The Right Honourable Justin Trudeau, PC, MP

Prime Minister of Canada

Dear Prime Minister Trudeau:

Based in Vancouver, Westshore Terminals is North Americas largest coal export terminal.

We have long-term customers with mines located in British Columbia, Alberta and the United States. Coal
is delivered to our facility by rail and shipped to markets around the world. We have handled our customers
coal in a safe and environmentally responsible manner for more than 47 years and today, provide more
than 300 family-supporting, unionized jobs.

We play a critical role in Canadas Pacific Gateway. Our terminal, along with the railways, shipping
companies, local contractors and suppliers of various goods and services, work with us and proudly handle
Canadian and U.S. coal exports used for the production of steel and electricity generation.

We are deeply disappointed to see the Premier of British Columbias call to close our borders to our long-
term U.S. customers. The United States is a valued Canadian trading partner and the goods that move
across our borders north and south generate significant economic benefit and thousands of local jobs, not
just in our industry, but many others.

On average, one-third of Westshores business is directly attributable to the coal we handle for our U.S.
customers. This translates into 100 high-paying full time jobs at Westshore alone, $100-million of annual
revenue, $12-million in annual taxes, and a $25-million annual spend on British Columbia businesses,
utilities, and the Port of Vancouver. In total, Westshore Terminals has generated more than $1.1-billion in
economic activity over the last 10 years.

Like our Canadian customers, our U.S. customers pay the same BC carbon tax for the transportation of
their products in British Columbia. It is then shipped to government-owned utilities in Japan, Korea and
Chile.

-2-

We recognize that Canada is in a dispute with our most important trading partner, but we hope that our
leaders will consider the best interest of all Canadians and not punish Canadian companies and workers
by putting one industry ahead of another.

Premier Clarks call to ban the shipment of thermal coal from BC ports should be rejected. Thank you for
your consideration.

Sincerely,

Glenn Dudar William Stinson
