Construction
The foundation was laid for the project in July 2011 by the then Jam-
mu and Kashmir Chief Minister Omar Abdullah with Union Health Minister
Ghulam Nabi Azad, under the ruling UPA government.The initial estimated
budget for the project was Rs 2519 crore.
The scheduled date of completion for the project was May 2016 and
the executing agency was hopeful of finishing the job by December 2015,
which was around five months ahead of the deadline. Later, due to a dis-
pute between the construction workers and the executing agency, the work
was delayed and the target of completion ahead of schedule couldn't be
achieved. The next planned date was June 2016 which was then further
extended to July 2016.
On 12th October 2016, Greater Kashmir reported, Deputy Commis-
sioner of Ramban, Mohammad Aijaz had confirmed that almost all the work
had been completed and the remaining work was planned to be finished in
a few days. It said that the official sources informed, 98 percent civil work
including construction of 9 kilometer tunnel and its approach road has been
completed while the installation of equipment and gadgets like sound diffus-
ers, ventilators, fans, firefighter equipment, electrical panels, transformers,
lighting etc. inside the tunnel is under progress and likely to be completed in
next 20-30 days. They added that after the completion of remaining work,
it has to pass the quality and commuters safety tests, and that the entire
process would be completed by last week of November and authorities will
either inaugurate the "ambitious" project in last week of November of first
week of December, depending upon the availability of representatives from
Union Government.
However in January 2017, the project did not yet reach its completion,
and there was an uproar in the Jammu and Kashmir Assembly, where the
opposition legislators demanded to know why the tunnel was not opened.
Congress MLA from Inderwal, Ghulam Mohammad Saroori said that both
Jammu-Srinagar and Jammu-Kishtwar National Highways are closed at
various places due to land sliding and added that several passengers were
trapped on both the Highways at various places. He demanded immediate
opening of Chenani-Nashri tunnel so that the inconvenience caused to the
people could be addressed, besides, the trapped passengers and vehicles

delayed due to bad weather conditions and snowfall on the highway, which
snapped the electricity supply to the area and so the executing agency was
unable to continue with the required testing and inspection processes.

on the highway. It is an all-weather tunnel and is said to en-
