handing those UXO and IED in various stages of Bomb Disposal operation.

3. Modern technologies used widely in the preparation of various UXO or IED


disposals. The equipment and tools those are used for neutralizing the EOD and IED are
basically perform as per the stages they are tasked. The equipment and tools used in
developed countries are technically high sound than of us. But with the development of IED
accident in our countries, BD operators are also feeling the requirement of developing the

standard of the equipment and tools they use to use in various stages of EOD or IED
operation. Furthermore when BD operators are going other countries in UN mission for
neutralizing and destroying various EOD and IED, due to the shortage of modern equipment
and tools they are facing difficulties while disposing those EOD and IED. So time has come
to discuss the equipment and tools used by modern countries and our country and take
necessary steps to develop those items in our country.

4. This paper shall attempt to discuss the latest equipment and tools used by various
security forces to neutralize or destroying EOD or IED in various stages of the disposal
operation. In doing so, at first it will highlight various equipment and tools used by BD
operator and other countries to neutralize or destroying the EOD in various stages of the
disposal operation. Then it will discuss various equipment and tools used by BD operator and
other countries to neutralize or destroying the IED in various stages of the disposal operation.
Finally it will take an endeavor to suggest some of the scopes to improve the standard of
various equipment and tool used by BD operator in near future to meet the forthcoming EOD
or IED challenges.

AIM

5. The aim of this paper is to highlight the latest equipment and tools used by various
security forces to neutralize or destroy the IEDs or EOD in various stages of the disposal
operation and suggest some of the measures to improve the standard of BD equipment and
tools.

EQUIPMENT AND TOOLS USED FOR UXO OPERATION

6. Bomb Reconnaissance And Locating.

a. In Bangladesh.

(1) MINE /METAL DETECTOR.

(a) Capabilities.

i. The instrument is a high sensitivity metal detector based


upon very high speed pulse induction technology.
ii. It has exceptional performance against minimum metal
mines.
iii. It can self-adjust to its immediate environment.
iv. It is very simple to operate. A
minimum trained operator can operate
v. The equipment is weather proof

(b) Limitations.

i. It cannot detect nonmetallic explosive devices.


ii. If the floor made of concrete / steel its
totally useless.
iii. Max search depth is 25 cm only.
iv. If a good no of metallic components are
in and around the search area, the operator may ignore a true
signal.
v. No of false reading may be more in case of metallic
ground

(a) Capabilities.

i. It is developed for detecting & locating


ferromagnetic metal in the
ground or underwater UXO
ii. Used for finding a Unexploded ammo
& missile, Pipelines, cable boxes, Ship anchors
iii. Depending upon their site & position ,
object can be detected within a distance of approximately 6 m
iv. Can be switched to diff four operating
modes
v. Can be used as a compass also

(b) Limitations. Cant detect specifically other ferromagnetic


object can create problem.

(1) NON MAGNETIC MINE PRODDER.

(a) Description. A non- magnetic mine prodder for locating


mines at depths of up to 250 mm. Primarily intended for situations
where a magnetic device would activate a mine, it is equally suitable for
use where magnetic fields are not considered as risk. The prodder is
lightweight and supplied with a carrier web suitable for personnel in
service webbing equipment.

(a) Description. The Vallon VMH3 detector is designed to meet


the very specific needs of the mine clearance professionals for
humanitarian demining in post conflict areas. Its mechanical design
ensures a convenient use for hours.

VMH3 is especially recommended in areas with severe laterite


conditions or single mineralized stones. The modern DMPI
technology (Digital Magnetic Pulse Induction) and the cable free
design is the logical result from close cooperation with humanitarian
and commercial mine clearance personnel. The operating length of the

7. Gaining Access.

a. In Bangladesh.

(1) LIGHT DRILLING RIG TOWED.

