The proposed project area does not fall under the critically polluted areas, which are listed in MoEF office
memorandum dated 13th January 2010 and subsequent amendments.
Nearest village is Thargabohra at a distance of 0.7 Km from the proposed project site.
No National Parks / Wild life Sanctuaries / Bird Sanctuaries / Tiger reserve / Elephant corridors / Migratory
routes for birds are situated within 10 Km. radius of the proposed project site.
Burghan RF, Bitkuli RF & Dalha RF are present within 10 Km. radius of the project site.
No forest land is involved in the proposed project site.
Lilagarh river (4.1 Kms.) and Hasdeo Right Bank Canal (4.3 Kms.) are present within 10 Kms. radius of the
project site.

TOR # 1.1 The annual throughput of coal for the three years

The proposed coal washery will have installed capacity of 0.96 Million Tons/ Year throughput coal.

TOR # 2.1 A brief description of the plant, the technology used and energy conversation

Brief description of the plant


M/s. Hind Energy & Coal Beneficiation Pvt. Ltd. has proposed to install 0.96 Million Tons Per Annum
capacity of Coal washery) at Village: Baloda, Tehsil: Baloda, District: Janjgir-Champa, Chhattisgarh.

Total land in possession of management for the proposed coal washery is 14.60 acres.

Proposed washery is wet type.

Process flow diagram of the coal washery is shown in subsequent slide for your kind perusal.

Energy conservation measures

Desired level of power factor will be maintained by providing suitable capacitor banks in electrical
systems.
Condition of plant and machineries in washery will be improved by proper and preventive maintenance
to ensure trouble free/smooth operation of the plant with a view to operate washeries at normal or near
normal input level. This reduces the energy consumption.
Proper motivation and awareness of employees like use of natural light during day time, switching off
electrical light when it is really not required.
A cell will be established in the washery to look after the energy conservation measures. Identification of
conservation measures , implementation and follow up of corrective measures.

TOR # 2.5 Examine close circuit system for 100 % recycling and reuse of the treated effluent in the washery
operation or other uses such as irrigating the greenbelt within premises etc.
TOR # 2.6 Examine zero effluent discharge conditions

Closed loop water system will be implemented in Coal washery. Hence there will not be any waste water
generation from process and cooling.
As it is proposed to install Heavy media based Coal Washery, in which water after washing of coal (waste
water) will be recycled back.
The efficiency of settling pond of the waste water system will be 95 %.
Sanitary waste water will be treated in septic tank followed by subsurface dispersion.
The effluent from the plant will lead to the thickener and flocculants will be added for settlement of
suspended solids and helps to give a clearer overflow.
The settled solids are collected at the bottom cone of the thickener tank.
The solids which are collected in the bottom of the thickener will be pumped to the settling ponds for
reclamation of water. The solid dried cake will be blended with rejects.
The overflow of the thickener which is clear water will be recycled.
The proposed plant is a zero effluent plant and the process selected ensures minimum generation of dust.
All the MOEF&CC norms/CREP recommendations for coal washeries will be implemented in the proposed
coal washery.

The project will be established and commissioned after grant of statutory approvals. Raw coal, washed
coal, and rejects characteristics report will be submitted once the washery becomes operational.

960000 Tons/ year of ROM coal will be beneficiated to produce 768000 Tons/ year of washed coal and
192000 Tons/ year of rejects.

TOR # 3.1 Study of alternative sites should also be submitted so as to justify the selected site from environmental angle.

Based on the above the site at Village & Tehsil: Baloda, District: Janjgir-Champa, Chhattisgarh has been selected. Accordingly
SEAC has granted TOR for the proposal.

TOR # 3.2 Study area should cover an area of 10 Km radius around the proposed site.

The general study area covers 10km. radius of the proposed Project site. Baseline Environmental Monitoring
has been conducted from December 2014 to February 2015.

TOR # 3.6 Information regarding surface hydrology, water regime, hydrogeology and ground water regime.

The drainage pattern in the area is sub-parallel and dendritic in nature with low drainage density indicating
the formations in the area are more porous & permeable in nature and are having low surface run-off.

The drainage density in the study area is more or less same in all the parts.

In the area, ground water occurs under phreatic condition in weathered portion and semi-confined to
confined conditions in fractures/cavernous part of rocks i.e. limestone a shale at depths.

The depth to water levels in pre-monsoon season ranges between 4.80 to 15.00 mbgl. However the depth
of water levels in post-monsoon season ranges between 2.50 to 7.00 mbgl and water level fluctuation varies
from 1.300 to 11.00 m and there is no long term water level decline in the study area.

