Recognising the importance of foreign military bases and their effect in working
towards achieving global peace and harmony,

Acknowledging that countries may regard foreign military bases as a breach in


nation sovereignty,

Aware that regulations must be established in order to achieve international


stability and peace, safeguard economic interest overseas and protect civilian
populations,

Expecting host countries of such foreign military bases to have the


responsibility to uphold regulations,
The General Assembly,

1 Strongly urges the regulation of all negotiations in future SOFAs to provide


shared jurisdiction;

2 Requests the formulation of international guidelines that will be similar for all
countries;
a To implement these guidelines, a multilateral agreement between
countries ready to negotiate the issue in the future should be set up;
I a committee of legal experts from member states to be headed by
the secretary general;
II Its functions being :
i Regulate the agreement in order to prevent forced
subjugation of less powerful countries;
ii Report to the committee if the host countrys freedom and
sovereignty is being unjustly compromised
b Recommends the host country to be given the power to dissolve or
alter a SOFA or VFA;
I Given that the country operating the military base is not
cooperative and violates the national laws of the host country;

3 Demands prohibition of imprisonment and torture from being carried out in


foreign military bases;

4 Encourages the country operating the military base to be more transparent to


the host country;

5 Urges the prevention of violations of human rights by the militants in the


military bases by;
a Ensuring that the host countries have a say in choosing the location of
the military base being;
I Minimum 50 kilometres from any residential areas and tribal areas
if and when possible

6 Condemning the testing of weaponry that is hazardous to the infrastructure,


environment, and civilians;

7 Hopes the country operating the military base provides compensation to the
military base hosting country for the losses incurred due to;

a Environmental contamination;
b Radioactive contamination;

8 Suggests reforming existing military bases according to the above clauses if


but not limited to;
a The UN branch mentioned in clause 2 finds any breach in the rules;
b If the host country finds any violation in the contract;
9 Decides to remain actively seized of the matter.