(a) Capabilities.

i. Dependent upon ground condition. Continuous flight


augers can be used to bore holes 4.5 diameter to a depth of
60.
ii. With favorable ground condition
diamond drilling to a depth of 150 is possible.
iii. Has three different types of cutters for
different surface e.g. Rock Cutter, Clay Cutter, Hard soil cutter.

(b) Limitations.

i. Dangerous to operate within enclosed space.


ii. Requires good amount of time to drill.

(2) EOD WATER JETTING SET (RE 21 WJS).

i. Developed for making holes up to a depth of about 40


for locating a buried UXB.

i. This pump may only be run in a dry condition during the


riming procedure

8. Identification.

a. In Bangladesh.

(1) PORTABLE EXPLOSIVES VAPOR DETECTOR.

(a) Description. The GVD4E-7300 is a hand-held device for


rapid and effective screening of all the threat explosives including
ICAO taggants, military plastics and TATP, using Luminol
Chemiluminescence (Chemilumina). It detects bombs and explosives
with a fast response time (typically 15 seconds). The detector does not
use any external carrier gas or radioactive source. The GVD4E-7300
offers extremely fast and stable detection with very high selectivity for
explosives.

(b) Capabilities.

i. It is a portable and rapid explosive detector.


ii. Is capable to detect explosive vapors in
real time.
iii. A vapor concentration less than 1013

iv. It is very easy to operate.
v. It can detect surfaces distanced up to 10

(c) Limitations.

i. It gives lot of false signals.


ii. It is almost impossible to work with it in open area where
wind speed is more than 15 km/hr.
iii. It gives excessive signal.

(a) Description. E3500 is the worlds first portable


xplosives trace detector based on Luminol Chemilux. E3500 is the
only portable device capable of detecting the presence of homemade,
military and commercial explosives, including ICAO taggants, plastics,

(6) ULTRASONIC WALL THICKNESS METER (DM3).

(10) OPTICAL INSPECTION KIT. It is also known as fiber optic


surveillance device. It consists of powerful light at the end of thin bunch of
optical fiber which is used to view container and identify exact location of
explosive materials in a closed object. It works on the principle of fiber optics
multiple reflection .it consists of illumination handle fiber scope fiber optic
flexible cable.

9. Render Safe.

a. In Bangladesh.

(1) FREEZE NEUTRALIZING KIT.

(a) Capabilities.

i. The power cells of some fuses system can be rendered


temporary inert when dynamically frozen.
ii. Use super cold liquid nitrogen to
certain types of electro mechanical & electronic fuses with the
object of neutralizing the battery or power cells.
iii. Provides the EOD operative with a
portable & controlled method of delivering liquid nitrogen.
iv. Can neutralize Nose& Tail fuse or side
pocket fuse.
v. Compressed air bottle for additional
excitation.

(b) Limitations.

i. Liquid Nitrogen is extremely cold


which in contact with the skin may cause serious freezing
injury.
ii. A well-ventilated area is required while
dispensing liquid nitrogen
iii. Under normal storage condition liquid
nitrogen approximately .2 liter per day

(2) NEUTRALIZING EQPT FUZE MK-3 (RE 33 NEF).

(a) Capabilities.

i. Comprises a set of eqpt with which to introduce specific


neutralizing agents into appropriate fuze mechanism & system
to neutralizing them

(3) ROCKET WRENCH (RE 61 RW).

(a) Capabilities.

i. Remotely operated high torque wrench designed to


dynamically unscrew & remove a wide range of fuses
ii. Can be set up to rotate clockwise or anti clockwise
iii. Can use standard taper jaws or Alternative roller jaws
iv. Electrically initiated power cartridges
or DE bullet .
v. Equipment with a de bulleting kit

(4) FUZE EXTRACTOR NO .8 Mk 2/3(RE 17 FE 82).

(a) Capabilities.

i. Capable of removing certain types of Fuse module,


mechanically & from a single distance.
ii. Useful in a situation in a situation where it is
inappropriate to deploy a rocket wrench.
iii. Can be used with taper or roller jaw.

iv. Adapter assembly is provided for removing detonator


holder or exploder container.