TOR # 3.7 Information regarding drainage pattern of the study area

There are no drains / natural water bodies passing through the site.
The area is drained by Hasdeo, Seonth river and its tributaries especially by Lilagar, Kotri, Chautariya &
Karra River. Hasdeo & Seonath river are a perennial river while its tributaries are ephemeral in nature.
The tributary system comes under Mahanadi basin.
The area is characterized by gently sloping plain land which is classified as Structural Plain on Proterozoic
rocks and Pediplain / pediment. The average elevation of the area varies from 250 to 300 m AMSL.
The drainage pattern in the area is sub-parallel and dendritic in nature with low drainage density
indicating the formations in the area are more porous & permeable in nature and are having low surface
run-off. The drainage density in the study area is more or less same in all the parts.
Hence there will not be any impact on natural drainage pattern of the area & surrounding areas due to the
proposed project.

TOR # 3.8 Topography of study area.

The plant site is fairly flat and requires minimum or no filling. No external filling material will be required.

Ambient Air Quality Results

The following is the baseline Ambient Air Quality status in the study area.

Water Environment

8 nos. of ground water samples from open wells / bore wells were collected from the near by villages to
assess ground water quality impacts. The ground water sampling locations & analysis were furnished in EIA
Report.

All the water samples collected shows that they are suitable for potable purpose as per BIS-10500.

Two Surface water samples was collected & analyzed and the water quality confirms to BIS: 2296 standards.

Noise Environment

Baseline noise levels have been monitored at different locations within the study zone of the plant.

8 nos. of stations have been selected for measurement of noise levels.

The equivalent day-night noise levels in the study zone are ranging from 46.0 dBA to 57.9 dBA.

Soil Quality

8 nos. of soil samples were collected and analyzed for various parameters like texture, infiltration rate,
bulk density, pH, Ca, Mg, Na, K, Zn, Mn etc.

None of the soil samples indicated any contamination.

Biological & Socio Economic Environment

The details of Flora & Fauna are annexed under baseline chapter.

The study area covers radius of 10 km of the project site.

The 10 km radius study area around the proposed project site comprises of 68 villages.

The socio-economic profile of the study area is presented based on site visits; discussions with the villagers
and the secondary data available from Census 2011.

TOR # 3.13 The monitoring to be conducted as per Central Pollution Control Boards guidelines and
parameters for water testing for both ground water as per ISI and surface water as per Central
Pollution Control Board guidelines.
The monitoring has been conducted as per central pollution control boards guidelines and parameters for
water testing for both ground water as per BIS-10500 and surface water as per BIS-2296

At each Ambient Air Quality Monitoring Station Particulate Matter (PM10), Particulate Matter (PM2.5), SO2
and NOx are carried out as per Central Pollution Control Board guidelines.

TOR # 3.14 Surface water, ground water, soil, noise and ambient air quality be monitored at least at eight
stations / location around the proposed site. At least one monitoring station in the upwind
direction / downstream / non-impact non-polluting area as a control station.
Explained in TOR # 3.12

TOR # 3.15 The location of air monitoring stations decided after taking into consideration the predominant
wind direction, population zone and sensitive receptors including Reserve Forests.

TOR # 3.16 Details of various facilities to be provided for the personnel involved in raw coal / washed coal /
rejects transportation & handling in terms of parking, rest areas, canteen, sanitation and effluents
/ pollution load from these activities.
TOR # 3.17 Details of infrastructure facilities such as sanitation, fuel, restroom, canteen etc. to be provided to
the labour force including casual workers during construction as well as during operation phase.

TOR # 3.18 Details of workshop, if any, and treatment of workshop effluents

The workers at the plant during construction will be provided with water for their requirement and for the
construction activities. The construction labour will be provided with sufficient and suitable toilet facilities to
allow proper standards of hygiene. These facilities would be connected to a septic tank and will be
maintained properly to have least environmental impact.
Exclusive adequate Parking area has been earmarked for trucks/vehicles. The parking area is shown in the
plant layout enclosed.
Fuel will be supplied to construction labour for cooking during construction period. This will prevent usage
of fire wood for cooking. Rest rooms will be provided to construction labour during construction period and
operational stage.
Site for vehicle maintenance will be selected carefully to prevent the ground water contamination due to
the spillage of oil. Both diesel and petrol engine vehicles will be maintained properly.
Unauthorized dumping of waste oil will be prohibited. These wastes will be disposed off to the CECB
authorised reprocessors/recyclers..
The solid waste will be collected and disposed off as per norms.
Dust suppression system will be provided to control dust during construction.
No effluent from workshop is envisaged.

