SESSION PLAN
CREDITS: 4
Today, the functions of State are not limited only to maintenance of law and order, adjudicating
upon disputes and regulation of economic and social life of individuals and groups. In addition to
this, the modern State is also the Protector, Provider, and Entrepreneur. The assumption of
unprecedented responsibility by the state has necessitated delegation of authority to numerous
State functionaries. The number of functionaries in carrying out these tasks has ever been on the
increase. The aggregate of such functionaries is an essential component of modern
administration.
A formidable body of law has come into existence for the purpose of exercising control over
administration. For long, administrative lawyers have primarily been concerned with such

matters as excess or abuse of power, mal-administration and abuse of discretion. However, in
recent years there has been a shift in emphasis from finding what the administration may not do
to what it must do.
Through this course on Administrative Law, students will understand the structure and modus
operandi of administration, the developmental perspectives and attainment of social welfare
objectives through bureaucratic process. The role of the court in balancing the rights of
individuals vis-a-vis the administrative power and functions of State and the matters, which
facilitates or hinders the attainment of these objectives.
EXPECTATIONS FROM THE STUDENT: The students are expected to read the text books,
articles given to them in reference section. They are expected to participate in the learning
process. The students are also expected to submit internal assessments within time.
RESOURCE TOOLS: The course is mostly imparted with the help of Reading Material
(Articles, Text Books, Case Analysis etc.), Case Laws