(5) KIT CLOCK STOPPER MK-3(RE 97 KCSM3).

(a) Capabilities.

i. Features a set of very powerful electromagnetic


designed to stop & hold stopped, certain clockwork fuze
mechanisms to enable RSP to take place.
ii. Designed to be self-continued for use in the field.
iii. Comprises of two magnets, the more compact light
weight magnet will only be used if there are physical
restrictions or problems which make it difficult or impossible to
position the standard magnet.

(b) Running Times.

i. Standard magnet. Upto 10 hours on fully charged


batteries at 24 volts
ii. Light weight Magnet. Upto 30 minutes on fully
charged batteries at 48 volts
iii. Equipped with a Honda Generator for, helps to recharge
the battery.

(c) Limitations.
i. Exhaust gas of Generator contains poisonous carbon
monoxide, cant op in enclosed space
ii. Can stop analogue clockwork mechanism only. Digital
clock cant
be stopped
iii. For high altitude op of the generator, carburetor
modification is needed.

(6) DE ARMER. De Armer is a complete set comprising projector tube,


projectile chisel, projectile fork, breech plug electric/detonating cord, spanner
and cleaning brush. There are no of shops in old Dhaka which are having extra
ordinary capability to develop this equipment.

b. In Other Countries.

10. Recovery and Final Disposal.

a. In Bangladesh.

(1) EOD/BOMB DISPOSAL SUIT(KEJO VER-2) .

a. Capabilities.

i. It meets following protection level-STANAG NATO 2920:


HELMET
and VISOR 680 M/SEC, SUIT 533 M/SEC, SUIT+PLATE 680
M/SEC.
ii. It has two way communication systems.
iii. Liquid cooling under suit reduces excessive
temperature.

(b) Limitations.

i. Because of its heavy weight it is difficult for operator to


move putting on this and difficult to work for a longer period.

(2) EOD STEAM GENERATOR(RE 24).

(a) Capabilities.

i. Designed for streaming out explosive in neutralized


UXBs or other explosive devices.
ii. Can be used as a powerful and very
effective steam cleaner.

iii. Two Generators enable it to continue its works without


interruption and giving adequate rest.
iv. Either steam Generator may be used as a high pressure
washer or steam cleaner.

(b) Limitations.

i. Dangerous to operate in enclosed space as Generator

ii. Requires another machine to create hole in Bomb case.

Bomb Blanket which has four heavy-duty webbing carrying handles, is

The boot offers a high level of protection by maximising the stand-off
distance between the foot and a blast-type anti-personnel mine. In the
event of a blast, the boot is engineered to deflect and absorb the
residual energy transmitted to the foot. The design represents four
years of research and development in cooperation with Canadian and
international military research establishments. Residual blast energy
and fragments are absorbed by the hull. The equipment secures the
user's combat boot to a platform with four pods: two forward and two
rear, and all four extended slightly to the sides.

(a) Description. Terrier is a small, lightweight, low cost, tracked


vehicle that can investigate and disrupt suspicious objects in a variety
of locations. It is remotely-controlled via cable or radio link and the
CCTV images from the colour camera are transmitted to the operator's
hand-held controller by the same means.

(b) Technical Data.

A variety of attachments can be carried on the Terrier's operating arm,


including a recoilless disrupter, a grab/manipulator, or an x-ray
generator. The robot vehicle is highly maneuverable and can climb
steps, Krebs and most steep inclines. It is small enough to operate
inside buildings, down the aisles of an aircraft, in buses and trains.
Terrier can locate and move, or destroy, suspect devices from ground
level (including under a car) up to a height of 1.7 metres. Terrier is
battery-operated and has an endurance in excess of an hour during
normal EOD operations. It is supplied with a powered telescopic arm,
a grab and a storage box as standard. A newer, larger Maxi-Terrier
ROV is now available.

