SCOPE
This procedure has been elaborated for performing XXXXXXXXXXXXXXX Works

as required by Project, Technical Specifications, etc in order to know the stages
and the setting methods within the REHABILITATION OF THE CONNECTION
ROAD BETWEEN VIDELE TOWN AND DN61 (MILCOVATU) THROUGH THE
MODERNIZATION OF DJ601D, KM 14+514 27+214 - VIDELE AND DJ612, KM
0+000 6+900, MILCOVATU (GIURGIU COUNTY) MERENI Works execution,
so that it complies with ISO 9001 :2001 Standard Quality Management
System requirements, JV QM Plan, H&S Plan, TMP, standards, data sheet, and
applicable norms, by resources provided the company. Is an ensemble of
activities that are planed inside the quality system for an adequate confidence in
the Works executing.
1 FIELD OF APPLICATION
The technical work procedure Method Statement is to be applied in performing

all the necessary XXXXXXXXXXXX. It contains the usual technical conditions to

be respected when assembling XXXXXXXXXXXX, the quality control and

acceptance conditions in order to comply with Clients expectations.
2 TERMS, DEFINITIONS, ABBREVIATIONS
2.1 TERMS, DEFINITIONS
This terms and definitions will be used in accordance with JV MONTEADRIANO &
SOARES DA COSTA Quality Plan ED.02 REV.00, with SR EN ISO 9000/2001,
Health and Safety Plan, Traffic Management Plan, Contract Documents and

their assembly in one stage.

4.5 WORKING AREA SIGNALLING
The XXXXXXXXXXXXXXXX assembling works will begin when the area is

properly signalized.
Nevertheless the XXXXXXXXXXXXXXXX area is inside of an restricted area, as
in accordance with the Traffic Management Plan, independent signalization
will be placed on the XXXXXXXXXXXXXXXX area perimeter.

The setting works will be executed respecting the admitted and imposed tolerances
according to Technical Specifications, Drawings or Site Dispositions.
5 DATA INTERPRETATION / MANAGEMENT ANALYSIS
The data interpretation will be executed by the Contractor. In accordance with each
situation, he will take the necessary measures to comply with what is stated in the
Design, and if necessary, clarifications will be requested to the Engineer.
6 SPECIFIC ASSIGNMENTS FOR QUALITY OF MAIN PERSONNEL, INVOLVED IN

WORK ACCOMPLISHMENT
6.1 PROJECT MANAGER
Planning and Coordinates the entire production activity (execution,

supplying, respecting the quality requirements, training the productive,
technical staff);
Provides skilled and authorized personnel;
Checks the acquirement of the technical knowledge and their applicability
within the execution process;
Checks all the elaborated documents attesting the execution of works;
Operatively coordinates the entire staff activity;
Provides materials and installations for each stage of execution to the
working places.
6.2 DEPUTY PROJECT MANAGER
DPM is completing all the above-mentioned responsibilities of the PM, assisting him
along the Works execution.

6.3 QUALITY RESPONSIBLE
Provides the technical documents of execution (Designs, Technical

Specifications, Technical Standards and Normative in force);
Checks the elaborated Organizes and assures the elaboration and
administration of all documents attesting the execution of works;
Immediately informs the Project Manager when the technical prescriptions
are not achieved;
Performs supervision inspections for observing the quality of the execution in
the Check Points and Stop Points and validates the qualitative certifying
documents specific and or general to the work;
QC responsible supervises the precise application of the execution project,
the present procedure and the correct elaboration of quality records;
Attends to working front taking over based on taking over minute, and also
to accepting of finished works, in order for their commissioning;
Checks the acknowledgment and respecting of execution details, data sheets,
execution technical procedures, work instructions, etc;
Official report for acceptance of works.
6.4 TECHNICAL RESPONSIBLE FOR EXECUTION
Assures that the works execution are developing according with the Design
and Quality Plan provisions, providing in this way the correct implementation
of the Quality System;
Informs the Quality Responsible about any mistakes in the implementations
of the Quality Procedures, stopping the works and takes the proper measures
to solve the non conformities;
Analyse and approves the Method Statements for each work;
Keeps track of all the Quality System Reports and assures the right
coordination of the Determinant Stages with the Inspections Entities.