TOR # 3.19 Occupational health issues, baseline data on the health of the population.

Base line data on the health of the population revels that local people does not have any chronic
diseases. Local people suffer from normal fever, cough & cold only..
People are not suffering from any major diseases except for common cold, fever, etc,.

TOR # 4.1 Impacts of project, if any, in the land use, in particular agricultural land, forest land, grazing land,

Proposed project will be taken up in the 14.60 acres of land, which is in possession of management. Proposed
land has already been diverted for industrial use. There will not be any change in drainage pattern of the
plant area. Hence there will not be any impact on Landuse due to the proposed project.

In the proposed project all required Air pollution control systems such as Bagfilters, Dust Suppression system,
Dust extraction systems will be installed & operated to comply with CPCB / CECB standards.
Closed loop water system will be implemented in coal washery. Hence there will not be any waste water
generation from process and cooling.
As it is proposed to install Heavy media based Coal Washery, in which water after washing of coal (waste
water) will be recycled back.
Sanitary waste will be treated in septic tank by sub-surface dispersion trench.
Hence Zero effluent discharge will be maintained.
All the solid wastes generated from project will be disposed to user industries as per norms.
Hence there will not be any impact on agricultural land, forest land, grazing land, water bodies due to the
proposed project.
There are no drains / natural water bodies passing through the site. There will not be any change in the
existing Drainage pattern.
Hence there will not be any impact on any, in the land use, in agricultural land, forest land, grazing land, water
bodies, drainage of the area and the surroundings.

TOR # 4.2 Impact of choice of the selected coal washing technology and impact on air quality and waste
generation (emission and effluents)

The technology adopted in the proposed project for producing washed coal is Wet type coal washery
which is well known technology all over the World and in India.

To control the fugitive emissions, dust extraction system and dust suppression system will be installed at
all the possible dust emanating areas. All required pollution control systems will be installed in the
proposed project. When the incremental GLCs due to the proposed project are super imposed over the
maximum baseline concentrations, the Net resultant GLCs obtained are well within the NAAQS. Hence
there will not be any adverse impact on air environment due to the proposed washery.

There will not be any process waste water & cooling water blowdown from the proposed coal washery as
closed circuit cooling system is envisaged. Zero effluent discharge will be maintained during the
operation of the proposed project. Hence there will not be any adverse impact on nearby water bodies
and water environment due to the proposed project.

Greenbelt is considered essential for maintaining the stability of the environment of the area. 5.0 Acres
of extensive greenbelt will be developed in the proposed project.

WASTE WATER MANAGEMENT

Closed loop water system will be implemented in coal washery. Hence there will not be any waste water
generation from process and cooling.
As it is proposed to install Heavy media based Coal Washery, in which water after washing of coal (waste
water) will be recycled back.
The efficiency of settling pond of the waste water system will be 95 %.
Sanitary waste will be treated in septic tank by subsurface dispersion.
The effluent from the plant will lead to the thickener and flocculants will be added for settlement of
suspended solids and helps to give a clearer overflow.
The settled solids are collected at the bottom cone of the thickener tank.
The solids which are collected in the bottom of the thickener will be pumped to the settling ponds for
reclamation of water. The solid dried cake will be blended with rejects.
The overflow of the thickener, which is clear water will be recycled.
The proposed plant is a zero effluent plant and the process selected ensures minimum generation of dust.
All the MOEF&CC norms/CREP recommendations for coal washeries will be implemented in the proposed
project.

NOISE MANAGEMENT

The major noise levels will be confined to the working zones of the plant.
High pressure horn will be prohibited.
Ear plugs will be provided to all employees who will enter into the noise prone areas.
Extensive greenbelt proposed will help in further attenuating the noise levels.

Difference in value of SPM measured between 25 to 30 m from the enclosure of coal crushing plant in the
downwind and leeward direction will not exceed 50 mg/Nm3. This method is based on High volume samples and
using average flow rate not exceeding 1.1m3/min.

Truck Parking Calculation

Raw coal will stored for minimum of 7 days.


Reject will be stored for minimum of 7 days.
Provision of parking minimum 30 heavy vehicles is also made.
Following are details of Truck parking provision:
Truck Size = 9.0 m x 2.5 m = 22.5 m2
Gap between trucks = 0.5 m x 9.0 m = 4.5 m2
Total Gap area for parking 30 trucks = 30 x 4.5 m2 = 135 m2
Area allotted for parking = 809.6 m2
Effective area for 30 no.s of trucks = 809.6 135 = 674.6 m2
No. of trucks = 674.6 / 22.5 = 30 no.s