(8) SAFEWAY BOMB CONTAINMENT TRAILER SYSTEM.

(a) Description. The Safeway Bomb Containment Trailer System


was developed by Explosive Ordnance Disposal (EOD) experts to
enable inexperienced operators to remove a suspect device to a safe
location where it can be examined or destroyed in safety. The unique
design enables the Safeway to contain an EOD weighing up to 4kg of
TNT and to be used with minimal amount of training.

The Safeway Container consists of a specially designed bomb


container mounted on a four-wheeled trailer which can easily be
towed. The container is made from two layers of high-strength, high-
impact 40mm ballistic steel. The chamber space between the inner
steel 'tube' and the outer steel wall contains dry sand which, together
with the strengthened ballistic steel, helps absorb the effects of blast,
thus enabling the Safeway Container to be used repeatedly. A suspect

manipulator which is provided with the system.

ground troops under risk of encountering remote controlled improvised
explosive devices, known as RCIEDs. Fully weatherproof, relatively small and
backpack mounted, the backpack Jammer has a robust mechanical design,
addressing different frequency range requirements simultaneously. This back
pack, man portable jammer is blanketing a given area to prevent radio
receivers from achieving RF signal for detonation of remote controlled
explosive weapons, equipped with long mission-life rechargeable batteries,

(a) Description. Postal bombs, whether real or suspect, are an ever-


present problem, not only to targeted people and organizations but also
to other staff handling the mail. The major risk to personnel from a
suspect bomb is death or injury from the shrapnel effect of an
explosion. The Suspect Postal Bomb Container has been designed for
the UK government as a container in which a suspect item can be
safely isolated. The equipment has been tested to contain the lateral
fragmentation which emanates from such devices at an explosive level
beyond that experienced to date. The Suspect Postal Bomb
Container has an internally fitted net which holds the suspect item in
such a position that removal, x-ray and controlled explosion all remain
viable options for explosive ordnance disposal experts. The container
is used by hundreds of government embassies and "target" companies'
mailrooms worldwide.

(a) Description. It is specially designed for the EOD and IED by


providing most of the desired features required by IED operators. The
manipulator offers versatile features with a telescopic pole, electro-
motion by cable, can freely whirl with 360 and Color infrared camera
& Display Headwear viewing scope. The tripod enables the operator to
handle sensitive IEDs with safety. The IR camera features enables
working at the night and in the dark places. Pole can be folded,
dismantle and assemble with ease. The manipulator comes with its
operational manual and it is easy to train persons on its operation.

The MK1 is a basic hook and line kit recommended for
clearing explosive ordnance. The kit was developed in
conjunction with British Army bomb disposal teams to provide
a versatile means of remotely moving dangerous objects in a
wide variety of locations. Since then the MK1 has been
deployed on active service in many areas of the world and has
become standard issue for in any EOD teams worldwide, with
it also being used on EOD training courses in both the UK and
the USA. The varied components enable a line to be securely
fastened to all types of munitions and IED's to facilitate their
movement to improve access for many types of disposal
operation. Alternatively the MK1 kit is often used as a means of
'tumbling' suspect objects when carrying out high-risk searches
of hides or 'safe houses' which may be 'booby' trapped

(3) VULCAN SHAPED-CHARGE KIT.

(a) Description. The Vulcan Shaped-Charge Kit must be one of


the most cost-effective, easily and safely transportable items of
equipment designed to destroy or disrupt unexploded munitions and
improvised explosive devices (IEDs).

(b) Technical Data.

Vulcan consists of an easy-to-use kit from which a small, explosively-


formed shaped charge projectile can be fired at an exact point on a
suspect 'target'. Vulcan's plastic body is internally shaped to accept a
user-filled charge of plastic explosive, a selected projectile, as well as a
detonator. Various types of projectile can be selected from the kit,
depending on the type of device to be destroyed. Vulcan's user-filled
charges can be safely transported as a set of inert components, then
assembled by the operator and filled with plastic explosive to meet
specific applications.