6.5 HEALTH AND SAFETY RESPONSIBLE
Assure that all the Contractors personnel and all other persons that have
access on Site are informed regarding all the HSP provisions;
Instructing all the personnel regarding the HS procedures;
Preparing all the required Reports regarding HS and HSP;
Check the quality and the distribution of all the Protection Equipment;
6.6 TRAFFIC MANAGEMENT RESPONSIBLE
Assure that all the Contractors personnel and all the other persons that have
access on Site are informed regarding all the TMP provisions;
Instructing all the personnel regarding the TM procedures;
Check the quality and the distribution of all the Signals mentioned in the
TMP;
6.7 FOREMEN
Directly and permanently supervises the execution process respecting all

technical prescriptions, norms and normative in force;
Operatively coordinates the entire workers activity;
Operatively coordinates the entire equipments activity;
Coordinates the mounting/assembling of all the materials;
Checks the supplying of work devices and tools for workers subordinated.
6.8 LAND SURVEYOR
Provides the execution of topographical and geodesic measurements in order

to execute the works;

Takes over from the Investor and Designer the topographical benches for the
works to be executed, assisted by the General Manager;
Draws up the general and detailed setting schemes of the works and
completes the specific forms.
6.9 LABORATORY
Laboratory personnel will be responsible for;

Performing laboratory tests for establishing the nature of the materials;
Performing laboratory tests for establishing the nature of the materials;
Testing each source of material where the testing frequency is also stated;
Performing laboratory testing to the imposed frequencies stated in TS;
Checking the materials used for the execution of works.
7 TEMPORARY WORKS DETAILS

8 SAFETY MEASURES
Regarding the safety measures for XXXXXXXXXXXXXXXX the following items should
be complied:
Use of the all the Safety Equipment that is stated on Health and Safety Plan:
Reflective Vests;
Protective Helmets;
Protective Boots;

Protective Gloves;
First Aid Kit on the transport vehicle.
The XXXXXXXXXXXXXXXX assembling team will act according to the
instruction given on the Health and Safety Plan scope;
The XXXXXXXXXXXXXXXX assembling team will be perfectly equipped with
communications means to (if necessary) contact the proper Entities in case
of emergency;
The XXXXXXXXXXXXXXXX assembling team will be previously instructed of
the final objective and eventual risks and right procedures to take in order to
ensure the integrity of workers;
The Foremen will instruct his team not to allow unauthorised persons to stay
in the proximity of the working area;
Mobile Equipment Safety Measures:
The operators will signalize for attention and will not start any
manoeuvre until all the personal have cleared equipment action area;
The operators will not start loads on trucks unless they checked that
all the workers have cleared the danger area;
The loading in the trucks will not be executed unless the equipment
has reached a complete stop;
The load operations will be executed only by the load equipment
operators;
It is prohibit fixation or hand adjustment or with other tools of the load
by other persons;
At stock loading it will be checked its stability in the bucket;
During loading and unloading, it is prohibit to workers stand on
equipment range of action;
At materials loading and transporting manoeuvres, the equipment will
have a small speed, during the bucket loading and unloading as well
during the transportation;

It is not allowed for the operator to leave the equipment with the load
lifted;
The abandonment of equipment will be don only after the engine is
stopped, the break blockage, bathing hut closed, or the bucket lained
on the soil;
Cranes and/or excavators with appropriate cables for the weight of the
Precast Element will develop the assembling of Precast Culverts in
place.
Proper distances will be taken from the excavation pit edge;
Stairs will be used for works access the assembly area.

9 MATERIALS STORING
Regarding the Storing XXXXXXXXXXXXXXXX we can consider two situations:
Stock in the Construction Yard for posterior transport to assembling area, as

ever as XXXXXXXXXXXXXXXX are needed;
Stock in the proximity of the assembling area, if an appropriate place is
available and assure the proper safety conditions for this purpose.
10 DOCUMENTS CONTROL
10.1 PREPARING, CHECKING, APPROVAL
The Quality Responsible will prepare the present Method Statement, in

collaboration with TRE.
The Method Statement is then checked and approved by the Project Manager.
This document will then be submitted for the Engineers approval. In

accordance with our internal procedures, all this documents will be

registered.
10.2 RELEASING, MODIFICATION, WITHDRAW
The present procedure it is released to all the relevant parties in accordance

with the Distribution List.
In case of modification, the present procedure it will be modified by the QR
as instructed by the Project Manager or the Engineer, and will follow the
same circuit of approval as the previous edition.
The withdrawal of the document it is executed at the instructions of the QR,
which will also ensure the annulled edition archiving.
11 NON-CONFORMITIES
At the detection of any non-conformance by the Contractors personnel or by the

Engineer, a QF.CC.** will be issued, and after the rectification of the Non-
Conformity the same form is filled with the close-up.