(4) THE TELEMAX 2009.

(a) Description. The telemax 2009 is a high sophisticated, small


and versatile EOD robot designed to be operated by bomb disposal
engineers. It is best suited for operation in confined spaces like
airplanes, underground trains and coaches. The 4-track running gear
system displays superior mobility. It can easily cope with inclines of
45, overcome obstacles measuring up to half a meter in height or 600
mm wide gaps. The manipulator arm can be moved via TCP-Control
and, due to a new drive technology, the axes of the manipulator arm
move quick, quiet and precise.

(5) SHRIKE EXPLODER.

(a) Description. The Shrike Exploder uses commercially


available batteries and is an up-dated version of the original Shrike
which is UK MOD-approved and is currently in service in more than
50 countries worldwide. It has proved itself to be a safe and reliable
system for initiation of explosives, mines, pyrotechnics, disruptors, de-
armers and other electro-explosives devices. Spring-loaded terminals
connect the four independent firing circuits. Circuit continuity can be
checked via the TEST button. The Shrike Exploder must be primed
before any circuit can be fired, and firing requires the operation of two
independent push buttons, thus ensuring no accidental firings.

The Low Temperature Thermite (LTT) is an electrically initiated


thermite contained in a bag and is designed for the safe and simple
disposal of explosive ordnance, explosives and propellants. It is slow
burning and is designed to ignite explosive compositions without the
risk of detonation. LTT has been successfully used by the UK Ministry
of Defence since 1993 to ignite a wide range of civil and military
explosives including Torpex, RDX/TNT Types A and B, Hexolite and
isolate CDB. It is designed to heat the exterior surface of a 3mm wall
tube (e.g. a shell or bomb casing) limiting the LTT to an even
temperature of 250C and holding it for 3 minutes. Its packaging
provides maximum heat transfer and allows the thermite to become
semi-liquid on ignition and to flow into cavities such as fuze wells and
pockets. It burns for approximately 30 seconds and so causes the
explosives to burn rather than to detonate.Gross carton weight
(containing 75 x LTT units): 14.6kg

(8) DEMINING VISOR WITH HELMET.

(a) Description. Developed in accordance with United Nations


International Mine Action Standards, the Guartel Lightweight
Demining Helmet and Visor is a high quality product suited to endure
harsh use in extreme environments where demining operations tend to
take place. The deminer can wear the system comfortably for up to 8
hours. The product is modular, allowing the user to quickly replace
either the visor or helmet.

(b) Helmet. The lightweight helmet is used as a comfortable


means of mounting the protective visor which allows the system to be
worn for long periods in hot conditions. The helmet conforms to UK
Health and Safety standards. The helmet can be adjusted to
accommodate a range of head sizes.

(c) Visor. The visor is manufactured from 5.5mm polycarbonate


giving a V50 level of 240 m/s. To meet IMAS requirements the visor
extends to cover the throat and face of the wearer and also extends to
the top of the helmet giving full frontal protection to the head face and
throat area and to interface with a suitable demining vest/apron. 2 self

adhesive anti-scratch films are supplied to protect the visor from


scratches and scrapes and the helmet and visor are supplied in a nylon
carry bag.

(10) JAMMER ES-AM-3B SYSTEM SAFARI MK 1 : It is an


indigenously developed jammer used for jamming radio signals. It works on
the principle of broad band barrage jamming. It can jam frequencies from 10-
500mhz in 3 band and also has the capabilities to jam FM ,AM ,PCM/FSK
and DTMF at a range of 500m

(11) REMOTE WIRE CUTTER. The wire cutter is placed in appropriate
position and remotely communicated to cut wire. It is light weight and a
portable device. It has a modular design and is easy to carry. It can also be
mounted on any ROV. It is possible to adjust the height of the equipment from
3 inches to 11 inches. Option is also available till 2.2 meters. It has 360
degrees horizontal movement, with locking arrangement and has an option to
adjust the Y axis / angle of the cutter up to 45 degrees.

(12) CAR REMOTE OPENING TOOL SET (CROTS). It is same as hook


and line set and is primarily used for opening of doors of a suspected VBIED.
It can also be used to open the packaging, wires away from the circuit, or
remove the power source or the initiators from the device. It is also used for

moving a device into an open area, move a device away from intended target
or neutralize the device without the use of any other tool

(13) DISRUPTOR. The role of the IED disruptor is to destroy small IED
Packages such as envelopes, small parcels, tiffin boxes etc. With the help of
disruptor one can make precise shot, targeting the power source only,
removing it from he device. It uses either a steel slug/ frangible round or the
water charge to disrupt the IEDs.

(15) THE MODULAR DEMINING MACHINE. The Project is aimed at


developing a state-of-the-art demining machine, working by pressure from
polish national program, called SHIBA fig.2. The modular demining
machine, working by pressure, will be connected to a remote-controlled
mobile support platform - for example: tractor of PIERRE.
Width of the device will be matched to the dimensions of the vehicle.

CONCLUSION

14. The EOD disposal is carried out in five phases and all the equipment and tools used
for the disposal of EOD are functioned as per the stages they are manufactured. In first stage -
bomb reconnaissance and locating, different metal detectors, bomb locator, nonmagnetic
mine prodder, various mine detectors are used by various security forces of the world. In
second phase gaining access, various shafts, drilling equipment like light drilling rig, EOD
watering set, EOD dewatering kit etc are used to reach up to the EOD for disposal.

15. In third phase identification, mainly equipment and tools are used to identify the
condition and type of fuses and bombs. Here various stethoscope, x-ray machine, gamma
radiation unit, vapour detector, explosive survey machine etc are used to perform the tasks of
third phase. In fourth phase render safe, equipment and tools are used to neutralize the fuse
and make it ready for final disposal. Important equipment are rocket wrench, de armer, kit
clock stopper, freeze neutralizing kit etc which are widely used. The main aim of this phase is
to make the EOD safe for the operators. But in the modern country various robots have been
newly introduced to ensure the more safety of the EOD operators. In the final phase- recovery
and final disposal, the equipment and tools are used with a view to destroying the EOD and
make the surroundings free from explosive hazards. In this phase the important equipment
and tools are used are trepanning machines, EOD steam generator, various robotic disrupter
etc.

16. Disposal of EOD and IED both demanding high technology and equipment. IEDs are
comparatively more difficult to identify and neutralize. In IED disposal are also maintaining
some phases. In IED detection and gaining access phase the modern and sophisticated
equipment are used. They are used to identify the pattern of the power source and fuses of the
IED. The important equipment are basically highly sensitive such as vapour detector, tum
trolley, visor , wheel barrow and other modern robot etc which are used to get the actual
picture of the circuit of the IED. After detecting the IED some equipment like IED jammer
etc are used to make IED temporarily ineffective. Finally in the final stage of IED operation

that means in IED recovery and disposal operation these IEDs are destroyed by using various
disruptors, hook & line operation etc,

RECOMMENDATION

17. After discussing equipment and tools used in and other countries it is felt that the
standard of the equipment and tools of our country should be developed. To develop the
standard of the equipment and tools following considerations can be forwarded for
considerations:

a. As Bangladesh has more chances to meet IED threats rather than the EOD
threats, so development of IED equipment and tools should get more priority.
b. Multipurpose used robot can be developed or purchased from other countries
to minimize the cost requires for purchasing separate equipment and tools used for
separate operations.
c. Functions of latest equipment and tools should be taught to the EOD operators
by arranging various cadres.
d. Some exercises can be arranged periodically to refresh the uses of various
equipment and tools.
